Localized floods ongoing, Carson River rising in Carson City, Carson Valley and Lyon County

With localized drainage flooding happening in many areas around the capital city region today, the Carson River near Carson City is rising and expected to reach peak flood stage Monday, according to the National Weather Service.

As of Sunday afternoon, waters are rising toward Action level. At this level, the flood threat and localized overbank flows begin in lowest areas from Genoa to Fort Churchill, including Carson City and Dayton along the Carson River. Go here for updated Carson River hydrology graphs.

Especially flood prone areas include: lower Carson Valley, the Willow Bend area of Genoa; the Empire, Stewart, and Mexican Dam areas, Pinion Hills and Brunswick Canyon. Preparations for flooding should begin in these areas if river forecast to exceed flood stage. About 5200 cfs with about a one in 5 chance of occurring any year.

The Carson River near Fort Churchill isn’t expected to reach the 10 foot flood stage, according to mapping, but, of course that may change. For now at least, the weather service says the maximum flow will be 6.19 feet. Lyon County Emergency Management is continuing to prepare by cleaning drainage locations, supplying sand bag locations and monitoring storm activity.

Lyon County has received multiple inquiries about the bridge in Dayton. County Manager Jeff Page explains that crews have been and will be monitoring the bridge. They have pre-staged equipment near the bridge to be used to remove debris to ensure that the bridge remains open. Follow Lyon County flood information here.

Lyon County urges those in flood prone areas to prepare for flooding. Have sufficient food, water and medication to last several days. The Lyon County Emergency Coordination Center has been partially activated to coordinate preparedness activities with the State Emergency Operations Centers and surrounding counties.

Even with crews working nonstop to unclog drainages, mud and debris fields are hampering efforts. There are mud flows on Edmonds, Damon, Clearview, Valley View, Ash Canyon and into the Deer Run Road area.

Public works is working on drainages, culverts and unclogging them, both around the west side of Carson City and the east side around the Carson River, which is nearing its banks. Satellite images show heavy rain will begin to fall in the next couple of hours.

An atmospheric river will produce a period of intense rainfall across the Sierra and western Nevada that will lead to widespread flooding Sunday and Monday. Around 8-12 inches of rain is forecast along the Sierra crest with 5 to 10 inches possible west of Highway 395 and then 2 to 5 inches along and east of Highway 395.

Nevada Gov. Brian Sandoval has declared a state of emergency due to the severe weather system developing in Northern Nevada and the consequent danger to life and damage to property.

Residents are urged to take personal precautions because of the heavy rainfall and high potential for flooding, she said.

Non-emergency flood-related events in Carson City can be reported to the city by calling (775) 887-2355. However, residents should refrain from calling 9-1-1 for non-emergent matters.

The Carson City Emergency Operations Center encourages residents to visit www.carson.org/flood to stay up-to-date on the weather, road closures and resources that are deployed across the city. In addition, all official public information that is released from the Emergency Operations Center will be posted to the flood site.

Residents should plan to stay off roads that are susceptible to flooding.

An evacuation center has been established at the Latter-Day Saints Church, 411 S. Saliman Street, just south of Carson High School.

The center is open and able to assist residents who have lost power or are experiencing flooding.

If you have pets you need to bring to the shelter, the Nevada Humane Society will accept pets and take them to its shelter located at 549 Airport Road.

The Nevada Humane Society is open and will accept pets for those residents that need to evacuate. Carson City responders are out in the field and are assisting residents as incidents arise.

UPDATE: Due to increased fire weather conditions, NV Energy has upgraded a Public Safety Outage Management (PSOM) Watch to Warning status in Genoa, southwestern Carson City and Virginia City Highlands in northern Nevada for today, Nov. 13 and into tomorrow morning.
A PSOM warning means a de-energization is likely to prevent the possibility of sparking a wildfire.

NV Energy reports 2,636 customers without power Monday morning in Carson City. The outage was reported at 9:46 a.m. At this time there is not an estimated time of restoration. The cause is under investigation.

UPDATE 5PM: Fire crews will be mopping up the Callahan Fire overnight and into tomorrow. One primary residential structure was lost along with multiple outbuildings. UPDATE 12:55PM: The fire is estimated at approximately 100 acres; approximately 3,000 people have been impacted by evacuations. Rain is falling on the fire scene. Additional Strike Teams totaling 10-15 engines have begun arriving to assist on the fire, according to Eastern Sierra Fire and Ice, which tracks fires in the region.

Just before 11 a.m. on Monday, the Washoe County Alert system sent out an evacuation notice to residents in the Callahan Ranch area stating they should evacuate immediately.

The evacuation point is at South Valleys Library located at 15650A Wedge Pkwy, Reno.

Dayton Elementary students were treated Friday to a helicopter fly-in by the Nevada National Guard as part of the school's Veterans Day program.

A team from Nevada National Guard landed a helicopter on the soccer field after the school's Veterans Day assembly. Dayton Elementary is the only school in Lyon County that is a Purple Star School.

Veterans Day is Monday, Nov. 11 and is a federal holiday to honor all veterans who served in the United States Armed Forces. A number of events are planned in Carson City and surrounding counties.

Charle Abowd, a world renowned, award-winning chef and restaurateur but even more than that a philanthropist and community fixture for decades, died Saturday evening, according to longtime friends.

Abowd, 73, was a pioneer in farm to table dining, along with his wife Karen who co-owned Cafe at Adele's, he was a champion and supporter of music and the arts. He was a man who dedicated himself to lifting up others.
