Carson City Board of Supervisors to discuss Butti Way affordable housing proposal Dec. 5

The Carson City Board of Supervisors meeting will be held Dec. 5 beginning at 8:30 a.m. in the Sierra Room of the Community Center, located at 851 E. William Street.

On the docket for discussion is the sale of property to Carson Tahoe Regional Health Care, development of affordable/workforce housing near Butti Way, purchasing a new radio dispatch console system and public safety audio equipment and more.

— The Board will review a proposal submitted by Pala Seek LLC and the Carson City Veterans’ Village Coalition Group for possible selection for the development of 3410 Butti Way for affordable/workforce housing. On Sept. 5, the Board directed staff to publish a request for proposals for the development of the property and have since evaluated two submitted proposals from qualified developers. Pala Seek LLC and Carson City Veterans’ Village Coalition Group will present their respective proposals.

— Discussion and possible action from Public Works will be held in regards to a sale of two properties located off of Medical Parkway from Carson City to Carson Tahoe Regional Healthcare.

The properties together would be sold to Carson Tahoe for $905,000 under NRS 244.281, authorizing the Mayor to execute a purchase agreement between Carson City and Carson Tahoe Regional Healthcare.

These properties were originally purchased during the early formation of the Stormwater Utility Fund; the General Fund was used to purchase the properties. Staff is recommending the proceeds of the sale to be put into the Stormwater Utility Fund to be used for the construction of drainage improvements on the South Carson Complete Streets Project.

— Purchasing additional voting equipment for an amount not to exceed $146,810 is on the table for discussion. The Carson City Clerk-Recorder administers all federal, state and local elections within its boundaries. The 2019 Nevada Legislature passed AB 345 which mandates same day voter registration, and in addition, automatic voter registration through the DMV was passed in the 2018 General Election. Both of these mandates should increase the voter turnout and require additional voting equipment to prepare for proper voter accommodations, according to the agenda.

— A contract is under discussion for “Asset Management Needs Assessment and Software Solutions Evaluation,” with Atkins for a total not to exceed $87,073.50. The purpose of this is to conduct an organizational needs assessment and provide guidance with evaluation and assessment of an Enterprise Asset Management software system.

— Public Works has completed the 2019 Public Safety Radio System Plan, and will discuss the limitations of the existing radio communications capability, and will outline the actions necessary to increase reliability and effectiveness of the system.

First, a discussion and possible action regarding an Interlock Agreement between Carson City an NDOT will be held in regards to providing for the use of the Statewide Public Safety Radio Communications System for an amount not to exceed $5,076,000 for the initial ten-year term to June 30, 2029.

Secondly, the purchase of six dispatch consoles, six back-up base radios, interior gateway equipment, switching equipment, and associated services between Harris Corporation and NDOT for an amount not to exceed $458,562.84 will be on the table. The existing radio dispatch console system is beyond end-of-life and is no longer supported by the manufacturer. The system recently experienced several major failures and is in critical condition.

Thirdly, the Carson City Sheriff’s Office operates the City’s public safety audio recorder, which is used to meet evidentiary requirements for the 911 dispatch center. The system records the public safety phone lines and radio channels. Equipment, licensing and services for the existing public safety audio recorder is needed, for a total not to exceed $119,840.00 .

Finally, a purchase of radio communications equipment through a joinder contract separate from the replacement radio console project will be discussed, for an amount not to exceed $1.2 million through June 30, 2020.

— Additionally, Public Works is asking for $2,140,809.70 for the purchase of 29 vehicles and 1 utility bed swap for several departments throughout the city. Many city departments are looking to replace their vehicles due to the age and/or condition of the vehicles, according to the agenda.
