Carson City Sheriff's arrest log: Pair arrested for littering, obstructing law enforcement

A 34 year-old man and 49 year-old woman, both homeless, were arrested Friday morning at about 10 a.m. in the 3200 block of Market Street on multiple misdemeanor offenses, a Carson City Sheriff's deputy reported, including littering and obstruction.

According to the arrest report, Sheriff's deputies responded to a Market Street location on report of subjects sleeping in a vehicle parked in a parking lot. An employee of the business on the property had called earlier in the week regarding two subjects she had observed to be camping in the parking lot.

Law enforcement met with the employee Friday morning. She told deputies that a man and woman appeared to be living out of their car for several days. Security records verified that the vehicle had been parked in the parking for four of the last five days, report said.

The employee stated that whenever anyone from the business would walk toward or around the vehicle, it would move to another spot in the parking lot.

She also observed both subjects in the parking lot getting dressed. In addition, they were seen entering the family restroom at the back of the business at all hours, the report said.

Windows of the vehicle were observed by the employee to be covered with newspaper or some sort of blanket or towel, she reported.

Deputies then identified and approached the suspect vehicle parked in the parking lot. A female was observed in the driver's seat and a male was in the passenger seat. Garbage, including used female hygiene products, was observed around both sides of the vehicle, the report said.

Contact was first made with the male passenger, who regarded the garbage on the ground and said, "I was going to pick that stuff up."

The female in the driver's seat was observed to be surrounded by newspapers on the floor, boards of the vehicle and towels. The back of the vehicle appeared full of clothing, food, camping and household items. Several blankets were seen, along with pillows and toiletry items in the back seat, the report said.

When asked if they were living out of the car, they both denied it. The female stated she dropped the male off to do his taxes and took her daughter to work. She then changed her story to say she was waiting for the male to do his taxes. She reported that she lived with her daughter in Dayton.

The male subject reported a residence in Carson City, and said he was just hanging out with the female subject before she went to work. He did not say anything about doing taxes.

Both individuals, upon identified, were run through Carson City Dispatch for wants and warrants. The records check confirmed the male subject was a registered ex-felon and had an active case with the Carson City Department of Alternative Sentencing (DAS), which attached search and seizure conditions for drugs or alcohol, the report said.

The male subject was searched for drugs and paraphernalia. As an ex-felon, he was required to register with the Sheriff's Office. Although the male subject said he lived in Carson City, records showed his last known address was in Dayton. The store witness also reported seeing him and the female living out of the vehicle for several days, the report said.

The male changed his story to deputies, stating he actually lived at an address in Reno. Dispatch called contacted Reno authorities and requested confirmation that the suspect lived at the address given.

Dispatch later relayed to deputies that the suspect does not reside at the Reno address, which had been vacant for five months, the report said.

The female subject's daughter was contacted to confirm the woman's claim that she lived with her daughter. The daughter reported that she lives at the Dayton address with her husband and two children.

The daughter also stated that her mother had been homeless for about a year and was living in her vehicle, the report said. She said her mother's boyfriend, the male subject, was not welcome in her home.

The daughter confirmed neither subject lived in her home, the report said.

The female subject changed her story to deputies multiple before her daughter was contacted. She finally admitted to officers that she lived in her vehicle, the report said.

She told deputies that the male lived with her in vehicle and that she did not want to get him in trouble for failing to register. She repeated that multiple times to officers.

Both subjects were found to be lying to law enforcement about their living situation, the report said, and were charged with obstruction upon being transported to and booked into the Carson City Jail.

The male incurred the following additional misdemeanor charges: ex-felon failing to register, illegal overnight parking, littering and DAS violation. Bail: $4,518.

The female incurred the following additional misdemeanor charges: Illegal overnight parking and littering. Bail: $1,276.
