Carson City deputies make arrests for stalking, multiple cases of domestic battery

An 18-year-old Carson City woman was arrested in the 1000 block of S. Roop Street Wednesday afternoon for suspicion of stalking and two counts of violation of bail conditions.

According to the arrest report, deputies responded to a residence in reference to a threat report. Upon arrival, deputies spoke with a woman who advised she has had multiple issues involving a neighbor, including restraining orders. The woman said a temporary protection order was in place to protect her young children and herself from the neighbor, which had expired three days before this incident occurred.

She reported to deputies that she and her young son walked to the basketball court, then left to go pay bills at the office. She said she was in the office for only a few minutes when she heard a female yelling and screaming near the basketball courts.

The woman went back to the basketball courts and observed the neighbor grabbing and shaking the chainlink fence around the basketball court while screaming at her son. She said the neighbor was yelling “The TPO expired mother******. I’m going to put your mom in jail then I’m going to f****** kill you," according to the arrest report.

The woman said she showed herself and confronted the neighbor, who quickly exited the area.

Deputies spoke with the son, who confirmed what the neighbor had been screaming at him. He said she told him she was going to kill him and kept calling him a “stupid mother******.” He said there had been no contact with her prior to her threatening him.

The woman said she should have extended the protection order, but heard the neighbor was moving so she let it lapse. This is not the first time she has exhibited this kind of behavior toward the woman’s young children, and she is fearful the neighbor could become violent, according to the police report. She confirmed she is afraid of her behavior and felt threatened, and that she would sign a Citizen’s Arrest form against her.

The woman and her son provided written statements about what happened.

Deputies were familiar with the neighbor, the report stated, and a similar situation the deputy investigated involved a protection order violation and arrest. She is known to be uncooperative and unstable.

Deputies made contact with the neighbor at her residence and interviewed her about the incident between herself and the child. She complained about past verbal altercations she had with the mother, and confirmed she had gone out to tell the boy to stay away from her apartment. She claimed deputies have ordered the boy and his brother to stay away from her residence but there is no protection order on file.

She said she told the boy to stay away from her apartment and when it looked like the boy was planning to film her with his phone she told him there was no longer a TPO in effect so there was nothing he could do.

Deputies asked her why she felt it was appropriate to confront young children in the way she did. According to the report, she tried to defend herself by saying the mother was the problem and had tried to fight her own mother.

She also complained that Law Enforcement has not done anything she wanted them to do and always blamed her for the problems she was having.

Deputies informed the neighbor they were taking her into custody for stalking. She began to scream and shriek as deputies attempted to get ahold of her hands. Her instinct was to pull away toward her mother, who was also present. The deputy got control of her hands and she did not offer any resistance, but she continued to scream in protest.

Once at the jail, an officer with the department of alternative sentencing was already on scene. The officer attempted to calm her with little success. The officer advised deputies she was on alternative sentencing for multiple cases and requested two additional charges be added for violating bail conditions. Bail: $6,352, cash only.

In other arrests:
— A 20-year-old Carson City man was arrested Wednesday morning in the area of College Parkway for three counts misdemeanor domestic battery, a second offense, with two counts of senior endangerment.

The man was arrested after deputies were dispatched to the residence regarding the report of a possible domestic battery. Upon arrival, deputies met with three victims. The suspect had been removed from the apartment, detained and placed into a patrol car with handcuffs.

The first victim was the suspects aunt, who told deputies that the suspect had been inside of his bedroom when she arrived at the location to drop off her three young children and her mother, the suspect’s grandmother.

The suspect’s great-grandmother, who resides in the home with the suspect, said that the suspect was upset the aunt was at the residence. She had brought her children that were going to be returning to their home with her mother in California within the next few days, according to the report.

The aunt told deputies that when she arrived to drop off her children and her mother, the suspect became very angry and came out of his room and began yelling and cursing at her. The aunt said that the suspect came toward her in a very aggressive and violent manner with his hands raised in a fighting manner.

The grandmother said she attempted to keep the suspect from getting near the aunt by attempting to stand in-between them. The grandmother said the suspect pushed her to the floor, and that her left leg was injured during the altercation. Deputies did not notice any injury to her leg, but noted she did walk with a limp.

The aunt and the grandmother told deputies the great-grandmother also attempted to control the suspect by standing in front of him and in between him and the aunt. They said they both witnessed the suspect shove her to the floor. The great-grandmother denied being shoved to the floor. She said at one point her dog came out of a back bedroom and bit her on the leg, and deputies noticed a visible injury to her leg.

The aunt told deputies that the suspect continued to come at her in an aggressive manner, yelling and cursing. She said she was just inside of the doorway when the assault began, and that when she went out of the apartment the suspect slammed the door and left her outside.

She said a few moments later, the suspect came out of the apartment and continued to yell and curse at her, and that she had to put her arm up to prevent him from striking her. She said he pushed her, then went back into the apartment and slammed the door, leaving her outside again. She said that her children were still inside the suspect’s and the great-grandmother’s apartment.

She said the suspect again exited his apartment and struck her on the left side of her head with his closed fist. She said she attempted to protect herself by blocking and swinging with her arms. She said they actively fought for a few moments until he went back into his apartment.

