Carson City arrests: Man with knife tells deputy he's the grim reaper, threatens to kill him

A 36-year-old man was arrested Sunday night in the area of North Carson and Winnie Lane for suspicion of assault with a deadly weapon on a protected person, according to a Carson City Sheriff's Office booking report.

Kyle Robert Wilson was taken into custody at 10:51 p.m. According to the booking report, a deputy was patrolling the area of North Carson and observed a man walking.

The officer's driver and passenger side windows were rolled down approximately 6 inches. The officer heard the man state "it's about time." The officer was the only vehicle on the road and there were no other citizens in the area, the report states.

Initially the officer did not see the man with a weapon when he called out to him and the officer believed the man was hailing him for directions. The man stated "what's open." The officer began to reply and noticed a large black machete-sized knife in his right hand. The officer immediately radioed to dispatch of his location and that the man was armed with a knife.

The man was approximately 10 to 15 feet from the driver side door of the patrol vehicle. The officer instructed him to drop the knife. The man began yelling and stepped toward the patrol vehicle, coming within 5 feet of the front, driver's side. The man yelled "I'm the grim reaper and I will kill you," the arrest report states.

The officer called for additional deputies and created a distance between the patrol vehicle and the suspect. The man then turned away and proceeded walking in the northbound lane of North Carson Street toward the intersection.

The man reached the intersection and began walking eastbound. The officer followed from a safe distance, activating his red and blue emergency lights. The officer used the PA system on the patrol vehicle and instructed the man to drop the knife. The man complied throwing the knife on the sidewalk, the arrest report states.

The deputy noted that he felt an immediate threat to his life due to the man's actions while armed with a knife, the arrest report states. The officer drew his service pistol and instructed the man to stop walking. He complied and dropped to his knees on the sidewalk and placed both hands on top of his head.

Additional deputies arrived and the man was detained. He was wearing a blanket wrapped around his waist, which was secured with a belt and was wearing no other clothing covering the lower half of his body. His upper body was clothed with a t-shirt and a hooded zippered sweater. He was handcuffed and checked for additional weapons or contraband.

Initially the man didn't identify himself to deputies and was not in possession of any identification. Once he was safely placed in the back of the patrol car he identified himself by giving his name and date of birth. Deputies took photos of the knife on the scene and booked it into evidence.

At detention, the man was placed into an intake area. He was wearing several necklaces. Deputies asked the man how the necklaces unlatched. The man told deputies "if you touch my necklace, I will kill you." The man was taken to an isolation cell and booked for suspicion of assault with a deadly weapon on a protected person. Bail: $20,000.

In other arrests:
— A 43-year-old Minden man, Christopher James Vargas, was arrested Feb. 15, 3:56 a.m. for suspicion of being an ex-felon in possession of a firearm, suspicion of possession of a controlled substance and possession of drug paraphernalia.

According to the booking report, a deputy made a traffic stop after observing a vehicle failing to make a stop at a stop sign and failing to stop behind the limit line.

The officer made contact with the driver, who was identified by his Nevada ID. The officer asked if he had a gun in the vehicle. The man said he did and stated the gun was sitting on the passenger seat, the arrest report states.

The officer looked inside the vehicle and observed a purple handgun in plain view sitting on the passenger seat. The weapon was secured and the man exited the vehicle.

A records check showed he had a a criminal history and is prohibited from owning/possessing firearms. He was arrested. At jail deputies located a glass pipe with white residue, suspected to be methamphetamine.

He was read his Miranda rights and stated he understood and would be willing to speak. He admitted he was a convicted felon and stated the firearm belonged to his wife and he thought it was okay for him to drive with the firearm, the report states. He also admitted the pipe was his. Bail: $20,000.

— A 27-year-old inmate at Carson City Jail, Oscar Lepe Flores, was booked Monday, 9:13 a.m. for suspicion of felony battery by a prisoner following an investigation. According to the report, a deputy assigned to booking duties at the jail could hear two individuals making loud noises.

The officer looked through the cell door window from the booking counter and observed an altercation occurring between two individuals. The officer called on the radio stating there was a fight.

The officer responded and observed both subjecting sitting on the floor with one man being physically restrained from the back of the suspect, who had his arms and legs wrapped around the other man. Flores appeared to be attempting to choke the other man, the arrest report states.

The door to the area was opened and the officer verbally commanded the two two separate. Another deputy assisted by grabbing the left arm of the suspect and removing him out of the cell away from the other man. He was moved to another cell.

A deputy made contact with the victim who was bleeding from his mouth. He was read his Miranda rights and and was interviewed after he was cleaned up, the report states. The deputy then went to speak with Flores, who was read his Miranda rights. He declined to speak without a lawyer present.

A review of the footage showed the suspect punching the victim in the lower right lip, knocking him against a wall. Once on the ground, Flores jumped on the victim's back and attempted to put him in a chokehold, the arrest report states.

Based on the investigation, Flores was booked for suspicion of battery by a prisoner. The victim inmate was taken to Urgent Care. Bail: $15,000.

— A 25-year-old South Lake Tahoe man, Jacob Dale Wilde, was arrested Sunday for a felony fugitive from justice warrant and misdemeanor driving with suspended registration, expired registration and stop lamps required.

According to the booking report, a deputy was patrolling the area of South Carson Street near 1-580 and noticed a Nissan SUV traveling northbound that didn't have a functioning tail light or brake light on the passenger side.

The deputy initiated a traffic stop at Spooner Junction near Carson Street. Dispatch advised the registration on the vehicle was expired as of March 23, 2020.

The man identified himself with a Nevada driver's license. Dispatch advised the man had a felony warrant. The warrant, issued out of Mendocino County, alleges conspiracy to commit a crime and was signed by a judge. There was not a bail amount attached but there was full extradition. He was taken into custody. No bail awaiting extradition.

— A 51-year-old Carson City man, Raul Rodriguez, was arrested late Monday for a warrant alleging possession of a stolen motor vehicle.

According to the booking report, a deputy patrolling the area of Brown Street observed a subject riding a bicycle without any illumination lights on it. The officer stopped the cyclist.

The officer contacted the subject and asked if he would speak. The man agreed and provided his identification. Dispatch ran a local check which returned as him having an outstanding warrant alleging possession of a stolen motor vehicle. Bail: $5,000.
