Carson City Supervisors to discuss new trail head grant application, radio station lease renewal and more
The next Carson City Board of Supervisors meeting will be held Thursday, Oct. 3 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center located at 851 E. William St.
On the agenda:
— Supervisors will discuss a federal lands grant application which, if awarded, will fund the completion of the Ash Canyon road and trail head project.
The grant application requests just over $7.36 million for the project, which includes a $410,000 local match from the city. While the application does not require a local match, proposals that do include matching funds are typically viewed favorably by the review committee, according to staff. Local funds would come from the Regional Transportation Fund ($150,000), the stormwater Drainage Fund ($200,000), and $60,000 from the Quality of Life Fund.
If completed, the project will reconstruct Ash Canyon Road between Winnie and the end of the paved section west of the Wellington subdivision. It will also improve stormwater facilities along Ash Canyon Road, improve multi-modal accessibility, and construct a trailhead parking lot with a vault toilet near the existing water tanks.
— A lease renewal with the KCMY radio station will be discussed, which operates on city owned property. The lease agreement was for a 10-year term, which expires Dec. 31, 2024. The Lessee has requested another 10-year term. Rent for the premises currently totals just over $5,200 per year.
— A fourth amendment to the Quill Water Treatment Plan Project will be discussed between the city and Lumos & Associates, for an additional $995,000. This brings the new total for the project to just under $2.6 million.
The project will rehabilitate and update infrastructure at the Quill Water Treatment Plant. Lumos completed the previous phases of the project for $1.6 million, and under the new contract amendment, would allow Lumos to perform construction support and engineer of record services during construction.
In addition, supervisors will discuss a contract with Construction Materials Engineers Inc. for the project in an amount not to exceed $350,000 which would provide construction administration, inspection and material testing services during construction of the project.
— Supervisors will discuss the purchase of four vehicles for city departments from Capitol Ford, Michael Hohl, and Skeeter Emergency Vehicles LLC. for a total just over $734,000. The purchases were planned for and are funded as part of the approved 2025 Capital Improvement Vehicle Replacement Program, according to staff.
— The Carson City Sheriff’s Office is requesting authorization to purchase 13 new Panasonic Toughbooks and related accessories and services for an amount just over $90,800.
— Supervisors will appoint two individuals to the Carson City Airport Authority board, one position to be filled by a manufacturer operating within three miles of the airport, and the other to be filled by a fixed base operator at the airport, both for four-year terms. Karl G. Hunter is seeking reappointment as the manufacturer member, and a new application was submitted by Michaela Flint for the field base operator position.
— Supervisors will also discuss a business impact statement concerning a proposed ordinance amending the Carson City Airport rules and regulations which would impose fees for secured airport access, set requirements for aircraft liability insurance, and revise provisions for through-the-fence airport access.
— Supervisors will discuss the first reading of ordnances amending land use, zoning and procedures related to Title 18 of the Carson City Municipal Code. The changes are related to governing land use and zoning in the city.
The second ordinance proposes amendments to development standards for land use and zoning districts.
