Gun found under pillow of sleeping 2-year-old during Carson City SET, Tri-Net bust

A Carson City couple face drug, firearm and child neglect charges after a search warrant was served at a home in which, among other things, a loaded handgun was located underneath a couch pillow where their 2-year-old had been sleeping.

Arrested by Carson City Sheriff’s Office Special Enforcement Team and TRI-Net were Ian Michael Anrig during a traffic stop at Sonoma and South Carson streets and Lynsey Summerae Kieffer, at the couple’s Koontz Lane residence. Both are 28 years of age.

According to the arrest report, Carson City Sheriff’s Office SET and Tri-Net had been conducting surveillance of the Koontz Street home, following credible intelligence that there was narcotics use at the location.

Undercover officers followed the couple to a grocery store, and then back to their home. The man then left the home in his vehicle, winding up in the middle of a crosswalk at a red traffic light in the area of South Carson and Koontz Lane. A SET deputy activated his lights and briefly turned on the siren. The vehicle pulled over at Sonoma and South Carson streets.

The deputy made contact with the driver. He was asked if he had any weapons or drugs in the vehicle in which he replied no, the arrest report states. A canine did an exterior sniff on the vehicle and alerted positive.

Inside the vehicle on the passenger seat officers located a saline tube, small cotton balls in a plastic baggie, small cellophane wrapping and unused small colored balloons, all considered items used in packaging heroin. A deputy located a hypodermic device with residue.

The man was arrested. In the glove box officers located a plastic container with 1 point of heroin and a wallet with the woman’s California ID card. A records check of the woman was done through dispatch where it was learned she had an extraditable, confirmed felony warrant out of California.

In the trunk of the vehicle, deputies located 2 containers that were full of hypodermic needles, several empty multi-colored balloons, metals tins used to heat narcotics and small cellophane bags commonly used to package heroin, the arrest report states.

As the traffic stop was being handled, Tri-Net maintained visual of the Koontz Street residence. An arrest warrant to search the home was requested and granted. Deputies arrived at the location. Kieffer, who was outside the home, was detained.

Officers were informed there was at least 1, possibly two children in the home. Deputies went inside the home and located the couple’s 2-year-old son sleeping on the couch in the living room. In plain view officers located a heroin rig, sharp containers and multiple needles, saline packets, used needles and a loaded pistol magazine. The search warrant was amended to search for narcotics and firearms, the arrest report states.

Officers observed toys strung along the walls, in baskets and all over the floor of the living room. On the couch under the pillow where the boy was sleeping, officers located a loaded Taurus G2 9mm handgun with 9 rounds in the gun magazine. Located on an end table next to the couch was spoiled milk in a child’s bottle, multiple orange needle caps on the floor and small cotton balls.

Located on a book shelf two feet from the floor was a 9mm magazine with 3 rounds inside, on the bottom of the shelf, 4 inches from the ground there was a clear plastic bag with numerous items of drug paraphernalia, including conainers with numerous needles. On the floor was an AR 15 lower and three small baggies with trace amounts of heroin, the arrest report states.

In a bedroom, deputies located approximately 300 needles both clean and dirty and on the floor next to the bed were 7 multi-colored opened heroin balloons. On a speaker next to the bed was a .380 Bersa handgun in a box with a magazine. Leaning against the bed with the barrel pointing up and the stock on the ground was a Mosin Magant rifle. Near the rifle and handgun there was a .50 caliber ammo container with ammo inside, according to the arrest report.

Located at the fireplace inside the home was more paraphernalia and on the dining table was a metal box that contained two bottles of methadone and a package of Narcan. Inside the laundry room was a digital scale with residue on it.

It was determined the child was in arms reach of nearly all the items recovered, the arrest report states.

Deputies interviewed the woman who said she has absconded from probation for 3 years out of California and described she and Anrig as drug addicts using approximately 1 point of heroin a day for 2 years.

Kieffer is being held without bail for being a fugitive from justice and faces a local bail amount of $66,137.

Anrig faces multiple drug and firearms charges, $79,722.

In other arrests:
— Two Carson City Jail inmates were arrested Thursday on felony charges of battery on a prisoner, a sheriff’s deputy said. Arrested were Roger Charles Fardig and Michael Lee Lawson.
According to the arrest report, both men were engaged in fighting after a deputy review of video, which showed punches being thrown. Based on the injuries of both men, both were charged with battery on a prisoner. Bail: $20,000 each.

— Two men, Alexander David Bacchus and Charles McKeldin III, were arrested early Friday in the 200 block of Fairview for suspicion of felony possession of a controlled substance and misdemeanor possession of drug paraphernalia.

A 37-year-old woman was also arrested for gross misdemeanor possession of a dangerous drug without a prescription.

According to the arrest report, a deputy observed two sedans parked in the CVS Pharmacy parking lot at around 1:35 a.m. The business was closed and the officer observed both vehicles were occupied with engines running and lights on.

Deputies made contact with the occupants of both vehicles. Dispatch advised the 27-year-old woman was on probation with multiple conditions including to not be in possession of drugs or alcohol.

During the investigation, deputies heard inconsistent stories and accusations about the occupants of the vehicles. A canine was deployed to do an exterior sniff of the vehicles. The dog, Tarzan, alerted positive on both vehicles.

In the silver Camry where McKeldin was sitting, deputies located multiple hypodermic needles, a metal spoon with a with rock substance on it, lighters and plastic bags in a case. McKeldin was arrested for possession of a controlled substance and drug paraphernalia.

In the glove box of the vehicle officers located a hypodermic needle with a clear substance inside. Bacchus was read and agreed with to his Miranda rights and told deputies all the narcotic items in the car were his. He was arrested for possession of a controlled substance and drug paraphernalia.

After searching the woman’s vehicle, deputies located a prescription bottle with multiple Alprazolam pills inside. She did not have a prescription for the pills. She was arrested for gross misdemeanor possession of a dangerous drug without a script. Each were being held on $2,500 bail.

— A 27-year-old Carson City man was arrested Thursday, 9:04 a.m. in the area of East William and Oxby Loop for a misdemeanor failure to appear traffic warrant. Bail: $232.
