Carson City arrests: Man with warrant flees deputy, crashes vehicle and apologizes

A 21-year-old man was arrested early Saturday for suspicion of felony eluding, misdemeanor second DUI, reckless driving and a bench warrant, according to a Carson City Sheriff's Office booking report.

Luciano Rosales-Mendez was taken into custody at 2:14 a.m. in the area of Roop Street and East William.

According to the booking report, a Carson City sheriff's deputy attempted to make a traffic stop on a vehicle driving at a high rate of speed. The driver did not immediately pull over. When he did stop, he flipped a u-turn in the middle of East William Street and took of again, traveling at speeds of 80 to 100 mph and running a red light before making a left turn onto Roop Street where he lost control of the vehicle, and struck a curb causing damage to the vehicle, the arrest report states.

The deputy pulled behind the man, drew his duty weapon and gave him verbal commands to exit the vehicle, which he cooperated and was arrested. He apologized, telling the deputy that he fled because he knew he had a warrant for his arrest.

Officers learned he had a felony bench warrant with a $15,000 bail amount from Reno Township Justice Court.

The suspect had a strong odor of alcohol coming from his person. Inside his vehicle were several open containers of alcohol, the report states. During a standardized field sobriety test the man showed signs of impairment. He provided a preliminary breath test of .217. Bail amount listed: $38,274.

In other arrests:
— A 25-year-old man, Devin Roscoe Vassar, was booked into jail Sunday for suspicion of felony interference, preventing dissuading a victim from reporting a crime and suspicion of misdemeanor domestic battery.

The man had an altercation with a female at a Fleischmann Way apartment in which he allegedly attempted to force his way into a bedroom after the woman fled with her two children. He also, allegedly, took the woman's cell phone when she attempted to call 911 for help.

Deputies observed the woman had red discoloration on both of her arms and chest and scratches. Deputies also observed a hole in the wall near the bedroom and a hole in the bedroom door. The man provided a preliminary breath test of .115. He denied the altercation was ever physical. He was asked about the incident, where he stated he was mad and punched the wall and that he has an anger problem. Bail amount listed: $8,137.

— A 36-year-old South Lake Tahoe man, Brandon Wayne Stinnett, was arrested early Monday morning for suspicion of two counts possession of a controlled substance, methamphetamine, 4.9 grams and heroin, 13.0 grams), possession of a dangerous drug without a prescription and possession of drug paraphernalia.

According to the booking report, a deputy was advised a man had been at a gas station pump for an extended period of time. The deputy ran the plates on the vehicle, which dispatch advised the license plates were suspended.

The officer approached the vehicle and observed the man sleeping in the driver seat, with the engine idling. The officer looked through the passenger window and observed a propane torch and a glass pipe in the center console. The officer requested a second patrol unit.

When the second unit arrived the officer approached the door. The suspect opened the door where he was instructed to turn the vehicle off. Carson City paramedics evaluated the man for medical issues. He was advised he was being arrested for drug paraphernalia.

During vehicle inventory, officers located the heroin in small bindle balloons with a total weight of 13.0 grams, a bag containing 1.6 grams of methamphetamine and a baggie containing 3.3 grams of methamphetamine, three tooter straws (commonly used to inhale narcotics) with heroin residue and a glass pipe with burn residue and a testable amount of methamphetamine, and 4 green pills in clear cellophane that were prescription only. Total bail amount listed: $8,500.

— A 53-year-old Carson City woman was arrested Sunday for suspicion of misdemeanor domestic battery. According to the booking report, the woman allegedly kicked and hit and grabbed her son by the throat during an argument. Deputies observed scratch marks and hand prints on the victim's neck. Bail: $3,000.

— A 62-year-old Georgetown, Calif., man, Jeffrey Camber, was arrested Friday for suspicion of felony possession of a controlled substance, and three alleged misdemeanor offenses: turn signal required, no proof of insurance and no valid driver's license. Total bail amount listed: $3,501.

— A 60-year-old man was arrested Friday for four misdemeanor contempt of court warrants issued out of Carson City Justice Court. Bail: $4,000 cash.
