Carson Street Roundabout to be discussed at Thursday Board of Supervisors Meeting

The Carson City Board of Supervisors will convene for their next meeting on Thursday, Aug. 15 in the Sierra Room at the Carson City Community Center beginning at 8:30 a.m.

On the agenda for discussion is the 90 percent design of the South Carson Street revamp, including the new planned roundabout at Carson and Stewart.

Additionally, the Board will discuss contracts, changes to the sheriff’s office and Carson City court systems, the airport master plan, and more.

The Board will take possible action on a discussion regarding Clinical Treatment Counseling Services for Mental Health Court with Mary Bryan, Licensed Clinician, for an amount not to exceed $54,000 through June 30, 2020.

On March 21, 2019, the Nevada Supreme Court issued an Order Adopting Statewide Use of the Nevada Pretrial Risk Assessment (ADKT 0539), which mandates that all judicial districts in the state utilize the assessment tool in determining whether a defendant will be a risk to the community if released pending trial. The order requires all courts to implement the pretrial risk assessment program within 18 months. At the upcoming board of supervisors meeting, a Memorandum of Understanding (MOU) between Carson City, the Carson City Sheriff’s Office, the First Judicial District Court and the Carson City Justice and Municipal courts will be discussed regarding the implementation of the program. The MOU between the City, CCSO and the Courts satisfies the requirements of ADKT 0539, according to the agenda.

With the new mandate, the Carson City Sheriff’s Office will create a new full-time Support Specialist position in the Carson City Sheriff’s Office to comply with pre-trial risk assessment. One position is already budgeted by the Carson City Sheriff’s Office, but with the new mandate at least one more position will need to be created to fill it.

Relating to the Sheriff’s Office, the Board will also hear and possibly act on a contract for Sierra Psychological Associates LLC. for Dr. Joseph McEllistrem to provide Mental Health Consultation for the Carson City Jail for an annual amount of $84,272 to be funded from the Sheriff’s Office, in addition to an amount of $68,700 through the city, both of which would be through June 30, 2022.

The Board will look at potentially purchasing 15 vehicles for several departments throughout the City, utilizing the State of Nevada’s competitive bid list and cooperative purchasing agreements through Sourcewell for a total not to exceed $1,040,205.36.

The Carson City Airport will submit the draft of the airport master plan and airport layout plan to the FAA Phoenix Airport District Office. At the July 17 meeting of the Carson City Airport Authority, the Authority approved the draft and preparation for the plan was paid for by a grant form the Federal Aviation Administration (FAA), with the City as the grant recipient. Now, the Airport Director is seeking the City’s permission to submit the draft master plan and layout plan to the FAA Phoenix Airport District Office.

Public Works is considering elimination of the Bicycle and Pedestrian Coordinator position to create a new Transportation Planner/Analyst position, which is grant funded with Surface Transportation Block Grant funds for the Safe Routes to School Program.

Under Health and Human Services, several items are on the docket including a legislative update concerning public health issues and the plan for the interim, notification of Clinic Services’ Back to School Immunization Schedule, and more.
