Carson City supervisors to discuss funding allocations, budget augments

The next Carson City Board of Supervisors meeting will be held Thursday, June 6, beginning at 8:30 a.m. in the Sierra Room of the Community Center, located at 851 E. William Street.

To be discussed are funding, contract purchases, grants, special event costs, and more.

From the Assessor’s Office there are two items on the table:

Discussion and possible action regarding the Annual Technology Fund report will be held. The fund currently has a balance of just under $85,000, which will be used for future Computer Automated Mass Appraisal system expenditures.

The Nevada Legislature during its 2003 session created a fund for an improvement of technology for the County Assessor’s Office. The funds can be used by the office, but can also be shared with other departments to help enhance the ability to share information between departments.

Possible action may be taken regarding a request to remove certain taxes and penalties from the unsecured 2015/16 and 2016/17 Tax Roll in the amount of $3,302.13.

This amount refers to taxes and penalties which the Assessor’s Office has determined to be “uncollectible” from the personal property tax roll. The office has “attempted to collect the taxes and penalties using the approved methods,” according to the agenda.

Under purchasing and contracts, several items are set to be discussed.

A new mower for the Parks and Recreation department is being requested, which would cost the city $67,965.08. This was approved as part of the Capital Improvement Plan for fiscal year 2020, to replace a previous mower.

A discussion to continue engaging with On-Call Geographic Information Systems Services with Michale Baker International will be discussed, for an amount not to exceed $130,000 per year. According to the staff summary, the service “provides on-call support to Carson City GIS for internal services, external services and optimizing/upgrading workflows to save time/money.

In addition, a second GIS contract with Atkins North America, Inc. for $60,000 will be discussed, which also provides on-call support to Carson City GIS.

Finally, a contract with Mission Critical Partners, LLC. for a total not to exceed $70,238 through June 2022 will be discussed. The service would provide monitoring of CentralSquare Technologies, the public safety systems for the Carson City Sheriff’s Office.

A discussion on $850,000 worth of tires, tubes, and services with the Goodyear Tire and Rubber Company, Bridgestone Americas Tire Operation, and Continental Tire the Americas, through the State’s Participating Addendums with NASPO Value Point through March 2024 will be held.

According to the agenda, the city spends between $120,000 and $170,000 per year on tires and related services.

The Carson City Public Works and Parks and Recreation Department are requesting to utilize a joinder contract through National IPA to purchase bleach for use at the wastewater treatment plan, quilt treatment plant, and the aquatic center for pool disinfection, for an amount not to exceed $220,000 through June 2020.

A contract with the Nevada Library Cooperative for a total not to exceed $236,000 will be discussed, which would last though June 2023.

Final appropriation for the Community Support Services Grant will be discussed. The total funding for fiscal year 2020 is $380,000; $79,250 would be awarded for adult programs, $66,250 for youth programs, and $114,500 to be awarded for general non-competitive programs; $120,000 would be awarded to the Boys and Girls Club of Western Nevada.

A proposed resolution to augment and amend the Carson City budget in the amount of $11,948,137 will be discussed, primarily due to annual and sick payouts, overtime, board actions, grants and more.

A proposed resolution for temporary interfund loans from the Regional Transportation Fund to the Capital Area Metropolitan Planning Organization in an amount not to exceed $50,000, to the Street Maintenance Fund for an amount not to exceed $200,000, and form the General Fund to the transit fund for an amount not to exceed $50,000.

A discussion regarding workers’ compensation is on the table for discussion. Staff is recommending workers' compensation excess liability insurance services with Safety National Casualty Corporation for FY 2020, which acquired the program administrator for the City's current excess coverage provider, Midlands Management. Excess coverage is currently provided by New York Marine and General Insurance Company but will be renewed under Safety National. The total premiums for FY 2019 were $104,421 so this renewal is an increase of approximately 7.35% for FY 2020. The premium rate will remain the same for FY 2021 as this is a two-year agreement (flat premium rate, subject only to changes in estimated vs. actual City payroll amounts).

Under Community Development, a discussion regarding the expenditure of up to $44,754 from the 2019 Redevelopment Revolving Fund for improvements to the Fuji Park Fairgrounds sound system. $100,000 had been budgeted.

$4,500 for the Advocates to End Domestic Violence’s Taste of Downtown, and $2,784 for University of Nevada Cooperative Extension’s 2019 Carson City Nevada Fair have also been budgeted from the Special Event fund.

In addition, the redevelopment fund has allocated $43,200 for improvements to the public plaza area in front of the children’s museum, and they’ll be discussing allocating $25,000 in funding arts and cultural special events. A total of $33,000 in funding has been requested. Requests include: $4,500 for Wild Horse Productions' Disney's Frozen, Jr.; $5,000 for Brewery Art Center's Traditional Celtic Music Series; $3,500 for Proscenium Players' 2019-20 Season; $5,000 for Carson City Symphony's LatinXpressions Concert Series; $5,000 for Mile High Jazz Band's Carson City Music & Art Festival; $5,000 for Sierra Nevada Ballet's 12th Night- A Ballet Noir; and $5,000 for Pinkerton Ballet Theater's Nutcracker Ballet.

A discussion on funding events from the revolving fund in the amount of $1,443,237 will be discussed. NRS 279.628 requires any expenditure from the Redevelopment Revolving Fund to be approved by Resolution of the Board of Supervisors upon recommendation by the Redevelopment Authority. The proposed expenditures are for the following approved projects, programs and incentives in the FY 2020 Redevelopment budget: $25,000 for Nevada Day, $15,000 for farmers market, $10,000 for Christmas tree lighting, $7,500 for July 4th fireworks, $30,000 for EPIC Rides mountain bike festival, $58,016 for Michael Hohl, Inc. (auto dealer) incentive General Fund reimbursement, $160,000 for the sales tax reimbursement incentive program for the Southgate Mall and Carson Mall, $217,927 for Richard Campagni (auto dealer) incentive, $25,000 for special event street closures, $50,000 for the Façade Improvement Program, $200,000 for downtown street improvements, $137,794 for Bob Boldrick Theater upgrades, $190,000 for 3rd Street parking lot rehabilitation, $52,000 for Aquatic Facility pool deck resurfacing, $100,000 for downtown power line undergrounding, $85,000 for Curry Street gas lamp replacement, and $80,000 for a South Carson Street traffic study.

The William G. Pomeroy Foundation has proposed to gift Carson City a Suffrage Centennial Marker celebrating women’s suffrage. The marker would honor Felice Cohn, a native of Carson City, for her significance to the Nevada suffrage story.

A discussion regarding the Carson Rifle and Pistol Range Opening Interim Plan will be held, discussing how the range can be opened until design and construction is completed on the facility.

A review of City Manager Nancy Paulson will be discussed, to evaluate her overall performance and determine a rating, which could potentially make her eligible for a merit increase as other classified employees.
