Deputies arrest man for securing a door with a dog leash, driving into stranger's yard

A 25-year-old man was arrested by Special Enforcement Team deputies in the 1700 block of Stewart Street Thursday evening for DUI drugs, failure to maintain a lane, driving without a driver’s license in possession, driving without a front plate, and driving with an unsecured load.

SET deputies observed a vehicle exiting a parking lot on Winnie Lane and observed it was driving without a front license plate. They also observed there was a full rear lift gate for a Ford Explorer on the roof the car, strapped on top of the roof with a thin dog-leash, which was insufficient to hold the weight of the door.

Deputies followed the vehicle, which braked erratically and turned south onto Stewart Street, the report states. Deputies attempted to conduct a traffic stop by activating their lights. The vehicle drove into the center lane, back into the southbound travel lane, crossed into the northbound travel lane, then drove up onto the front yard of a North Stewart Street residence.

Deputies recognized the man from previous interactions, and knew he was a user of methamphetamine and marijuana. They asked for his driver’s license, and he did not have one in his possession, though dispatch confirmed it was valid.

Deputies noted he had rapid speech and dilated pupils. Deputies detained him as he appeared to be under the influence of drugs, the report states, and asked him to exit the vehicle. He was handcuffed and told to sit on a curb. He had difficulty walking in a straight line, and spun into deputies while they attempted to sit him on the curb.

On a search of his person, deputies found many odd things in his pockets, including a plain, medium-sized rock.

He had open sores on his hands and the veins on his neck were distended and his muscle-tone was rigid, indicating stimulant use. He told deputies his front license plate had been stolen.

K-9 Deputy Ivo was dispatched and conducted a free air sniff of the vehicle, which he gave a positive alert to the presence of drug odor. Inside, deputies found a marijuana pipe and a box of hypodermic devices. They also found the front license plate of the vehicle which he said had been stolen.

He was transported to the Carson City Jail, where his blood was taken and a filed sobriety test was conducted by deputies.

— A 20-year-old Dayton man was arrested by SET deputies in the area of Highway 50 E. and Asphalt Drive for possession of drug paraphernalia, driving with suspended registration, and a failure to appear traffic citation.

The man was arrested after deputies observed a vehicle traveling eastbound and conducted a registration check on the license plate, which dispatch confirmed was suspended and the registered owner, the 20-year-old, had a misdemeanor warrant out for his arrest.

As the man was looking through the glove box, deputies observed a small jar of marijuana, which is unlawful to possess under the age of 21 in Nevada.

Deputies arrested the man for the traffic warrant, at which point K-9 Deputy Ivo was dispatched and conducted a free air sniff around the vehicle. He alerted to the presence of drug odor at the passenger side of the vehicle. Inside, deputies located the marijuana in the glove box, along with a Nevada medical marijuana card in the man’s name.

In the backseat, deputies located a backpack with additional marijuana and associated paraphernalia. However, they also located a clear pipe, commonly used to smoke methamphetamine, which was seized and booked into evidence.

The failure to appear warrant was issued on March 13 out of Carson City Justice Court for failing to appear for a traffic hearing on Jan. 24.

— A 56-year-old Carson City man was arrested in the 1700 block of N. Carson Street Thursday afternoon on two counts of violating pretrial supervision, and two counts of possession drug paraphernalia.

The man was arrested after deputies were dispatched to a N. Carson Street motel on reports of a suspicious person entering and exiting a room.

Upon arrival, deputies made contact with a subject standing outside of the room in question, which was cracked open but suddenly closed as deputies approached, according to the police report.

The subject went and spoke with other deputies on scene, while deputies attempted to make contact with persons inside the room. Deputies reported seeing another subject peeking through the blinds of the room.

Deputies knocked several times before the door was answered. When the door opened, deputies immediately smelled a strong odor of alcohol coming from the room, the report stated, and inside there were four additional individuals, one of which was the 56-year-old man.

Dispatch confirmed the man was on Alternative Sentencing for two separate cases. The man told deputies he did not think he was on alternative sentencing, and that he was living across the street. He was holding a plastic grocery bag and when deputies asked what was inside, he said he had his knife and alcohol.

Alternative Sentencing confirmed they wanted him arrested for violating bail conditions for his possession of alcohol.

When he was placed in handcuffs, the man began pushing away from deputies and became uncooperative. Deputies found on his person a small glass pipe with burn marks near the bulb, as well as residue of a white crystal-like substance in the tube. Another half broken glass pipe from the plastic grocery bag was recovered. Deputies suspected methamphetamine use.

Deputies continued following the vehicle, and noted that the vehicle turned onto Saliman and went directly into lane one from his turn, according to the report, and deputies conducted a traffic stop.

Deputies could smell an alcoholic odor coming from inside the vehicle, and the man’s eyes were watery and glossy. He told deputies he had had two drinks before driving.

Deputies conducted a field sobriety test, and he performed the tests with unsatisfactory results, according to the report. He was taken to the jail without incident.

The man told deputies the vehicle belonged to a friend, and when asked for registration and proof of insurance of the vehicle, he could not provide either.

Deputies advised the man they were going to tow the vehicle for safekeeping. The man placed the keys into his pocket, and deputies repeatedly asked him to give them the keys, according to the report. He rolled up the windows and locked the doors but refused to turn over the keys.

He was arrested for obstructing and delaying an officer, driving an unregistered vehicle, and no proof of required vehicle insurance.
