Carson City sheriff’s log: Deputies make felony drug and misdemeanor DUI arrests

A 34-year-old Stagecoach woman was arrested Thursday in the 2000 block of East William Street on felony suspicion of possession of a controlled substance, gross misdemeanor possession of a dangerous drug without a prescription and possession of a controlled substance, a Carson City sheriff’s deputy said.

Michelle Bailey-Howell, 34, was arrested at 6:19 p.m. following a traffic stop in which the vehicle that she said she had recently purchased was discovered to have methamphetamine, prescription pills and drug paraphernalia inside. A 33-year-old Reno man with her was also arrested on misdemeanor charges including possession of drug paraphernalia, driving with expired license plates and not having proof of insurance.

According to the arrest report, a deputy conducted a traffic stop on a white Subaru near the intersection of Highway 50 East and Gold Dust Way. The deputy made a stop to conduct a registration check on the vehicle because its license plate had expired.

The deputy observed two occupants inside the vehicle who were identified as Bailey-Howell and the 33-year-old Reno man, who was the driver of the vehicle.

The deputy asked the driver for his license, vehicle registration and vehicle insurance. The deputy asked the passenger, Bailey-Howell, for her identification. She stated she had just purchased the vehicle and did not have an opportunity to register it in her name, according to the arrest report. The deputy contacted dispatch and conducted a wants and warrant check. The deputy also requested a second unit because neither the man or Bailey-Howell were the registered owner of the vehicle.

A search of the vehicle was conducted after the man gave verbal consent. Located during the search were items common used in the use and consumption of controlled substances. Several pieces of foil with burn residue, hypodermic devices, a glass pipe with residue, prescription medications and a digital scale with residue. A deputy field tested a plastic bag with crystal residue and the result was positive for methamphetamine. The items were photographed and turned into evidence, the arrest report states.

The two were arrested. Bailey-Howell was charged with felony suspicion of possession of a controlled substance and gross misdemeanor possession of dangerous drugs without a prescription and misdemeanor possession of drug paraphernalia. Bail: $6,000. The 33-year-old Reno man was arrested on suspicion of possession of drug paraphernalia, driving without valid proof of insurance and expired registration, all misdemeanors. Bail: $1,989.

— A 40-year-old Carson City man, Josh Leon Lee, was arrested Thursday, 7:56 p.m. in the 1800 block of North Carson Street on felony suspicion of possession of a controlled substance and misdemeanor two warrant counts of violation of a suspended sentence and possession of drug paraphernalia. According to the arrest report, deputies were called to the area for a possible drug deal that was taking place. Officers made contact with the suspect who had two warrants for his arrest out of Carson City Justice Court. He was taken into custody. Bail: $9,637.

— A 65-year-old Carson City man was arrested Thursday, 4:09 p.m. in the 1800 block of North Carson Street on misdemeanor charges of DUI drugs, and obstructing an officer, a Carson City sheriff’s deputy said. According to the arrest report, deputies were called to the area for a report of a vehicle crash involving a minivan and a motorcycle.

Deputies went up to minivan driver, who would not answer questions and revved his engine, appearing as though he was attempting to drive away. In the process he also placed a lit cigarette in his mouth. The deputy twice ordered the man to turn off the vehicle and open his driver’s side window. The man switched the ignition off and then swallowed the lit cigarette in his mouth, the arrest report states. The deputy asked the man to exit the vehicle. The deputy observed the man was wearing one shoe on his left foot and there wasn’t a sock or shoe on his right foot.

The deputy asked the man if he had any identification on him and the man did not answer. The man then balled up his fists. The deputy grabbed his right forewarm and attempted to place the man in handcuffs. The man pulled away from the deputy and it took several deputies to place handcuffs on him, the arrest report states.

The deputy asked the man if he had consumed any alcohol or dangerous drugs prior to driving. The man said he had not. The officer asked if he had any medical conditions which may be a factor in the vehicle crash. The man replied no. The officer observed the man was unable to focus on the conversation the officers were having, staring out into the distance and appeared in deep thought, the arrest report states.

The officer asked the man if took any type of medication and the man replied “muscle relaxers.” The officer asked the man if he would participate in a series of standardized field sobriety tests. The man refused to participate, saying he would not do any tests. He was arrested on suspicion of driving under the influence.

Deputies read him a request for voluntary evidence and asked if he would provide a breath or blood sample for testing. The man replied, “whatever take my blood.” The officer asked if he would provide a sample of blood for the investigation and the man replied “yes, yes do what you need to do,” the arrest report states. He was charged with suspicion of driving under the influence of drugs and obstructing an officer. Bail: $1,549.

— A 19-year-old Carson City man was arrested Thursday, 8:06 p.m. in the area of East Long and Russell Way on a misdemeanor charge, violation of a suspended sentence. According to the arrest report, deputies were called were looking for a person leave the area after a fight call and made a traffic stop based on a vehicle license plate number provided. Deputies made a traffic stop and spoke with the man.

Deputies could smell an odor of marijuana coming from the vehicle. The officer asked if he had any marijuana in the vehicle. The man initially stated there wasn’t and then admitted to having marijuana in the center console of the vehicle. The deputy recovered the marijuana and a glass pipe. The officer had intended to give the man a citation. Department of Alternative Sentencing advised they wanted the man arrested for violation of conditions. Bail: $1,000.

— A 27-year-old Reno woman was arrested Friday, 2:14 a.m. in the 2200 block of North Carson Street on misdemeanor charges of DUI, basic speeding and no proof of insurance. According to the arrest report, deputies made a traffic stop on the suspect who was traveling 40 mph in a 25 mph speed zone. The woman showed signs of being intoxicated and had an expired insurance card.

The woman said she had a shot and a mixed drink of alcohol. She agreed to standardized field sobriety tests where her results were unsatisfactory, the arrest report states. She blew a .81 in a preliminary breath test, and .063 and .063 in evidentiary breath tests at jail. Bail: $1,986.

A large fire has been reported and spotted on the wildland fire cameras in Lyon County as of Friday afternoon.
