Carson City sheriff’s SET arrest pair on multiple drug charges, child endangerment

A man and woman were arrested Saturday on multiple felony drug charges as well as child endangerment after officers found narcotics during a warrant arrest by the Carson City Sheriff’s Office Special Enforcement Team at a West Nye Lane apartment.

Angolece Rice, 27, was taken into custody 3:45 p.m. at 330 West Nye Lane for the following: Conspiracy to violate the Controlled Substance Act, possession of methamphetamine, heroin and prescription drugs without a prescription, probation violation, possession with intent to sell, having a child present during controlled substance use, gross misdemeanor child endangerment and misdemeanor possession of drug paraphernalia.

John Robert Staikoff, 27, was arrested at 5 p.m. at the address for the following: Three counts possession of a controlled substance, possession with intent to sell, conspiracy to violate the Controlled Substance Act, harboring a fugitive, having a child present during controlled substance use, gross misdemeanor child endangerment and misdemeanor possession of drug paraphernalia.

The bust happened as officers were attempting to serve a felony warrant to Rice. The couple’s six-year-old child was at home at the time.

Rice was placed into handcuffs, while deputies looked for other subjects in the home, including Staikoff, who was arrested and subsequently booked on the same drug charges, and for also harboring a fugitive.

As officers looked in a bedroom they observed multiple balloons and a small baggie filled with black substance believed to be heroin. Based on the items seen, deputies applied for a search warrant, which was approved.

Among the items found after the search warrant was served was a toolbox unsecured on the floor where the child could reach. It contained a bag of white pills, two digital scales, a box of Suboxone, 4 baggies of pills, baggies of methamphetamine, a bottle of pills, 9 spoons with heroin residue, 3 methamphetamine pipes, a collection of baggies and foil with residue, 3 tooter straws, and an IV Narcan kit. Among the pills located were a variety of benzodiazepine that are controlled substances and available only through prescription.

Inside a bedroom desk officers found a bag with brown cotton believed to contain heroin and a collection of balloons, a purse in the bedroom contained two jars of methamphetamine with spoon and residue. Under the bed in the bedroom was a loaded syringe believed to be heroin, according to the arrest report.

The woman told deputies she and her son were making balloon animals. She said the bag deputies discovered on the dresser next to the balloons was indeed heroin. She admitted that although she tries to keep drugs away from her son, she has become sloppy about it lately, the arrest report states.

Based on the variety of drugs, scales and baggies the woman had, deputies believed her to be selling narcotics. The woman then told deputies that she and Staikoff purchase the drugs from a supplier in Reno and then bring them to Carson City to re-sell them.

She stated drugs are much cheaper in Reno and that is why they buy there. She stated both she and Staikoff set up drug deals but that they have “runners” to deliver the drugs. She also told deputies that Staikoff handles the money and drugs, and they make approximately $200 a week selling drugs. She said they sell drugs to make rent and pay bills.

Bail for Angolece Rice: No bail hold due to priority 5 warrant from parole and probation. Bail for remaining charges, $56,544. Total bail amounted listed for for John Robert Staikoff: $103,637.

In other arrests:
— A 31-year-old Carson City man Umberto Garcia, was arrested Saturday, 8:25 a.m. in the 1900 block of H Street for a felony parole and probation warrant. He’s being held without bail in lieu of a hearing.

— A 31-year-old transient, Krystal Morningstar Blackowl, was arrested Saturday, 1 p.m. for suspicion of felony possession of a controlled substance, and misdemeanor possession of drug paraphernalia and a contempt of court warrant. During a search as she was arrested for the warrant a deputy located a methamphetamine pipe with a trace amount of methamphetamine in her left pants pocket. Bail: $3,887.

— A 26-year-old Carson City man, Carlos Robles, was arrested Saturday, 11:29 a.m. in the 1000 block of Jewell Avenue for a felony possession of controlled substance warrant and misdemeanor possession of drug paraphernalia warrant.

— A 31-year-old Carson City man was arrested Saturday, 11:15 a.m. in the 3200 block of Market Street for misdemeanor trespassing, disturbing the peace, violation of bail conditions and obstructing.

According to the arrest report, the man had his vehicle, a white truck with a camper shell, parked at the Walmart parking lot for weeks. Management said they had not been able to contact anyone inside the vehicle and wanted it towed.

A deputy knocked on the door of the camper shell of the truck, which did not have plates, and did not get a response. When the officer conducted a VIN check, the man came out of the vehicle. He was advised that Walmart management had requested the vehicle be towed. The man told officers the vehicle was not going to be towed. The man advised he would remove his on vehicle on his own time later.

