Carson City deputies make felony arrests for domestic battery, drugs

A 46-year-old Carson City man was arrested Sunday for felony suspicion of domestic battery with strangulation, a Carson City sheriff’s deputy said.

Raymond Ocha was taken into custody at a Clear Creek Road address at 9:28 a.m. The man allegedly choked the victim to the point where the victim could not breath. Dispatch ran a criminal check of the man, who was convicted of domestic battery in 2015.

When deputies arrested him Sunday, he smelled strongly of alcohol, was upset he was being placed under arrest for domestic battery and said he did not want to take domestic battery classes again, the arrest report states. Bail: $20,000.

— A 54-year-old Reno man, Enele A Tuamoheloa, was arrested early Sunday, 1:40 a.m. in the area of Highway 50 and Golf Club Drive for felony suspicion of domestic battery with substantial bodily harm, a Carson City sheriff’s deputy said.

According to the arrest report, deputies were called to the area of a casino in the 3800 block of South Carson Street for a report of a woman calling for help inside a white panel van that was last seen traveling south on Carson Street.

A sheriff’s sergeant advised he had located and conducted a traffic stop on the vehicle at Highway 50 West and Golf Club Drive. The sergeant requested additional backup to the location.

The driver was identified as Tuamoheloa and detained. Also sitting in the right front passenger seat was a woman. It was learned the two were in a verbal argument inside the van when the man hit the woman in the face, causing one her front teeth to chip, the arrest report states. She sustained injuries to her face and one of her front teeth, consistent with her story of being struck in the face with a significant amount of force, the report states.

The suspect was read his Miranda rights and agreed to speak. He said he and the woman were arguing and he wanted her to leave his van. He said she refused to get out of his van and that she tried to punch him. He told deputies he successfully dodged the punch and in return kicked her in the face with his right foot. Deputies observed the man to be wearing brown construction boots.

After speaking with both, Carson City dispatch confirmed the woman had a valid domestic violence protection order against her by the suspect out of Washington state. He was arrested for domestic battery with substantial bodily harm. Bail: $15,000. The woman refused medical treatment. She was arrested for misdemeanor violation of a temporary protection order. Bail: $3,137.

— A 65-year-old Carson City woman, Jeanne Marie Restiani-Roby, was arrested Sunday, 11:22 a.m. in the 500 block of East William Street for suspicion of felony burglary. According to the arrest report, a deputy met with loss prevention regarding a larceny at a grocery store.

Loss prevention advised the woman was seen entering the store and then got into a motorized cart. From the front door of the store the woman drove the cart up to the self checkout area and removed several plastic shopping bags. The woman drove the motorized car around the store and placed several items into the bags, the arrest report states.

She then drove the cart past all points of pay and out the front doors of the store. She was stopped by store security. The total amount value of the items taken was $128, the arrest report states. She was arrested for suspicion of felony burglary. Bail: $20,000.

— A 58-year-old Carson City man, Claude Randal Withrow, was arrested Saturday, 1:33 p.m. in the 700 block of Fleischmann Way for felony suspicion of possession of a controlled substance, a Carson City sheriff’s deputy said.

According to the arrest report, the intoxicated man was in Treadway Park smoking marijuana from an empty Natural Ice beer crushed in the center. The man was advised he could not smoke marijuana in public. He provided a preliminary breath test of .266. On his person officers found a baggie of marijuana and two Alprazolam pills. Bail: $2,500.

— A 45-year-old Fernley man, Scott Robert Shields, was arrested Saturday, 9:08 p.m. in the 4000 block of South Curry Street. The man made calls to deputies that were unsubstantiated, telling dispatch that his two children were stabbed to death.

He gave a deputy the man’s cell phone to call his mother. She said that his children were adults in their 20s and they are safe. She said her son “falls off the wagon sometimes,” according to the arrest report.

