A 59-year-old Carson City woman was arrested early Monday in the 3400 block of Imperial Way for misdemeanor suspicion of domestic battery, a Carson City sheriff's deputy said.

A 42 year-old Carson City man was arrested early Saturday morning at 12:39 a.m. in the area of Goldfield Avenue and Saliman Road on suspicion of felony child neglect or endangerment, as well as for driving under the influence (DUI) of alcohol, a Carson City Sheriff's deputy said.

A powerful winter storm associated with a strong atmospheric river will bring gusty winds and very heavy precipitation to the Carson City, Carson Valley and Dayton areas and deep snow to the upper Sierra tonight through late Monday, according to the National Weather Service.

Carson City is taking the current break in winter weather to address the recovery process. Public Works is leading Damage Assessment teams, which are comprised of Public Works, Parks, Recreation & Open Space, Fire Department and State Division of Emergency Management assessors to evaluate the damage inflicted across the city. Parks, homes, trails and infrastructure, like sidewalks and roads, were impacted.

After a brief pause in the rain yesterday, the storm has returned. I write this list with trepidation, as localized flooding is still affecting homes and businesses around town. Everything on this list is subject to cancellation. It’s back to school for the kids of Lyon County and Carson. Jacks Valley Elementary is closed, but all other Minden/Gardnerville students are headed back. The Meals on Wheels program is closed today. Seniors are asked to eat their provided shelf-stable meal. Welfare checks are being made on those seniors who th participate in the program. The Senior Center will open at 9 a.m. on Tuesday and will resume normal operations.

With localized drainage flooding happening in many areas around the capital city region today, the Carson River near Carson City is rising and expected to reach peak flood stage Monday, according to the National Weather Service.

With heavy rain arriving and local flooding looking likely, Carson City Public Works crews were out in full force Sunday morning clearing streets of debris and slushy snow piling around drainages.

Nevada Gov. Brian Sandoval has declared a state of emergency due to the severe weather system developing in Northern Nevada and the consequent danger to life and damage to property, said Carson City Deputy Emergency Manager Stacey Belt.

With one last dry day left ahead of the approaching atmospheric river weather system, emergency management officials in Carson City, Lyon and Douglas counties are urging residents to prepare now in anticipation of weekend flooding throughout the region.

It transports water vapor with a flow several times faster than the water at the mouth of the Mississippi River. A river that, when it hits land, releases 30-50 percent of the area's annual precipitation in the form or rain or snow in just a couple of days.