The deputy explained they were there to tow the vehicle and if he had another way to tow it, they would allow it as long as he coordinated it at that time. The man became irate, advising he was not going to be towed and began to create a scene in the parking lot. He advised he had a right to be where he was and would not leave. He was asked to leave and he continued to refuse, interfering with the officer’s ability to do their job. Walmart requested he be trespassed from thee property and needed to leave the parking lot, the arrest report states.

He refused and remained standing and yelling. At that point he was taken into custody for disturbing the peace, trespassing and obstructing. The Department of Alternative Sentencing placed a $3,000 cash hold on the man for violation of bail conditions. Bail: $4,071.

— A 35-year-old Carson City man was arrested Saturday, 9:26 p.m. in the 1400 block of Heather Way for misdemeanor suspicion of domestic battery. According to the arrest report, the man allegedly hit the victim’s wrist, knocking a phone out of her hand to the ground and then stomping the phone, destroying it. The victim was asked if she was calling police at the time the incident occurred. The woman replied she was not. Bail: $3,137.

— A 46-year-old Carson City man was arrested Saturday, 11:31 p.m. at East William and North Saliman for a misdemeanor contempt of court warrant issued August 28, 2018 out of Carson City Justice Court. Bail: $1,000.

— A 73-year-old man was arrested for a misdemeanor failure to appear in court warrant for a traffic violation issued May 10, 2018. Bail: $215.

— A 20-year-old Dayton woman was arrested Sunday, 1:40 a.m. in the area of Fairview and Saliman for misdemeanor suspicion of domestic battery. The suspect got into a verbal argument with the victim and bit her on her right hand. The victim also said she was choked in the incident. Deputies did not see red marks on her throat. The suspect stated she was in a verbal argument with the victim, had pushed her and bit her hand. She denied choking the victim. She was arrested for suspicion of domestic battery. Bail: $3,137.

— A 32-year-old Fallon woman was arrested Sunday, 4 a.m. in the area of South Edmonds and Valley View Drive for misdemeanor suspicion of DUI. According to the arrest report a deputy made a traffic stop on the vehicle after observing it failing to maintain its lane three different times. The officer spoke with the woman. She stated her license was suspended and had been drinking a couple of beers, the arrest report states. She submitted to standardized field sobriety tests and showed signs of impairment. She provided a preliminary breath test with a result of .190. She was arrested for suspicion of DUI. At the detention center she provided BAC evidentiary tests of .148 and .142. Bail: $1,137.

— A 70-year-old man was arrested Sunday, 3:41 p.m. in the 500 block of North Carson Street for a gross misdemeanor warrant, unlawful taking of a motor vehicle. The warrant was issued Sept. 21, 2018 out of Carson City Justice Court. Bail: $2,500.

UPDATE: Due to increased fire weather conditions, NV Energy has upgraded a Public Safety Outage Management (PSOM) Watch to Warning status in Genoa, southwestern Carson City and Virginia City Highlands in northern Nevada for today, Nov. 13 and into tomorrow morning.
A PSOM warning means a de-energization is likely to prevent the possibility of sparking a wildfire.

NV Energy reports 2,636 customers without power Monday morning in Carson City. The outage was reported at 9:46 a.m. At this time there is not an estimated time of restoration. The cause is under investigation.

UPDATE 5PM: Fire crews will be mopping up the Callahan Fire overnight and into tomorrow. One primary residential structure was lost along with multiple outbuildings. UPDATE 12:55PM: The fire is estimated at approximately 100 acres; approximately 3,000 people have been impacted by evacuations. Rain is falling on the fire scene. Additional Strike Teams totaling 10-15 engines have begun arriving to assist on the fire, according to Eastern Sierra Fire and Ice, which tracks fires in the region.

Just before 11 a.m. on Monday, the Washoe County Alert system sent out an evacuation notice to residents in the Callahan Ranch area stating they should evacuate immediately.

The evacuation point is at South Valleys Library located at 15650A Wedge Pkwy, Reno.

Dayton Elementary students were treated Friday to a helicopter fly-in by the Nevada National Guard as part of the school's Veterans Day program.

A team from Nevada National Guard landed a helicopter on the soccer field after the school's Veterans Day assembly. Dayton Elementary is the only school in Lyon County that is a Purple Star School.

Veterans Day is Monday, Nov. 11 and is a federal holiday to honor all veterans who served in the United States Armed Forces. A number of events are planned in Carson City and surrounding counties.

Charle Abowd, a world renowned, award-winning chef and restaurateur but even more than that a philanthropist and community fixture for decades, died Saturday evening, according to longtime friends.

Abowd, 73, was a pioneer in farm to table dining, along with his wife Karen who co-owned Cafe at Adele's, he was a champion and supporter of music and the arts. He was a man who dedicated himself to lifting up others.
