An officer responded to the location and observed a male subject seated in the passenger side seat.

So the officer proceeded to the passenger side of the vehicle and started knocking on the window. The man did not respond to instruction and appeared passed out, the arrest report states. The officer opened the door and started to shake the man. He opened his eyes and looked confused. He had red watery eyes and slurred speech and a very strong odor of alcohol. The keys to the vehicle were on his lap.

The deputy asked the man what happened. He said he was not sure and did not remember anything. The deputy told the man he was covered in vomit along with the front driver side seat and floor board of the vehicle. The front passenger side floor board was dry and clean.

While talking to the man, another deputy said that the motorcycle rider observed the man was in the driver’s seat traveling east on Edmonds. The motorcycle rider told the deputy he assisted the man out of the driver side seat and into the passenger seat. He said he did this so that he could move the man’s vehicle out of the middle of the roadway.

The officer asked the driver if he would voluntarily agree to perform standardized field sobriety tests. He agreed. As the man was getting up on to his feet he started to fall forward and could not keep his balance. The tests were stopped due to the driver’s extreme intoxicated state. The woman said she stopped in the road out of fear as the vehicle was coming at her. She said the man did not make any attempt to swerve around her. She said the vehicle tried to hit her and then just as it got a little past her, he stopped his vehicle and got out and threatened to hurt the woman and others.

When the officer asked the man why did he feel the need to stop and turn around and stop again, then get out of his vehicle and yell at the individuals on the side of the street, the man said he has only had two hours of sleep, that it never happened and the woman’s story is one-sided. He told the deputy the woman walked out in front of him to get in trouble. The officer asked the man if he tried to avoid hitting the female and he did not answer.
