Carson City sheriff’s log: Woman tells deputies she was going to sell meth at music festival

A Kentucky woman was jailed Wednesday on burglary and multiple felony drug charges after being caught allegedly stealing merchandise from Walmart, a Carson City sheriff’s deputy said.
The woman, Lacey Min Hehl, 30, told officers she had planned to sell methamphetamine, found among her belongings, in order to go to a music festival in Arkansas.

A man with her, Calum Brock Richey, 18, of Fortuna, Calif., was also arrested on felony and misdemeanor charges.

According to the arrest report, store security at Walmart on Market Street had detained a woman for petit larceny at 12:47 p.m. The woman also had a small dog with her she said was a service dog to keep her depression at bay, the arrest report states.

Store security told the arresting deputy that he observed Hehl walk with an arm full of electronics and placed them in a Walmart bag and then walked to the tire department and paid for some of but not all the items security observed putting into a bag. She then passed all points of sale without paying for items in her purse and bag and then exited out of the doors of the tire department, the arrest report states.

The store security officer made contact with the woman outside and asked to see her bag, which contained the items she hadn’t paid for. She was escorted to the security office.

The woman had a difficult time listening to the officer’s instruction and sitting still, the arrest report states. She kept taking a tall, brown cigarette purse or sunglasses case out of her pocket and trying to put it in her pockets but it wouldn’t fit. She was placed into custody for the petit larceny.

The deputy then began searching the woman’s belongings. Hehl became increasingly concerned about her sunglasses case and told the officer she didn’t need to worry about looking inside of it, the arrest report states.

The deputy opened the top of the case and found a glass meth pipe and three small baggies with meth, amounting to around 8 grams.
Another deputy arrived to assist because the woman was getting her car oil changed in the Walmart lube express department. Officers allowed the woman to call her friend, Richey, who according to associates in the lube express department, paid for the woman’s vehicle and took possession of it.

The woman called Richey to pick up her service dog so it did not have to go to animal control, the arrest report states.

A deputy read the woman her Miranda rights and she agreed to speak regarding the methamphetamine in her possession. She stated she was on her way to Arkansas with another friend for a music festival. She said she was planning to sell the meth for extra money to go to the music festival. She also stated she gave some meth to her friend, Richey, as they were driving from California to Carson City, the arrest report states.

She was taken to jail. Once inside the facility the jail staff searched the woman’s purse and found approximately 27 pills and 14 Suboxone patches without a prescription hidden inside a lotion container, the arrest report states.

Six different prescription medications were identified and the patches were confirmed as Suboxone, 8mg, the arrest states. She was charged with possession of a schedule 1 drug, methamphetamine, commercial burglary, possession of drug paraphernalia, drugs to sell, transport or give, six counts of possession of a dangerous drug without a prescription, trafficking a level 1 controlled substance and possession with intent to sell 4-14 grams. Bail: $76,137 bail.

Richey arrived on scene and walked up to the officer. He explained he was there for the dog. The officer asked him if he had Hehl’s vehicle. The man stated he parked it over near the grocery entrance. The officer told Richey they needed the vehicle and followed him as he walked to it and got inside. He put on a pair of sunglasses over his eyes and started the vehicle. The officer observed the man drive the vehicle from the parking space it was in to behind the patrol vehicle.

Officers asked for his name and identification. He would not tell deputies who he was. He finally cooperated, and told the two deputies he had been smoking marijuana and meth while driving, the arrest report states.

Officers located an invalid identification of the man that was run through dispatch where it was learned he had three warrants out of Douglas County. He was placed under arrest for DUI drugs and the warrants out of Douglas County.

He was read his Miranda rights and agreed to speak. He stated he and Hehl just got back from a trip to Kentucky when she came over to his house the night previous and asked if he wanted to go to Nevada. He stated he did the meth and marijuana to stay awake. He also stated he wanted to be truthful and explained there was a bag with a pair of shoes and a large bag of marijuana that belonged to him, and a small amount of marijuana in the vehicle.

During a search of the vehicle, offers were able to locate the drugs Richey stated would be found as well as a small rubber orange and green container containing three Suboxone pills. He was charged with DUI drugs, possession of marijuana second offense, three Douglas County Sheriff’s Office warrants, possession of drug paraphernalia and possession of a dangerous drug without a prescription. Bail: $7,076.

— A 21-year-old transient, Michael Thomas Musgrave, was booked Wednesday into Carson City Jail on three felony warrants including burglary, and possession of a stolen firearm, a Carson City sheriff’s deputy said.
During the intake search at jail, he was found to be in possession of two small baggies of methamphetamine. Bail: $57,500.

— A 25-year-old woman, Crystal G. Rubke, was arrested Wednesday, 7:40 p.m. in the 400 block of East Park Street on a felony charge, providing false identification to avoid prosecution, a misdemeanor warrant violation and possession of drug paraphernalia. Bail: $11,137.

— A 27-year-old Reno man, Devin Darrell Roux, was arrested Thursday, 12:31 a.m. in the 500 block of North Carson Street on two felony charges of drug possession and two misdemeanor failure to appear traffic warrants. During a search officers found 5 Oxycodone 10 mg pills. He stated he was out of work and bought the pills off the street. Bail: $6,220.

— A 22-year-old Reno woman, Demitria Locke-Hawkins, was arrested Thursday, 12:46 a.m. in the 500 block of North Carson Street on suspicion of possession of a controlled substance and possession of a dangerous drug without a prescription, both felonies, and possession of drug paraphernalia, a misdemeanor. Bail: $6,137.

— A 52-year-old Gardnerville woman, arrested on suspicion of misdemeanor embezzlement, faces a felony drug charge after a deputy found methamphetamine in her purse during jail intake. Cynthia Merry Kizer, was arrested Wednesday in the 2700 block of Highway 50 East. She allegedly removed and pocketed $60 from a cash registered at a convenient store. At jail a meth pipe and a baggie of methamphetamine was recovered. Bail: $4,774.
