Gibbons to defend prison closing
Gov. Jim Gibbons will defend his plan to close Nevada State Prison in Carson City at a Board of Prisons meeting tomorrow afternoon, saying that they do not expect to lay off any employees.
The governor's office has provided the following talking points to defend Gibbons' decision to close NSP, which were made available to Carson Now:
Nevada State Prison in Carson City has approximately 310 full-time employees (all classifications). Of those employees, only 40 percent actually reside in Carson City. The breakdown by percentage is:
Carson City - 40% (approximately 124 employees)
Dayton - 21%
Reno/Sparks - 17%
Minden/Gardnerville - 12%
Silver Springs/Stagecoach - 6%
Other * - 4%
* Other includes Fallon, Fernley, Virginia City, Wellington, Mound House, S. Lake Tahoe, and Washoe Valley.
At the present time, 3 units at NSP have already been shuttered and prisoners have been transferred to other facilities in Nevada. This has been accomplished with NO layoffs, and some voluntary transfers. No employee has been required to transfer, and we anticipate we will not require any transfers in phasing out NSP. To clarify, NSP will not house any prisoners, but other functions such as the license plate plant, print shop, etc. will remain open indefinitely.
The remaining 10 prisoner units at NSP will be phased out over the next 6 months and, again, we do not expect any layoffs. With the prison system having to implement furloughs, additional staffing will be needed at other local facilities. We expect that through retirements and transfers to Warm Springs Conservation Camp and Northern Nevada Correction Center (NNCC) in Carson City, all remaining NSP employees will be absorbed into the current system. Warm Springs Conservation Camp is the newer facility south of NSP off Fairview (north of the armory) that we referenced in the telephone call this morning. That minimum security facility will remain open. NNCC is the medium security facility at Snyder and South Edmonds with the cogen plant.
Please be assured that the maximum security prisoners at NSP are being transferred out of the Carson City area to other maximum security facilities in Nevada.
