Carson City emergency management has successful test in planning for worst-case scenario event
Around 30 representatives from law enforcement, emergency management and the Carson City Health and Human Services Office conducted a test run today of its portable emergency facility designed for health emergencies such as mass casualty disasters.
The 20 foot by 40 foot inflatable facility, which would serve as a temporary morgue, underwent the test to activate an HVAC cooling system, said Pam Graber, public information officer for the Carson City Health and Human Services Office.
Called the Carson City Mobile Medical Facility, the city-owned emergency structure undergoes annual practice runs to prepare the city's emergency workers in the event of an emergency as per required in the city's own Mass Fatality Plan.
The morgue takes about 10 minutes to fully inflate and it took about 30 minutes for the building to be fully air-conditioned to 40-plus degrees.
The facility is meant as a temporary holding for bodies in a mass casualty event.
The city's Mass Fatality Plan establishes overall roles and responsibilities of the coroner’s office, emergency management, police and fire agencies and describes the necessary collaboration with other response agencies and organizations involved in a mass fatality response. The plan is meant to be used in conjunction with established standard operating procedures and protocols.
Involved in today's test were the health and human services office, Carson City Fire Department, East Fork Fire and Paramedics, the Carson Cit Sheriff's Office, Public Works, Carson City Parks and Recreation, a representative from the funeral industry and a representative from the company that manufactured the portable morgue.
"It was a really successful demonstration because of the collaboration," Graber said. "We were pleased in how the facilty cooled using the equipment and generators we had. Everything worked well."
The practice session, was a followup to a June mass fatality exercise. It ran from 8 a.m. to 1 p.m. at the Exhibit Hall in Fuji Park.
