CARSON CITY - Gov. Brian Sandoval isn't giving up many details as he finalizes his 2013-15 spending plan ahead of his State of the State address on Wednesday. But Nevada's bleak revenue picture suggests that it will likely be a mostly status quo budget with little in the way of new spending.

Sandoval said last week he continues to tweak his address, which will focus largely on both public K-12 schools and higher education, the two components that make up 55 percent of the current two-year, $6.2 billion budget.

Computer experts are warning personal computer users to disable Oracle's Java program, which is run by 1.1 billion desktops, according to the company.

The program has serious flaws that hackers are using to invade computers around the world, says Adam Wosotowsky, an expert at McAfee antivirus.

"It could end up with a lot of people with permanent infections," he said.

Here is the Carson City area road maintenance report for the week of Jan. 14-20. There will be work on Snyder Avenue between Bigelow Drive and Center Drive due to utility relocation related to the next phase of the Carson City Freeway. Most of the work will be on the shoulder, but there may be minor delays at times.

On Wednesday, Jan. 16, from 5:30 p.m. to 8:30 p.m., the following roads will be closed due to a special event.
— Fifth Street between Carson Street and Stewart Street
— Plaza Street between Fifth Street and Sixth Street

The 'Fedora Bandit' who robbed banks in Carson City and South Lake Tahoe among several others, pled guilty Friday to three counts of armed bank robbery, United States Attorney Benjamin B. Wagner announced.

David Griffith Osborne, 74, formerly of Carson City, made pleas to three counts of armed bank robbery, United States Attorney Benjamin B. Wagner said. Osborne admitted he had robbed Bank of the West on 2976 North Carson Street, in Carson City. He also admitted to the Feb. 18, 2010 robbery at the Bank of the West, 2160 Lake Tahoe Blvd., South Lake Tahoe and the March 9, 2010 robbery at Bank of the West in Kings Beach and a March 31, 2010 robbery in Grass Valley.

CARSON CITY — Nevada’s hard fall from its peak seems to be over. The ugly years of shuttered businesses, massive layoffs and relentless cuts in education and government services are, for the most part, past.

But if this is the tenor of the state’s recovery, it will be a long and slow slog toward economic health, an improved education system and a government that doesn’t struggle to take care of the state’s neediest.
