Carson City sheriff's crime log: Stolen vehicle leads to four arrests

A 44-year man was arrested Monday for possession of a stolen vehicle and three others for drug and other offenses after deputies were dispatched to the 3200 block of Market Street for reports of theft, a Carson City sheriff’s deputy said.

Arrested was Leland Foreman, 44, of Redding, Calif., for suspicion of possession of a stolen vehicle, misdemeanor petit larceny, and possession of drug paraphernalia. Also taken into custody was Eric James Riordan, 32, also of Redding, for felony suspicion of possession of a controlled substance and misdemeanor possession of drug paraphernalia.

Two women with them, Kimberly Rosendale, 42, of Redding and Roxanne Crane, 51, of Anderson, Calif., were arrested for felony suspicion of possession of a controlled substance and other misdemeanor charges.

According to the arrest report, deputies were called to the area regarding a suspicious vehicle that was circling around the Walmart parking lot. Dispatch provided information that the occupants of the vehicle may have been involved in thefts at Walmart. Dispatch ran the plates of the vehicle, which returned stolen.

Deputies responded and located subjects in the vehicle and detained them. Deputies learned two of the suspects, Foreman and his wife, were possibly inside Walmart.

Deputies observed Foreman about to leave the store where he had paid for five items and had a shopping cart with 12 items, which meant some of those items were not paid. He was detained.

His wife, Kimberly Rosendale, was located at a nearby fast food restaurant and detained. Rosendale told deputies she was a heroin user and there was a loaded needle inside of a container located in the vehicle. The heroin and paraphernalia were found where she said it would be and she was arrested.

When deputies searched the 4-Runner vehicle they located a spoon with heroin inside of it in a black purse on the floorboard where Crane had been sitting. Also located was numerous needles next to the purse, the report states. A methamphetamine pipe was also located.

One of the occupants inside the cargo area of the vehicle, Eric James Riordan, was detained and during a pat down search, a glass pipe with methamphetamine inside. He was arrested for possession of meth and paraphernalia.

During a search of the Rosendale’s purse deputies located 15 items with price tags from Walmart. She admitted to stealing the items, which loss prevention valued at $167.67

Foreman was read his rights and said he bought the vehicle and the bill of sale was in the center console. A bill of sale was never located during the search of the vehicle, which was reported stolen through NCIC. Bail for Foreman: $11,489. Bail for Riordan: $3,637. Bail For Crane: $3,637 and bail for Rosendale: $3,989.

In other arrests:
— A 32-year-old Carson City man, Charles Donald Muscot, was arrested Monday, 12:34 p.m. in the 3600 block of Goni Road for felony and misdemeanor warrants.

According to the arrest report, sheriff’s deputies were dispatched to a casino in the 3600 block of Goni Road regarding the suspect who was at the casino. He was taken into custody on the gaming floor without incident.
The warrants were for a parole and probation priority 5 violation, failure to appear in court for a burglary charge, and a misdemeanor violation of suspended sentence. He’s being held without bail in lieu of a hearing.

— A 68-year-old Dayton woman was arrested Monday in the area of South Carson and Sonoma streets for misdemeanor suspicion of DUI, reckless driving, and disobeying a traffic control device.

According to the arrest report a deputy made a traffic stop after observing a vehicle nearly causing an accident after running red light and making a left turn. The vehicle drove for a short time with the left wheels on the southbound lanes as she was traveling norbound on South Carson Street.

The vehicle pulled over without any blinkers and came to a sudden halt. The driver immediately opened her door and she was ordered to close it. She was asked twice to close the door, which she eventually did. The deputy could smell a strong odor of alcohol on the woman’s person. Her eyes were watery and her speech slurred. She told the deputy she had two glasses of wine, then said she had three and admitted to being drunk and tipsy, the arrest report states.

She was asked to step out of the vehicle where she immediately lost her balance and nearly fell into the officer. The woman was asked if she was OK. She replied that she was old. She repeatedly needed assistance from the deputy to stop her from swaying and falling over, the arrest report states.

She agreed to standardized field sobriety tests and showed signs of impairment. She provided a preliminary breath test with a .143 result and was arrested. At jail she consented to a blood draw. Bail: $2,102.

— A 33-year-old Carson City man, Thomas Andrew Parker, was booked on a felony fugitive from justice warrant issued March 4. He was already in custody regarding unrelated criminal matters, the arrest report states. Bail: $10,000.

— A 24-year-old Gardnerville woman, Haley Douglas, was arrested Monday, 8:28 p.m. in the area of West Spear and North Curry for suspicion of possession of a controlled substance, a felony, and two counts possession of drug paraphernalia.

According to the arrest report, a deputy observed a vehicle turn east onto West Spear Street from North Curry Street. The deputy saw the vehicle pass posted signs that said “Do Not Enter, One Way.” The deputy made a traffic stop. The male driver of the vehicle was cited for a driving infraction and not having a valid license.

Two females were in the vehicle, including Douglas, who was the registered owner of the vehicle. Douglas told a deputy her vehicle had been stolen in Reno and located in Dayton. She stated that since the return of her vehicle she had not had an opportunity to clean it out and she was unsure if there were any drugs or drug paraphernalia in the vehicle.

The deputy requested a female deputy to respond to assist with a search of Douglas. She admitted to the officer that she had a pipe in her bra. She was asked what kind of pipe and she replied “meth pipe,” the arrest report states. She said she had smoked meth three days prior, the arrest report states.

The female deputy conducted a search of the woman where two glass pipes and two small plastic bags containing several more plastic baggies were found, including small sheets of foil and .2 grams of methamphetamine. She was arrested. Bail: $4,774.

CARSON CITY — In response to the ongoing Medicaid eligibility redetermination process that resumed in April 2023, Nevada Health Link is extending the Special Enrollment Period through November 30, 2024, for those who no longer qualify for Medicaid or Children’s Health Insurance Program (CHIP).