The aunt said a neighbor came out of their apartment and brought her children into their apartment. The neighbors told deputies they hadn’t witnessed the battery, but they had heard yelling from the suspect. The man was taken into custody and booked without incident. Bail: $15,411.

— A Carson City woman was arrested late Wednesday night in the 600 block of Saliman for domestic battery. Deputies were dispatched to a residence for a report of a domestic battery that was actively occurring. Upon arrival, the reporting deputy stated he saw another deputy speaking to a woman in the driveway of the residence. The reporting deputy went into the garage where he saw a man and a young juvenile female. The man invited him inside the residence to talk about what had happened.

The man said he had been arguing with his wife about a group text that had occurred earlier int he day. He said she had accused him of cheating on her. He informed deputies that both he and his wife were intoxicated. He said he is an alcoholic and drinks every night, and so does his wife.

He said his three children were in the residence when the argument happened. He said he had been trying to keep the kids upstairs when she became extremely angry. He described the argument as he and his wife being downstairs in the kitchen and the kids being upstairs.

He said his wife approached him in the kitchen and began punching him with a closed fist, striking him in the face six times. Deputies noted they saw fresh red marks consistent with being hit in the face. The man said after she hit him in the face she took a water bottle and threw it in the sink. He said there had been a wine glass in the sink that broke and shattered. He said she grabbed the broken wine glass and attempted to throw it at him, and that she had gotten a cut on her hand from picking it up.

The deputy noted in the report that while they were speaking with the man, the woman was in the driveway yelling so loudly it caused the reporting deputy to stop several times during the interview to make sure the other deputy was okay with handling her.

After the interview with the man ended, the deputy spoke with the wife, and asked what had happened. She said nothing had happened, and was extremely uncooperative and had a strong odor of alcohol emitting from her breath, the report said. She had a hard time standing and keeping her balance. She said she had been battered by her husband in the past and refused to tell the deputy what had happened.

Due to her uncooperative nature, and the fact that the man’s injuries matched up with his story, deputies determined the wife to be the primary aggressor. While she was being detained, she began yelling slurs and swears at the deputies.

She was handed over to the Carson City Jail, and a request was made to Child Protective Services due to the unstable and potential dangerous environment for the juvenile children due to the parent’s drinking problem, the report said. Bail: $3,137.

— An 18-year-old Carson City woman was arrested early Wednesday morning in the 600 block of Roop Street for suspicion of domestic battery, first, and a mental health hold.

— A 49-year-old transient man was arrested in the 400 block of N. Carson Street early Thursday morning on the charges of disorderly conduct and resisting a public officer.

Deputies were dispatched to a casino for a report of an unwanted subject. A casino employee reported to dispatch that an unknown male or female subject was sleeping in the alley way behind the casino.

Deputies arrived at the location and found a person sleeping in a sleeping bag on the ground in the middle of the alley. The person’s face was buried in the sleeping bag and their body was curled in a fetal position.

Deputies reported they immediately recognized the person to be the transient man by a distinctive coat. Deputies have had many contacts with the man due to his irrational behavior and sleeping in public, according to the report.

Deputies identified themselves and asked the man to wake up. He yelled “Go away.” Deputies asked him to wake up and speak with them several times. He refused to move or respond to the deputy.

Since the man was not answering or moving, the deputy decided to sit him up, the report said. The man tensed his body and refused to move, remaining curled in a ball. At that point, the report states, the deputy knew the man was not going to comply or move along. The deputy decided to take the man into custody for disorderly conduct.

Deputies attempted to pull the man out of his sleeping bag, and his body remained tensed and he was locking his arms under his body, the report stated. After struggling for a while, the deputies were able to place him in handcuffs and detain him. Bail: $594.

— A 35-year-old Carson City man was arrested Wednesday evening in the area of Clearview and Gentry Lane on the charge of DUI first offense.

Deputies responded originally to a report of a domestic dispute involving the man and his wife. While en route to the area, deputies located a vehicle leaving the scene bearing the license place with the last name of the couple.

A traffic stop was conducted, and deputies noted he had slurred speech and red watery eyes, and he smelled strongly of alcohol. He blew a .120 BAC.

Deputies went to the residence but the wife refused to open the door to deputies. Bail: $1,137

— A 21-year-old Carson City man was arrested in the 2700 block of Highway 50 East Wednesday afternoon on the charge of violating his suspended sentence.

Deputies stopped the man for driving a car with no plates. They made contact with the driver who had a confirmed warrant out of this arrest for violating his suspended sentence after failing to provide proof of anger management counseling reports. He was taken into custody without incident. Bail: $1,000 cash only.

— A 30-year-old transient man was transported from the Washoe County Jail to the Carson City Jail for a failure to appear warrant. The man had been waiting for transport to Carson City since 12-22-18. Bail: $5,000 cash only.

A 40-year-old man was arrested Wednesday for suspicion of carrying a concealed knife without a permit, a gross misdemeanor offense, and misdemeanor disturbing the peace, according to a Carson City Sheriff's Office booking report.
