Carson City arrests: Man jailed for felony DUI after vehicle rollover injures passenger

A 23-year-old Carson City man was arrested Sunday for suspicion of driving under the influence causing substantial bodily harm, a Carson City sheriff's deputy said.

Oscar Eliseo Herrera was taken into custody at 8 p.m. following a single vehicle rollover in the area of Snyder and Bigelow streets in South Carson City. He also faces a misdemeanor charge of failure to maintain a lane.

The female passenger in the vehicle was transported by ground ambulance to the trauma ward at Renown Medical Center in Reno due to the severe nature of her injuries, according to the arrest report.

Deputies were dispatched to the crash at around 7:20 p.m. and Carson City Fire Department emergency services was on scene. Herrera refused all medical treatment they attempted to offer. The vehicle was damaged and rolled approximately 3 times, according to witnesses.

Deputies made contact with the driver and observed his head was bloody and he had open cuts and bruises on his hands. He attempted to sit on the hood of a nearby patrol vehicle, stumbled and slipped from the hood, nearly causing him to fall. As he spoke with a deputy he was slurring his words throughout the conversation. A deputy could smell a strong odor of alcohol coming from his person, the report states.

The man told the deputy he had one or two Four Loko malt liquor drinks about an hour or two prior. He told the officer he knew he "f**ked up" and would be going to jail for what he did, the report states.

Based on the crash and the man's difficulty standing and suffering possible head injuries, it was not deemed appropriate to conduct standardized field sobriety tests, the arrest report states. The deputy asked the man if he would submit to voluntary evidentiary testing and he refused.

He was transported to the hospital. A deputy obtained a telephonic search warrant for the man's blood, which was granted by a Carson City judge. After he was medically cleared from the hospital he was taken to jail. Bail: $40,000.

A 47-year-old Carson City man was arrested Sunday for suspicion of felony domestic battery with strangulation, a sheriff's deputy said. Jerrold Jason Howerton was taken into custody at 7:27 a.m. in the 1800 block of East William Street.

According to the arrest report, the man and victim were in an argument the day prior, when the man allegedly grabbed the female victim by the collar and began twisting it to the point where she couldn't breath. The suspect then allegedly grabbed the back of her head and slammed her head against the center console of the vehicle and then bit her on the right backside of her head, taking a chunk of hair.

The man was located the following morning, read his Miranda warning and where stated he couldn't recall what happened because he blacked out due to alcohol. He was booked into jail without incident. Bail: $15,000.

— A 35-year-old Carson City man was arrested Saturday, 1:33 p.m. for warrants alleging felony burglary, gross misdemeanor conspiracy to commit burglary and two lesser charges, a Carson City sheriff's deputy said.

Roberto Santos-Ayala was taken into custody at a Roland Street residence. The warrants for burglary, conspiracy to commit burglary and a misdemeanor warrant for allegedly obtaining money, good and services were issued on April 4, 2019 out of Carson City Justice Court.

A fourth misdemeanor warrant, issued March 13, 2019 was for failure to appear in court for a traffic citation. Bail amount listed: $26,225.

— A 41-year-old transient, Billy Woods, was arrested Saturday, 2:52 p.m. for felony possession of a controlled substance, and four misdemeanors: Suspicion of DUI drugs, driving without a valid driver's license, no proof of insurance and driving with expired registration.

According to the arrest report, an officer made a traffic stop in the area of South Carson and Fairview streets for expired registration. Woods didn't have a license and the vehicle's registration had expired in July 2018. The man's behavior was described as slow and lethargic. The man noted he had a pocket knife in his pocket and had smoked marijuana two hours prior.

He was patted down for weapons and gave consent to search. A deputy located methamphetamine in the man's pocket. He was arrested for possession of a controlled substance, driving without a license and not having valid registration. At the time of arrest he showed signs of being under the influence of drugs. At jail he refused a field sobriety test and a request for voluntary blood test. A judge granted a search warrant for a blood draw. Total bail listed: $4,678.

— A 46-year-old Carson City man, David Paul Lopez, was arrested Saturday, 12:39 p.m. in the 1600 block of Airport Road for failure to register and verify as a registered sex offender. Bail: $5,000.

— A 19-year-old man, Justin Wymen Jackson, was booked at Carson City Jail for a felony warrant alleging home invasion. The warrant was issued March 13, 2019 out of Reno Township Court. Bail: $20,000.

— A 19-year-old Carson City man was arrested Saturday, 3:40 p.m. at a Dori Way residence for misdemeanor suspicion of domestic battery.

According to the arrest report, the man allegedly punched, slapped and hit the victim in the face. Deputies observed red marks to the right side of the victim's face and redness on her chest. Bail: $3,137.

— A Sacramento woman was arrested Saturday, 3:33 p.m. in the area of South Carson and Fairview streets for a misdemeanor warrant issued Jan. 30, 2015 out of Carson City Justice Court. Bail: $414.

— A 31-year-old Gardnerville man was arrested Saturday, 5:01 p.m. for a misdemeanor warrant issued out of East Fork Township Court in Douglas County and cited for an improperly displayed license plate. Bail listed: $912.

— A 28-year-old Carson City woman was arrested Sunday, 10:58 a.m. in the 200 block of North Carson Street for a misdemeanor violation of suspended sentence warrant issued Dec. 19, 2018 out of Carson City Justice Court. She also faces misdemeanor charges of obstructing and driving without a driver's license in possession. Bail: $1,469.

— A 24-year-old Carson City woman was arrested Sunday, 9:40 p.m. for a misdemeanor warrant alleging violation of suspended sentence. The warrant was issued Oct. 21, 2017 out of Carson City Justice Court. Bail: $1,000.

On May 15th, 2024, shortly after midnight, deputies with the Lyon County Sheriff’s Office responded to a residence located on the 600 block of Angela Street in Fernley, Nev., reference a caller who reported that he had murdered his mother. The caller additionally provided that he barricaded himself inside the house, was armed with a rifle, and had planted pipe bombs at the residence.

On a sunny Saturday morning, 100 volunteer participants fanned out across Lake Tahoe’s South Shore to take water quality samples from 34 streams, creeks, ponds, and lakes to monitor the health of the Truckee River watershed and Lake Tahoe as part of the 24th annual Snapshot Day. They were joined by teams doing the same tests simultaneously in other regions of the watershed.

Just before noon on Tuesday a crash with injuries was reported on the I-580 on ramp from N. Carson Street.

According to dispatch there are two vehicles involved, one of which was towing a trailer.

Injuries have been reported and the number two lane is blocked.

Traffic cameras show vehicles are moving slowly but are able to get through to Washoe Valley.

Motorists must use caution in the area.

Today was a very productive day working in the yard. The cold weather kept me in far too long recently. I wanted to be outside. The temperature was perfect with a bright blue sky and little wind.
