Carson City arrests: Woman jailed for suspected child abuse, 8-year-old 'surrounded' with drugs
A 34-year-old Dayton woman was arrested Saturday by the Carson City Sheriff's Office Special Enforcement Team for suspicion of child abuse causing substantial bodily harm, burglary, grand larceny, possession of meth and heroin and other charges.
Ashley Dawn Rumble was taken into custody in the area of Otha and College Parkway after deputies learned there was a theft in progress at Home Depot, involving an adult female and a minor.
A traffic stop was made, in which the woman denied there were drugs in the vehicle, which was occupied by an 8-year-old male relative. A drug detection canine did an exterior sniff of the vehicle and alerted positive to a drug odor, the arrest report states.
Deputies located several items related to methamphetamine, heroin, marijuana and paraphernalia in the vehicle and in the passenger area. These items included hypodermic needles, syringes loaded with suspected drugs, a methamphetamine pipe and a methamphetamine water pipe with fluid in a soda bottle. These items were located to the immediate right, left and in front of the 8-year-old.
The child was literally surrounded with drugs and paraphernalia, the arrest report states, as there was no apparent effort to conceal or restrict the child's access to the items. Furthermore, the report states, the methamphetamine water pipe was in a Pepsi soda bottle in a cup holder next to him, which could be enticing to an 8-year-old, the arrest report states.
Also located were 35 items stolen from Home Depot valued at $1,029. Among them were home electronics, such as two Google Nesthubs, a Ring Chime Pro, a Roku Premier and several DeWalt power tools.
Based on what was found, deputies began to interview the woman and read her Miranda warning, which she stated she understood. She stated she stole the items as she was on "hard times" and was going to sell them for cash. She stated she had intended to sell items to a drug dealer. She admitted to using methamphetamine and heroin as recently as that morning.
Officers made contact with the child's parents and explained the circumstances and the concern that the child was potentially exposed to the drugs or paraphernalia which surrounded him in the vehicle. The parents agreed to allow their child to be drug tested and signed a medical records release.
Rumble also faces charges of possession of drug paraphernalia, engaging in organized retail theft, driving with an an obstructed plate and a stop sign violation. Bail: $40,000.
In other arrests:
—A 31-year-old Carson City woman was arrested Sunday in the 1300 block of North Carson Street for suspicion of misdemeanor domestic battery, a Carson City sheriff's deputy report states.
According to the arrest report, deputies were dispatched to a report of a domestic battery. Deputies arrived and met with the reporting party who said she and her boyfriend were arguing and that she hit him with a stick.
Deputies spoke with the suspect who showed the officer the stick, which was around 4 feet long, 3/4-quarter to one inch in width. Deputies spoke with the victim, and observed a red mark on his forearm. The suspect was arrested for suspicion of domestic battery. Bail: $3,137.
— A 54-year-old Carson City woman was arrested Sunday for misdemeanor warrants for contempt of court and violation of a suspended sentence, possession of drug paraphernalia and trespassing. Bail: $2,729.
— A 27-year-old transient was arrested Sunday, 9:14 a.m. for misdemeanor suspicion of misuse of 911 emergency services. According to the arrest report, the man had made 5 calls to emergency 911 dispatch and did not have an emergency. Bail: $2,637.
— A 37-year-old Carson City woman was arrested Saturday, 1:43 p.m. for misdemeanor parole and probation violation. She was held without bail in lieu of a hearing.
