Sandoval signs 29 bills, including money for flood and fire work; vetoes pot apprenticeship bill
Nevada Gov. Brian Sandoval signed 29 bills into law Wednesday including a $6 million appropriations bill for the Department of Conservation and Natural Resources to make up for a projected shortfall due to the costs of fire suppression, emergency response and flood related projects over the past several months in Carson City, Douglas, Washoe, Lyon and Churchill counties as well as Lemmon Valley and Elko County.
The governor also vetoed one measure, Senate Bill 416, that would have allowed apprenticeships for medical marijuana establishments.
Sandoval wrote in his veto to Senate Majority Leader Aaron Ford that the legislation is “not without merit to the extent that the bill contemplates standardized training for workers in Nevada’s medical marijuana dispensaries. Nevertheless, SB416 raises broader workforce policy implications, particularly with regard to Nevada’s workforce development investment system and the role that apprenticeship programs will play in training workers for 21st century occupations. Moreover, it is unclear that SB416 provisions are consistent with federal regulations governing approval of apprenticeship programs.”

The provisions of Senate Bill 204 were recommended by the Governor’s New Energy Industry Task Force and requires the PUC to determine if it is in the public interest for utilities to purchase energy storage. The act becomes effective on July 1, 2017 and the PUC must make its determination by October 1, 2018.
Senate Bill 305 requires court-appointed attorneys to represent children who are alleged to have been abused or neglected or are placed in foster care.
Senate Bill 145 establishes the Solar Energy Systems Incentive Program which will encourage the installation of energy storage systems. This measure also creates a state policy to expand and accelerate the use of electric vehicles and support the EV infrastructure which falls in line with the Governor’s goal to have all of Nevada's highways, no matter how remote, accessible to all EV drivers and ensure completion of the first complete EV highway system in the nation.
Senate Bill 125 was sponsored by Senator Aaron Ford and reduces the amount of time some individuals have to wait prior to petitioning a court to seal their records.
