Carson City Planning Commission to review Vintage at Kings Canyon
Requests by land developer Lumos and Associates for a Tentative Planned Unit Development (TPUD) and to change the city's Master Plan Land Use Designation (MPLUD) will be reviewed at the Thursday, Sept. 29 Carson City Planning Commission meeting.
Lumos seeks to develop 78 acres of land, located between Ormsby Blvd. and Mountain Street on Carson City's west side, into a private, mixed-use residential and neighborhood business community called Vintage at Kings Canyon.
The private land -- with addresses at 1450 Mountain Street and 1800 Kings Canyon Road -- is located on the Andersen Ranch property, currently owned by Andersen Family Associates.
Plans for the residential development call for 212 single family lots ranging in size from 1,690 to 17,000 square feet with construction of homes and commercial structures to be completed in two phases.
The first phase of the Planned Use Development (PUD) design includes 32 senior housing units designed for independent living, 128 units built for assisted living, and 39 detached cottages ranging in size from 1,700 square feet to 2,100 square feet.
The initial construction phase would begin on about 20 acres bordering Mountain Street east of Ormsby Blvd. Plans include a park, restaurant and service-business space for the retirement community. Businesses housed in the development may include hair salons, dry cleaners and financial planners.
A second phase of development would add 175 single-story, single-family homes ranging in size from 1,400 square feet to 1,900 square feet on the remaining 20 or so acres on the east side of Ormsby as well as the 40 acres on the west side of the boulevard also known as Heritage Park.
Other features of the development include a clubhouse and pool, a 96-unit congregate care facility, and a trail system.
The proposed development is for an over-55 community. The congregate care facility would feature space for ancillary services such as a hair salon or barber shop.
Each home in the plan would carry a limitation of two permanent occupants per dwelling, the agenda report states.
Except for the park and some of the planned trails, on-site uses of the property are intended to be available only to residents of the community and their guests, the report shows. It would not be open to the public.
Lumos is asking the Planning Commission to consider amending the MPLUD for a 5.6-acre area from Medium Density Residential (MDR) to Mixed Use Residential (MUR) so as “to allow for assisted/independent living uses as part of the Vintage at Kings Canyon PUD,” the Planning Commission agenda report shows.
Thursday's meeting is scheduled for 5 p.m. in the Bob Boldrick Theater at the Carson City Community Center, 851 E. William Street.
