It's Your City with Supervisor Jim Shirk
Carson City Ward 4 Supervisor Jim Shirk gives an update on the latest city government news, provides an update on board action from its June 5, 2014 meeting and looks ahead when supervisors meet again.
He said there's new hope and a fresh start now that its new city manager has been hired to control spending. As the sole opponent against a 1/8 cent sales tax agreed to earier this year that provides for improvements to the city's animal shelter, multi-purpose athletic center, pedestrian and street improvements, Shirk re-emphasized that the decision should have been left up to taxpayers to decide. Shirk said he's confident the new city manager, Nick Marano, will undue what the board did by pitching new kinds of financing strategies in future spending. He said he's confident Marano will lead the city to do more kinds of creative financing and partnerships.
"I have hope he will bring a new perspective to Carson City and perhaps the previous strategies and spending habits of Carson City will become history," said Shirk.
Among other items, Shirk said the city's audit done by Moss Adams had been built without providing for city staff direction. Shirk said the board is now making progress to implement the recommendations from Moss Adams.
Shirk also addressed new building codes that will go into affect. He noted that if a commercial building's usage is changed, the building owner is in for more costs associated with the designation usage because the owner may have to make upgrades to meet the code change.
This "could cost a lot of money and cost us having businesses relocate here," he said. He proposed better ways the property owners could work with the building department so that upgrades can be done efficiently and no one is blindsided.
Shirk also spoke about Northern Nevada Development Authority's request for $100,000 annually to help with relocating new businesses to Carson City. He noted the NNDA had asked for only $25,000 before and now they are asking for $100,000. Shirk said right now there are three entities working on the same goal, the NNDA, the Carson City Chamber of Commerce and the city's redevelopment office.
Supervisors agreed to take a look at NNDA's request.
"I think we need to stand back and evaluate all three," said Shirk, noting each does essentially the same thing and that $7 million will be spent luring businesses to Carson City with the downtown redevelopment plans.
