Carson City Board of Supervisors to discuss $1.25 million settlement with child allegedly abused at camp

The Carson City Board of Supervisors will discuss a pair of lawsuit settlements at their meeting tomorrow beginning at 8:30 a.m. in the Sierra Room of the Community Center, at 851 E. William Street.

The agenda includes:

— A discussion and possible action regarding a proposed settlement agreement in the amount of $1,250,000, with $745,000 of that amount payable by Carson City’s insurer and the remaining amount of $505,000 payable by the City to Plaintiff Grace Doe on behalf of minor Jane Doe for certain state and federal claims arising from the alleged abuse sustained by the minor as a result of her participation and enrollment in the City’s Parks and Recreation Camp Carson Summer Camp, Wagoneers Group.

— The Board will also discuss a proposed settlement agreement in the amount of $58,137.50 to a Plaintiff in a matter involving a personal injury claim made against Carson City. The lawsuit claims that a minor was bitten by a police canine unit during a “Citizens’ Academy” sponsored by the Carson City Sheriff’s Office on March 22, 2017.

— A discussion and possible action will be taken on the naming of an open space property acquisition to be called Eagle’s View Open Space.

In 2018, Carson City purchased 206 acres located between Ash Canyon and Vicee Canyon from Gerland and Luann Hamm. The purchase was made possible from open space and trail advocacy, significant volunteer efforts, and a generous grant award in the amount of $250,000 from the Land and Water Conservation Fund. The LWCF prefers an official name be adopted prior to closing of the grant file this upcoming December. The Open Space Advisory Committee is recommending the property be named Eagle’s View Open Space.

— A discussion will be held and possible action could be taken regarding a grant in the amount of $143,227 from the Nevada Department of Wildlife (NDOW) Subgrant Award, which would require $47,742 from the City to match, to fund improvements to the Carson City Rifle and Pistol Range, and authorization for the Parks and Recreation Director to sign the sub grant award and all subsequent grant documents related to the project on behalf of the City.

This grant, if accepted, would provide a reimbursable grant from NDOW for improvements to the rifle range, according to the agenda. Improvements will include earthwork and drainage improvements to the shooting bays, removal of concrete target frames from the long range, as well as safety and compliance signage. The required cash match is budgeted and available from the City’s Capital Improvement Project.

— A Final Subdivision Map for the Sierra Skyways, Inc. condominium hangers has been submitted for review by the Supervisors, who may accept the final phase during the meeting. On Oct. 18, a Tentative Subdivision Map was submitted, which consists of 18 condominium hangar units and common area parcels. This is the first phase of the development.

— A second reading will be held on whether or not to adopt Bill No. 109, an ordinance changing the zoning from Tourist Commercial to tourist Commercial Planned Unit Development, and to approve a minute order granting tentative approval, for a Tentative Planned Unit Development proposing 227 RV lots for sale, located at 1400 Old Hot Springs Road.

— A discussion and possible action will take place regarding the adoption of Bill No. 110, an ordinance relating to recording fees and amending Title 2 of the Carson City Municipal Code to impose an additional $6.00 fee on recording certain documents with the Carson City Clerk-Recorder’s office with the proceeds, estimated to be $47,000 or more in fiscal year 2020, supporting the legal services for abused or neglected children.

This increase of fees was authorized but the Nevada Legislature in 2017.

More than 48 Carson High School Future Business Leaders of America students attended the state conference in Sparks, Nev. this past week. In total, 38 of those students earned 74 “Top-10” placements in 30 separate events. Additionally, three CHS FBLA students took state with first-place finishes and 15 of them qualified for the National Business Leadership Conference in Orlando, Fla. this coming June.

On Saturday, April 20, Carson City Community Gardeners and the UNR Extension Master Gardeners came together to get the Community Garden ready for the growing season. For two hours they removed weeds, spread mulch and prepped their garden beds for the season.

In collaboration with Chartwells, the Carson City School District foodservice partner, Culinary Arts students from Ms. Tammy Borreman’s class at Carson Middle School competed in a “Discovery Kitchen Cook Off.” Similar to a mini version of the Food Network’s Iron Chef, the timed cooking competition featured teams of three students who prepared succulent dishes for a judging panel.

Shoe Tree Brewing, with locations in Carson City and Minden, was recently awarded a Silver Award in the 2024 World Beer Cup, the most prestigious beer competition in the world.

Western Nevada College is presenting traditional commencement ceremonies for the Class of 2024 on May 20 in Carson City and May 23 in Fallon.
