Meet Your Candidates: Carson City Justice of the Peace, Department 2

General Election Day is Tuesday, Nov. 6, 2018. Early voting will be open at the Carson City Courthouse Oct. 20 through Nov. 2.

Election Day voting on Nov. 6 is available at two polling locations. For your convenience you may vote at either location from 7 a.m. until 7 p.m. at the County Courthouse, 885 E. Musser St., 1st Floor; or the Carson City Community Center, 851 E. William St.

The candidates for Carson City Justice of the Peace, Department 2 are Kristin Luis and Ryan Russell.

Kristin Luis, running for Justice of the Peace Department 2.
Luis was born and raised in Reno, graduated from Reno High, and received a diving scholarship for the University of Nevada. She graduated in 1991 with a Bachelor of the Arts in Political Science and a minor in Economics. She obtained her law degree from Gonzaga University of Law in 1994 and graduated cum laude.

She was hired as a deputy by the Carson City District Attorney’s Office in 2000.

In 2010, she was appointed to serve as the Juvenile Special Master, overseeing juvenile delinquency and child welfare cases.

In 2014, she moved back to the DA’s office in the position of Assistant District Attorney in charge of the Criminal Division while overseeing the Juvenile Division.

According to her website, Luis “said some of her most important work in this position has been the prosecution of six defendants in the murder of Grant Watkins, the prosecution of Eric Buhl for the murder of a 2 year old toddler, the prosecution of Patrick Williams for distribution of child pornography, and the prosecution of John Aston who threatened Justice of the Peace, John Tatro.”

She is also the treasurer for the First Judicial District Bar Association.

She lives in Carson City with her husband, Jason, and their two daughters.

Ryan Russell, running for Justice of the Peace Department 2.

Russell is a Carson City native and fourth generation Nevadan.

He is a graduate of Carson High School and holds a Bachelor of Science degree in Business Administration from the University of Nevada.

He graduated from the William S. Boyd School of Law at the University of Nevada, Las Vegas.

He is a member of the Washoe County Bar Association, American Bar Association, the State Bar of Nevada, Nevada Justice Association, First Judicial District Bar Association and Ninth Judicial District Bar Association and he is a Fellow of the American Bar Foundation.

He is a partner with the Allison MacKenzie law firm and also serves as Judge Pro Tem for the Carson City Justice and Municipal Courts, and is on the State Bar of Nevada’s Board of Governors.

One thing he is proud of in the Carson City court system is the mental health court.
Russell said on his webiste, "the mental health court is dedicated to providing comprehensive mental health services to offenders with the goal of helping those individuals contribute to society through a stable and crime-free life.  Likewise, the Misdemeanor Treatment Court provides addicted offenders an opportunity to achieve a drug and crime free life through a team approach which involves the judge, prosecutor, defense attorney, and treatment professionals.  The successful completion of both programs results in fewer repeat offenders. The success of both courts is undeniable.”

CARSON CITY — On Monday, Brett Compston, who has worked more than a decade in emergency response at the state and federal level, was named the next chief of Nevada Division of Emergency Management/Homeland Security.

Nevada State Police, Highway Patrol division has identified a Minden man who died in an Oct. 24 single vehicle crash on I-580 and Eastlake Boulevard in Washoe County.
