Carson City arrests: Man accused of stealing vehicle, taking daughter without having custody
A 40-year-old man as arrested Wednesday for suspicion of possessing stolen property and removal of a child from person with custody, both felony offenses, according to a Carson City Sheriff's Office booking report.
Lee Edward Sinkey was taken into custody at a residence at 12:57 p.m. in the 900 block of Roop Street.
According to the booking report, deputies were dispatched for a possible stolen vehicle and kidnapped child. Dispatch advised that Merced County authorities traced a cell phone in regard to a stolen vehicle from their county and it was at the Roop Street location.
Officers arrived and located the vehicle and ran the plates, which dispatch confirmed it was a stolen vehicle. Another deputy went to the residence and attempted to make contact with the occupants. Deputies knocked on the door and received no answer, the report states.
A deputy at the back of the residence observed movement inside and a child matching the description of the child listed as kidnapped looking from a sliding glass door. At around that time, the residents of the apartment opened the door. Deputies asked if Lee Sinkey was inside the residence. The occupants stated he was.
Lee Sinkey exited the residence and was detained. He was read his Miranda warning and he stated he understood his rights and wished to speak. Officers learned the man took his 9-year-old daughter from Merced and drove her to Nevada because he said he had more of a support system in Nevada, according to the report.
He stated he did not have a custody agreement with the mother and did not have consent to take the child to Nevada. The child was entered into the National Crime Information Center as kidnapped by a non-custodial parent in California, the report states.
The man admitted to taking the vehicle belonging to the mother into Nevada without her consent. CCSO deputies contacted Merced Police who advised they would be pursuing a warrant for Lee for kidnapping and grand theft auto. He was arrested by CCSO for felony suspicion of possession of stolen property and removal of child from person with custody. Total bail amount listed for both alleged offenses: $30,000.
In other arrests:
— A 32-year-old man was arrested Wednesday for suspicion of gross misdemeanor impersonating an officer and misdemeanor tampering with a vehicle, according to a Carson City Sheriff's Office booking report.
Deputies were dispatched at 8:58 p.m. to the 400 block of Lee Street in reference to a possible vehicle burglary. The suspect was described as tall, heavy set, wearing a Heavenly jacket.
The reporting party (RP) told officers he was walking to where his truck was parked and noticed a man walking near his vehicle. The RP said he watched the man shine a flashlight inside the windows of his vehicle. He yelled at the man to get away from the vehicle. The man began walking and the RP followed him. The man turned to the RP and told him "I'm a police officer. I'm allowed to go through your vehicle if it is parked on the roadway," the RP told deputies.
The RP called 911 and kept a visual of the suspect. The RP showed the deputy the rear driver's side window of his vehicle that was hanging open and stated that the clip was broken previously on the hinged window, however he had it closed with a cable tie.
A CCSO sergeant stopped and detained the suspect near the Carson City Senior Center, who matched the description. The suspect admitted to being in the area of the vehicle and stating he was a peace officer, the arrest report states.
He told the sergeant he was scared when confronted by the truck owner, so he stated he was an officer to keep himself safe, the report states. He also freely admitted that he was within his lawful grounds to "go through" a vehicle if it was parked on a roadway. He stated he never touched the vehicle and only used his flashlight to see inside the vehicle. He was arrested for suspicion of impersonating a peace officer and tampering with a motor vehicle. Bail: $3,137.
— A 62-year-old Carson City man was arrested Wednesday for suspicion of DUI and failure to yield from a private drive, both misdemeanor offenses.
According to the booking report, dispatch received a call from a reporting party (RP) complaining about a truck that cut him off, brake checked him and was driving recklessly. The RP advised he was willing to sign a citizen arrest complaint.
A CCSO sergeant located the suspect vehicle in the area and conducted a traffic stop. The sergeant spoke with the man and advised to deputies he may be under the influence of an alcoholic beverage.
A deputy spoke with the RP who stated he was driving southbound on South Carson Street, north of the Stewart Street roundabout. He stated the suspect pulled out of a gas station, failed to yield the right of way and cut him off. He said when he honked at the driver, the suspect driver "brake checked" him and continued on, driving recklessly.
A deputy could smell an odor of alcohol coming from the driver, and his eyes were blood shot and watery. He agreed to participate in standardized field sobriety tests and showed signs of impairment. He provided a preliminary breath test of .135 and was arrested for suspicion of DUI and the failure to yield offense. Bail: $1,224.
— A 29-year-old Fernley man was arrested Wednesday for suspicion of obstructing, interfering with an officer, a gross misdemeanor offense.
According to the booking report, the man was extremely intoxicated and had fallen in a parking lot. He refused to answer questions and was uncooperative and verbal with a deputy and Carson City Fire Department personnel who arrived on scene to check his medical condition. At one point the man grabbed the arm of a deputy, continued to be verbal and stating he was going to harm the deputy and medical personnel. He was cuffed and taken to the hospital.
While en route to the hospital he slipped his handcuffs. The hospital was advised of the situation. While being checked by medical staff the man attempted to grab at the doctor that was conducting the examination. He was re-handcuffed and as soon as he was medically cleared, he was taken to jail. He was booked for suspicion of obstructing, interfering with an officer with force, threat. Bail: $2,500.
— A 34-year-old Carson City man was arrested for two misdemeanor warrants, violation of bail conditions and a warrant out of Douglas County. Bail: $3,000 cash.
— A 41-year-old Utah woman, Melissa DeAnn Cordova, was arrested Wednesday for a felony failure to appear warrant. Bail: $10,000.
— A 36-year-old Carson City woman was arrested for a misdemeanor contempt of court warrant and for violation of probation. No bail hold in lieu of hearing due to the probation violation.
— A 36-year-old Carson City man was arrested Wednesday for suspicion of misdemeanor DUI, failure to yield and driving without a valid driver's license.
According to the arrest report, a deputy driving southbound on North Roop approached the intersection of East Washington and observed a vehicle that failed to yield at the stop sign and pulled out in front of the officer, causing him to slam on his brakes. The deputy conducted a traffic stop, in which the vehicle continued forward and did not immediately pull over. The officer activated his sirens several times, when the vehicle finally pulled over past the intersection of East Robinson and North Pratt.
The officer met with the driver who appeared extremely intoxicated. The officer could smell a strong odor of alcohol coming from his person. The officer asked for the man's license. The man stated he didn't have one. Dispatch confirmed he had an ID card and not a driver's license, the report states.
The man conducted field sobriety tests and showed signs of intoxication, and nearly fell over. An officer assisted him by holding him up. The man provided a partial breath sample of .399 and he was arrested for suspicion of DUI. Due to his high level of intoxication he was taken to the hospital for medical clearance. At jail he provided blood samples. Bail: $1,416.
