Carson City jail inmate attempts escape through ceiling tiles following phone call, pepper balls deployed in ensuing standoff
A 24-year-old Texas man was arrested in the Carson City Jail for escape by a felony prisoner and damage to jail property. He is accused of climbing into the ceiling after making a phone call and threatening a jail deputy.
According to the report, Matthew Jacob Parsons was allowed out of his booking cell to make a phone call. At about 1:26 p.m., Parsons hung up the phone.
Deputies heard a service technician yelling to stop, and when deputies looked over they witnessed Parsons climbing into the false ceiling. Deputies ran towards Parsons, but his entire upper body was already through the false ceiling.
Deputies attempted to talk Parsons down from the ceiling but he refused to come down.
According to the report, deputies heard him say, “I can kill you fast with this knife.”
As deputies continued to attempt to talk him out of the ceiling, they could see tiles and light fixtures shake as he moved westward toward the visitation hallway.
Deputies continued to try and talk him down from the ceiling but he would not surrender, and made suicidal statements.
At one point, deputies could see Parsons through the open tile and that he was holding an unknown object to his neck and was threatening suicide.
At 1:45 p.m., pepper balls were deployed and Parsons stated he would come down.
At 2:05 p.m., he came down from the ceiling and was taken into custody.
Bail: $10,000
— An 18-year-old Carson City man was arrested at the Sheriff’s Office after he turned himself in on two warrants for stalking and impersonating an officer.
According to the report, Jarrod Gabriel Rowe came to the Sheriff’s Office front counter to turn himself in on the warrants, which were issued on Sept. 10, 2020.
He was booked on the two felonies without incident.
Bail: $10,000
— A 43-year-old Fernley woman was transferred from the Washoe County Jail to the Carson City Jail on two warrants, one for Grand Larceny and another for contempt of court.
Rachelle Leigh Grossman was booked without issue.
Bail: $13,000; $3,000 cash only
