Carson City Supervisors to discuss landfill rate changes, new cannabis zones, trail grants and more

The next Carson City Board of Supervisors meeting will be held on Thursday, March 2 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center, located at 851 E. William Street.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.
The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.
On the agenda:
— Supervisors will discuss allowing cannabis retail stores and medical cannabis dispensaries in the Retail Commercial (RC) use district.
Will Adler on behalf of Green Thumb Industries (GTI) has proposed the ordinance, which would allow cannabis locations in the area along N. Carson Street, north of Winnie lane, west of Hot Springs Road, and south of Arrowhead/Medical Parkway.
The Planning Commission has recommended approval of the proposed amendment to the zoning code, with a prohibition against cannabis locations north of Arrowhead Drive/Medical Parkway.
— On second reading, the board will discuss adopting new fees and rates for the Carson City landfill.
Fee increases do not affect customers who utilize Waste Management pick up from their homes.
During several discussions regarding the item at previous meetings, the in-county minimum fees will remain at $10, with the majority of rate changes occurring to out-of-county users of the landfill. Other rate increases for all users include green waste, medical, asbestos, and more.

— A discussion and possible action will be held regarding the proposed acceptance of Partnership Carson City’s Comprehensive Opioid, Stimulant, and Substance Abuse Program sub grant funds in the amount of $90,000 effective Jan. 1 through Aug. 14, to be used to for a full time Juvenile Outreach Specialist.
The item also includes the proposed acceptance of two additional sub grants if they are awarded for the same purpose and amount through 2025, for a total award of $270,000.
Bringing on a Juvenile Outreach Specialist will bring a more cohesive solution to assist the community with services for at-risk juveniles, according to the agenda.
— As a part of the One Nevada Agreement, Supervisors will discuss a proposed settlement of claims by the state against Walmart Inc. regarding opioid-related claims.
Carson City will receive approximately $328,343.01 in accordance with the terms of the settlement.
As a part of the settlement, Carson City would agree to release and forever discharge claims against Walmart in relation to the One Nevada Agreement with receipt of the payment.
Staff is recommending approval of the item.
— The acceptance of trail grants will be discussed for the Prison Hill and Buzzy’s Ranch area.
The grants come from the Southern Nevada Public Lands Management Act and cooperative agreements with the BLM in the amount of $1.88 million with a $50,000 cash match from the Quality of Life funds for the Buzzy’s Ranch Water Rights and Wetland Enhancement Project; and $2.4 million for the Carson City River Trails Phase III Prison Hill West Project, both effective Nov. 2022 through Nov. 2027.
— Supervisors will discuss zoning changes in the Fairview area, from Limited Industrial and Single Family 1-acre to Single Family 6,000 for a 4.5 acre parcel for the SF zoning at 1601 Fairview Drive and 9.7 acres at 1700 Colorado St for the LI zoning.
The parcels are located south of Fairview Drive, north of Colorado Street, and east of South Saliman Road.
A development is not currently planned for the area; the proposed amendment will “create consistency with the underlying master plan for the subject parcels,” according to the agenda.
— A discussion and possible action will be held regarding a proposed increase in purchase authority in the amount of $5,386 above the previously approved $127,529 to purchase a Toro Groundsmaster 5900 for the Carson City Parks, Recreation and Open Space Department.
— The jail is requesting an additional $7,061 in purchase authority to purchase various kitchen appliances for the jail utilizing a joinder contract between Region 4 Education Service Center, and National Restaurant Supply.
— The Carson City Health Officer will provide a report regarding the Health Officer’s activities, clinical oversight and policy input, training and education and general information for the Carson City Board of Health.
A discussion will also be held regarding the third Community Health Needs Assessment of the Carson City Department to Health and Human Services for the purpose of creating a Community Health Improvement Plan.
