According to the report, deputies on the Special Enforcement Team were dispatched to an apartment complex for an initial report of a suicidal person with a woman and child inside the residence.
Deputies approached the residence when a man, the 20-year-old, exited the apartment. Deputies told the man to walk toward them, but then quickly learned he was not the suicidal subject in question. The man refused to come to deputies and became verbally argumentative, the report states.

Deputies told him to stop running, but he refused, and continued toward the stairwell. He then fell at the stairwell, got back up, and started down the stairs. A sergeant was at the bottom of the stairs with his taser drawn and ordered the man to stop, the report states.