The man’s story was determined to be completely baseless and false. The call caused a response to call by 2 deputies and a sergeant to investigate, the arrest report states.

While talking with the man, the on-duty sergeant saw a meth pipe in plain view inside the man’s vehicle. Deputies located a clear plastic bag with 1.5 grams of methamphetamine. He was arrested for possession of a controlled substance, misuse of 911 and possession of drug paraphernalia. Bail: $6,137.

— A 24-year-old transient, Julius Rafael Lugo, was arrested Sunday, 10:55 p.m in the area of Highway 50 and Brown Street for felony possession of a controlled substance, a misdemeanor warrant out of Sparks and riding a bicycle at night without a required lamp. He was stopped on his bicycle for not having any lamps or reflectors.

The deputy ran his name with dispatch and learned of a confirmed warrant out of Sparks Municipal Court. He was arrested for the warrant. During search, the man told the deputy he was a “drug addict” and would find something he wasn’t supposed to have, the arrest report states. The officer located a baggie of methamphetamine. Bail: $2,915.

— An 18-year-old Carson City woman was arrested Sunday, 8:46 p.m. in the 300 block of Carson Meadows for misdemeanor suspicion of DUI, driving without a valid license and minor consuming alcohol.

According to the arrest report, deputies were called to the 1500 block of Telegraph Street where there was an abandoned BMW with two flat tires and deployed airbags. Deputies interviewed several individuals and made contact with the suspect who had red, watery eyes, and slurred speech.

The woman told deputies that she and her friends were drinking at Mills Park and she had consumed a Four Loco alcoholic beverage. She left the park in her mother’s BMW. She said she saw here brother at an intersection on Robinson and Saliman, sped up to catch him and wrecked her mom’s car on Telegraph Street.

She left the car and walked to 300 South Carson Meadows where her apartment was, the arrest report states. She participated in field sobriety tests and failed the tests. She provided a preliminary breath test with a .205, the arrest report states. Bail: $1,571.

— A 47-year-old Carson City woman was arrested Saturday, 8:38 a.m. in the 400 block of Lee Street for misdemeanor disorderly conduct and four counts destruction of property/vandalism after eggs had been thrown on several vehicles, a Carson City sheriff’s deputy said.

According to the arrest report, deputies were called at around 8 a.m. Saturday to Lee Street in reference to a report of vandalism. He met with the reporting party who advised that at around 2 a.m. deputies were called to a dispute between him and the woman. Deputies advised both people to separate and return to their respective homes. Both complied.

At around 5:45 a.m. the victim came out of his home to see that eggs had been thrown at two of his vehicles parked in the parking lot. A deputy was able to located two other tenants who filed a complaint about their vehicles being “egged,” the arrest report states. The reporting party told officers he suspected the woman doing the damage to the vehicles.

The investigating deputy began to search for evidence. He located several beer bottles, broken glass, numerous broken eggs with blood on the shells and a whole roasted chicken on the windshield of the reporting party’s vehicle.

The deputy also located a broken plate near the vehicles. Continuing the investigation, the deputy found blood drops and a t-shirt soaked in blood in the parking lot. He followed the blood trails to the woman’s second floor apartment.

Another tenant identified the broken plate that was used in damaging the vehicle belonging to the victim. The witness advised they had invited the suspect to their apartment when the woman brought some food in the similar plate found on scene. The deputy was able to locate other vehicle vandalism victims.

The deputy made contact with the suspect and read her Miranda rights. She agreed to speak and was holding a towel over here right small finger that was bleeding.

She initially denied any knowledge or involvement but later, after the deputy confronted her with the evidence, admitted to being mad at her neighbors and conducted herself in that matter. She provided a preliminary breath test of .160. She was arrested for four counts of destruction of property and one count of disorderly conduct.

Due to her injury and level of intoxication she was taken to the hospital where she received several stitches for the self-inflicted wound. She was later taken to jail and booked. Bail: $2,790.
