Carson City arrests: Pair booked for alleged drug offenses, driver fails to yield for traffic stop
Two were jailed Sunday for alleged felony drug possession and lesser offenses following an incident in which the driver of a vehicle failed to stop for a Carson City Sheriff's Office deputy, according to a booking report.
Robert Maine, 39, was arrested Sunday for suspicion of possession of a controlled substance and three alleged misdemeanor offenses: Failure to yield to an emergency vehicle, no insurance and possession of drug paraphernalia. A passenger in the vehicle, Jessica Dupre, 37, was also arrested during the traffic stop for suspicion of felony possession of a controlled substance and misdemeanor paraphernalia. Both are from Carson City.
According to the booking report, a CCSO deputy was behind a vehicle at a red light on Fairview and Highway 50 East. The vehicle did not have a license plate on the back and the deputy could not see a temporary moving permit in the window.
The deputy activated his emergency lights. The driver of the vehicle continued to drive straight. The deputy activated his sirens and the driver turned his turn signal as if he was going to pull over. The driver then passed the entrance of a gas station and didn't stop. The driver of the vehicle continued driving, passing Sherman Lane and didn't stop. The driver continued northbound on College Parkway toward Nye Lane.
The deputy witnessed the driver and passenger move around in the car as they drove. The driver, later identified as Robert Maine, made a right turn onto Nye Lane and pulled over, both driver and passenger were then observed moving around inside the vehicle.
The officer conducted a felony traffic stop on the vehicle, due to its failure to yield to emergency lights and sirens. As back up CCSO officers arrived, the deputy gave the driver and passenger verbal commands to keep their hands outside of the window. On two occasions Maine put his hands back into the vehicle. The officer continued to give multiple commands for the driver to hold his hands outside the vehicle.
Maine and the passenger, Jessica Dupre, were detained and placed into patrol vehicles. A dog was located in the vehicle. The dog "was not in healthy condition and you could see all the dog's ribs and rear hip bones," the report states. The dog was removed from the vehicle.
A CCSO K9 conducted an exterior free air sniff of the vehicle, alerting positive. Officers conducted a probable cause search of the vehicle and located multiple tooter straws (commonly used to inhale narcotics), a glass pipe consistent with smoking narcotics and burned tinfoil with testable amounts of suspected heroin. Bail for Maine, $4,566. Bail for Dupre, $3,637.
In other arrests:
— A 42-year-old Dayton man was arrested for suspicion of gross misdemeanor possession of a dangerous drug without a prescription and three misdemeanor offenses: violation of a restraining order and two counts Department of Alternative Sentencing violations. Bail: $11,500.
— A 29-year-old Carson City man turned himself into the Carson City Sheriff's Office on a felony warrant. Bail: $5,000.
