Advisory committee sends Nugget Project plans to Board of Supervisors
The Carson Nugget Development Advisory Committee voted Monday night to forward the still-changing plans for the Carson City Center/Nugget Project to the Board of Supervisors.
The committee heard a presentation from P3 Development about the feasibility plan they said showed that the project was viable.
There was some confusion among committee members about what their role was. City Manager Larry Werner was asking the committee to forward the plan to the board so they could work on it, and bring it back to the committee before final approval. Werner also said that the committee vote wasn't to approve the plan, but to move the process along.

One of the big issues to come up was parking. Committee member Court Cardinal, who is vice president and general manager of Casino Fandango, pointed out that his casino and hotel are roughly the same size, but that their much larger parking garage is full many times. Cardinal said that the planned 360-space parking garage for the Nugget Project wouldn't be big enough.
Former city economic development director Rob Joiner said during public comment that the formula being used to determine parking spaces was designed for remodeling existing structures, not new construction, and would not be enough for this project.
Some committee members also questioned the placement of the parking garage, and that it benefited the Nugget casino and its planned hotel, and not the rest of the project.
P3 president Mike Courtney said that they are considering moving the hotel to the west side of Carson Street across from the Nugget, where the Arlington Square ice rink is currently setting up. He said that of the hotel companies they contacted, that this site was far more attractive. No word on where they would locate parking for this hotel if that is in fact where they put it.
There were also many questions asked about the details of the land lease deal between the city, P3 Development and the Hop and Mae Adams Foundation, that would own the land, and about obtaining the federal funding needed to close the gap in the funding of the project.
Werner said that the city would not move forward with the project unless they had the money in hand, and may need to downsize the public portion of the project if federal money does not materialize.
