— A 32-year-old Carson City man was arrested in the area of E. Winnie Lane and Lone Mountain Drive for failure to maintain a travel lane, possession of a controlled substance and possession of drug paraphernalia.
According to the report, Marvin Monroe Higday II was arrested after a deputy with the patrol division observed a vehicle turn North onto Roop Street from E. Long and pull into the opposite, southbound lanes of travel.
Deputies stopped the vehicle and made contact with the driver, identified as Higday. He was shaky, was “sweating from his head” and appeared overall nervous.
When deputies spoke to him about the traffic stop, Higday said he may have been on his phone, causing him to drive into the wrong lanes. When deputies asked if he had ever been in trouble, he said he had been arrested in the past for drug related charges, according to the report.
Deputy K-9 Ben was dispatched to the scene and conducted an open-air sniff of the vehicle. Ben alerted deputies to drug odor near the rear passenger door and the driver’s side door.
Inside deputies located a glass pipe and a clear crystalline substance. Higday told deputies it was a pipe and “some meth.”
