Carson City deputies arrest man on weapon and drug charges after shooting near hikers

A 26-year-old man was arrested Saturday on felony drug and firearm charges after he allegedly fired several rounds from a handgun near hiking trails, according to the Carson City Sheriff's Office.

Jesse Jonathan Sillis-Teran, 26, of Carson City is being held on $27,911 bail. According to the arrest report, officers were dispatched to the area of Silver Saddle Road and Carson River Road for a report of shots fired in the area.

A witness reported to Carson City dispatch that at around 9:50 a.m. he and his wife were hiking when he heard around 15 shots coming from people shooting on the east side of the river and that he saw three men shooting near a vehicle.

Officers arrived to the area and observed about 10 hikers who were using trails on the east and west sides of the river as well as several vehicles traveling to homes in the area.

Officers located the suspect vehicle and observed Sillas-Teran reaching into the window of the vehicle. He then turned away from the officer and began to walk away from him, according to the arrest report.

There were approximately 10 shell casings on the ground near the vehicle. The officer caught up with Sillis-Teran and two other men who were hiding about 300 feet north of where the vehicle was parked. He spoke with two other men who admitted to having a handgun with them but denied firing the weapon, the arrest report states.

Officers noticed the shell casings were from a .380 ACP handgun. The shells were collected, photographed and booked into evidence. Officers found about 3 grams of marijuana in the glove box, a marijuana pipe with reside and two roaches in the center console cup holder, the arrest report states.

There was also a baggie with a trace amount of methamphetamine in the truck and a "tooter" straw. Also discovered was a leather pouch near the driver seat that contained several drug-related items, with trace amounts of methamphetamine on them.

Also in the inventory was a .380 ACP semi-automatic handgun, hidden in a child safety seat in the rear seat area of the car. The chamber was empty but the magazine had rounds in it, according to the arrest report. The barrel had residue on the end of it and appeared to be fired recently.

Sillis-Teran was arrested on the following charges: Being an ex-felon in possession of a firearm, possession of a controlled substance, both felonies and gross misdemeanor discharging a fire endangering others. He also faces a misdemeanor charges of discharging a firearm in a prohibited area, possession of drug paraphernalia and possession of marijuana.

In other felony-related arrests:

— A 36-year-old Carson City woman, Stephanie Lynn Collins, was arrested Sunday, 4:58 p.m. on a felony drug charge and several lesser charges including obstructing an officer with violence and causing damage to a patrol vehicle.

According to the arrest report, a deputy attempted to stop a woman at who was walking with an open container of beer. The woman would not follow instructions to stop and threw the beer and cupcakes she was holding at the officer's vehicle.

The officer attempted to detain the woman, who yelled obscenities saying she was not going to be arrested. The officer called for backup because the woman kept fighting him, knocking his remote microphone from his uniform shirt. Another officer arrived and was able to get the woman in handcuffs after a struggle.

During a pat-down search of the woman officers found a knife in her left sweat pants pocket. The woman was evaluated for injuries following the struggle and then taken to jail.

In the woman's purse officers found a glass methamphetamine pipe with a trace amount of meth inside; 7 Prednisone 10mg tablets in a bottle without a prescription label; 5 Alprazolam, 2mg tablets in an unmarked cheetah-print container; a blue pill cutter with what appeared to be crushed pills inside.

The officer notified the Department of Alternative Sentencing about Collins being arrested and the contraband found. She was taken by jail staff to a safety cell. While in transport the woman kicked the rear seat with enough force to cause all five anchor screws to come out of the rear deck. All evidence was collected and photographed. There was a witness to the altercation with officers, who provided a written statement.

Collins faces the following charges: felony possession of a controlled substance and gross misdemeanor possession of prescription drugs without a prescription. She was also arrested on the following misdemeanor charges: being an ex-felon failing to register, possession of drug paraphernalia, obstructing a peace officer with violence, damage to a police motor vehicle, open container in public, violation of a suspended sentence, violation of bail conditions. Bail: $12,255.

— A 30-year-old Yerington man was arrested Friday, 11:50 a.m. in the area of Stewart Street and Telegraph on a parole and probation violation.

Joshua Michael Roberts was being held without bail until a court hearing. According to the arrest report, officers responded to the area in reference to a possible fight. On arrival dispatch advised that a man wearing white shirt fled eastbound.

On arrival officers made a consent stop with Roberts, who stated he attempted to break up a fight between two unknown subjects. He had red watery eyes and smelled of alcoholic beverage and submitted to a preliminary breath test with results of .26. Probation advised that he be taken into custody on a felony violation of conditions.

Those arrested and facing charges are innocent unless proven guilty in a court of law.

On May 15th, 2024, shortly after midnight, deputies with the Lyon County Sheriff’s Office responded to a residence located on the 600 block of Angela Street in Fernley, Nev., reference a caller who reported that he had murdered his mother. The caller additionally provided that he barricaded himself inside the house, was armed with a rifle, and had planted pipe bombs at the residence.
