CARSON CITY — Reno artist Kate O’Hara need only to open her door and look to the mountains to find inspiration for her creations.

O’Hara’s exhibit, “Botanica Obscura,” can be seen for the next three weeks at the Nevada Arts Council’s Legislative eXhibition Series (LXS) inside the Nevada Legislative Building in Carson City. Throughout the 2019 Legislative session, the works of six Nevada artists is being featured. O’Hara is the second of the six artists and her display will remain in place through March 15.

Easter 2016: The Butchery of Carson Street

I should not have done it, but old habits, and common sense, die hard. Carson Street is the main drag through town, always was, always will be, for going between the north and south sides of town. Just look on the map. There are no through-street alternatives that run the length of town, from College Parkway to Clearview Drive; only fragments, most of which are residential.

Column: Social Security benefits for government retirees

A recent Tax Court case, McCarthy v. Commissioner, T.C. Memo 2015-50 is an illustration of how it is easy to be confused about retirement benefits and taxation of some Social Security benefits.

The taxpayers are a married couple. She was a retired nurse with state retirement benefits. He worked for wages that were subject to Social Security and Medicare taxes. He got Social Security benefits of $19,132 from his earnings history. They were both age 82 and lived in Ohio.

Column: Claiming home mortgage interest on home owned by others

We sometimes get the question, “Can I deduct the mortgage interest part of the home mortgage payments I paid even if I am not the owner?”

A new Tax Court Memo decision (Puentes, TC Memo 2014-224) tries to clarify the answer. The facts seem to be: L’s brother B bought a house in California in 2002 with a down payment and a mortgage loan secured by the property. B was the sole legal owner of the property. B paid all of the required mortgage payments until he lost his job. In 2010 L (and her father) lived in the house and paid the property taxes, insurance premiums and mortgage payments.

'Deathways of the Comstock Chinese' exhibit opens August 14 in Virginia City

The Comstock History Center in Virginia City, in partnership with the Comstock Cemetery Foundation, is pleased to announce the opening of a new museum exhibit entitled Deathways of the Comstock Chinese.

The exhibit, which highlights the death and burial practices of the Chinese, features artifacts, photographs, video and an accurately reproduced, life-sized Chinese gravesite. The free exhibit will open to the public on Thursday, August 14, 2014 at 11 a.m.

Column: Bad advice may excuse penalty for estate return filed late

The courts may abate or cancel certain penalties for “reasonable cause” but it is difficult to define “reasonable cause.”

In the Estate of John R.H. Thouron, the attorney gave bad advice and the Estate relied on that advice. The attorney said the death tax return, form 706 was due nine months after death and that was right.

Column: Minister Housing Allowances

Congress has special tax rules for ministers and clergy. Internal Revenue code section 107 provides “…gross income does not include, in the case of a minister of the gospel, the rental allowance paid to him as part of his compensation, to the extent used by him to rent or provide a home….”

That means a proper housing allowance is not subject to income taxes.

The requirements include: (a) the home or rental allowance must be provided as remuneration for services which are ordinarily the duties of a minister of the gospel

Campaign Launched Urging Congress To OK Internet Sales Tax Collections – Nevada Delegation Split

CARSON CITY – The National Retail Federation has launched a nationwide 60-day campaign to raise awareness among lawmakers and the public on how what it calls a loophole exempting online sales from sales tax is hurting local communities and job creation.

If Nevada’s five-member Congressional delegation is any indication, the group has its work cut out for it, with three members opposed and two supportive of the idea to allow states to tax online sales.

Survey Of State Lawmakers, Candidates Shows Support For Continued Government Transparency Efforts

CARSON CITY – Sixty state lawmakers and legislative candidates who responded to a survey on government transparency largely favor new laws requiring the Legislature to follow the Open Meeting Law and mandating expanded reporting of spending on legislators by lobbyists.

Column: ObamaCare's flawed wording

Reading over the coverage of the Supreme Court's oral arguments over the fate of ObamaCare, you might get the impression that the conservative-leaning court will strike this law down.

While those people on each side of the political divide will have their opinions about this, I, as a person whose profession is all about writing and words, am struck by how the future of this law seems hinged on the wording in the legislation.

The major argument against ObamaCare has to do with the requirement that everyone must buy health insurance, otherwise known as the individual mandate.
