Vintage at Kings Canyon to come before Carson City Planning Commission Nov. 28
The Project known as Vintage at Kings Canyon (the Andersen Ranch) is again before city officials. The applicants are asking for an amendment to the originally approved Planned Unit Development (PUD) from December of 2016.
They are asking for:
— An amendment to revise the lot layout. (Revise the lot layout to reflect the new roadway alignment that opens the project to vehicle traffic through West Sunset Way to the south and through La Mirada Street to the north.)
— Modify the road designation from private to public. (At the time of the original approval, the Vintage at Kings Canyon development was to be a gated community with private roads. This application includes a request to modify the roads from private to public and transfer the responsibility and expense to the City and its taxpayers.)
— Modify Condition of Approval #66 related to the removal of Homeowners’ Association-maintained private roads.
— Modify Condition of Approval #24B related to methodology for measuring building height. (remove the sentence “Measurement shall be from existing grade to the highest point on the roof.” And replace it with “Measure building height from finished grade to a mid-point on the roof.” Thus, increasing the height of each building.)
— Modify the project phasing plan. (The project phasing was initially approved with five phases occurring from east to west. They now want to begin building with the larger, more expensive homes to the west.) See new phasing plan.
In their original application they stated that, “By incorporating the PUD approach, the City and surrounding neighbors are given assurances as to what will be developed at the site.”
Yet, here we are with the first (?) amendment. We, the citizens of Carson City, have given developers an added tool, called a Planned Unit Development, which gives them the ability to use their creativity to make better developments.
Our code says about PUDs: It is the intention of this chapter to produce developments which meet or exceed the city standards of open space, access to light and air, pedestrian and vehicular circulation which harmonize with the existing land uses in the vicinity.
Additionally, this chapter insures increased flexibility of regulations over land development and encourages land development without undue delay, while controlling development in the best interests of the ecology, economy, public health, safety, morals, and general welfare of the citizens of Carson City.
There is nothing about this plan that shows any “variation,” “vision” or “flexibility.” It is rectilinear in layout, even more so with this amendment.
It lines up the buildings in rows with no creativity as intended in the heart of the ordinance. With the exception of three minor curves in the far eastern section, the other 17 roads are completely straight with 90-degree corners.
The original application contained many statements that we incorrect or false. In addition, this amendment contains many errors and mistakes.
These are NOT the kind of developments or developers that we need in Carson City!
