From nuisance black bears and increasing salmon numbers to automated license sales and poaching arrests, 2010 was a busy year for the California Department of Fish and Game.

A popular new reality show airing on the National Geographic Channel, “Wild Justice,” is capturing some of the department’s doings, but far more happens behind the scenes.

Here is the greater Northern Nevada, Lake Tahoe, Cascade and Northern California fishing report through Feb. 16, 2011.

The following Carson City area road construction and improvement report applies to the period of Feb. 7-13:

A Carson City man faces multiple misdemeanor charges after he reportedly fled from authorities, tossing stolen credit cards and dropping a CO2 gun during a foot chase over several blocks.

The 24-year-old unemployed man with a history of trouble with the law was seen walking with another man and reportedly looking through homes at about 12:30 a.m. Sunday in the 1500 block of Walker Drive in Carson City.

After two years, the L&L Hawaiian Barbecue at the Carson Mall has closed. This was one of the first businesses to open in the grand remodeling plans for the mall, but it’s since been overshadowed by other, better, restaurants moving in next door.

Here is the Carson City area construction and maintenance road report for this week provided by the city's Public Works Department:

On Monday, Jan. 31, the outside southbound lane of Stewart Street will be closed between 2nd and 3rd Streets between 7 a.m. and 3:30 p.m. because of work on state property.

On Thursday Feb. 3 the intersection of Musser and Curry streets, as well as Musser Street between Curry and Carson streets, will be closed from 8 p.m. through 6 a.m. Friday morning, Feb. 4 because of utility work.  

A 19-year-old Stateline woman driving a Jeep Cherokee crossed the center line early Wednesday and crashed into a vehicle driven by a Carson City man, the Nevada Highway Patrol reports.

The accident was reported at 8:49 a.m. near Juniper Lane about a third of a mile from Highway 50 on Kingsbury Grade. The woman was flown by Care Flight to Renown Medical Center in Reno, said NHP Trooper Dan Lopez.

Here is the road construction and maintenance report for the Carson City area, beginning Monday and lasting through Jan. 23.

Clearview Drive will be closed between Edmonds Drive and Line Drive in Carson City for construction on the next phase of the Nevada Department of Transportation freeway project. Detours are marked. The road is expected to reopen by November of 2011.

Here is another example of why paying companies to do business in your city is problematic. Now that Carson City handed out more generous incentives to retailers in Southgate Center than it had to others in the past, it's now faced with other businesses who want their incentives, too.

Carl Kuhl, a state Parole and Probation employee of six years, has created a plan that he claims will eliminate Nevada's budget deficit within two years.

In a news release issued on Tuesday, Kuhl said his plan not only will reduce the budget deficit but also help repair Nevada's economy at the same time. It is a pretty big claim, he admits, coming from an Accounting Assistant I, an entry level position.

Three men were treated for injuries with two hospitalized after a stabbing in the early morning hours following the New Year's celebration at Lake Tahoe in Stateline, a Douglas County Sheriff's Office sergeant reports.

Carson City authorities made four driving under the influence-related arrests and responded to a number of fights and domestic violence disputes overnight and into the early New Year's morning.

Revelry remained relatively calm until after midnight where deputies responded to a number of fights at various locations around town, said Carson City Patrol Captain Tom Crawford. There were no significant traffic issues or accidents, he added.

The inauguration of Nevada's 29th governor, Brian Sandoval, will begin on Sunday with a celebration of arts in Carson City and then continue on Monday with the official ceremony at 11:30 a.m. on the steps of the state capitol.

Beginning on Sunday, Jan. 2, from 1 to 5 p.m., cultural organizations in downtown Carson City will open their doors to offer free music and dance performances, demonstrations by traditional artists, visual arts and history exhibitions, children’s activities and shopping opportunities.

Carson City streets seem to be OK so far, but falling temperatures threaten to make them icy as the night progresses.

Up to a foot of snow has fallen in the Sierra today, with chains mandatory on I-80 over Donner Summit from the Nevada-California line to Nyack, and U.S. 50 over Echo Summit. Chains or snow tires are required over Spooner Summit and Kingsbury Grade. Highway 88 is closed west of Kirkwood for avalanche control.

With the end of the year brings continued road improvements in the Carson City region. Here's what's happening this week:

— Expect minor delays from Fairview Drive between Butti Way and 5th Street roundabout which will be reduced to one lane with flaggers during daytime hours because of water utility improvements.

We have received a couple of reports that Gold's Gym on Topsy Lane closed down over the weekend. One person told me he saw a moving van parked in front of the business on Sunday, and some men looked like they were preparing to move out some of the exercise equipment.

This report claims to have more details, but we have no verification of these facts as yet. But if it is true, then there will be some legal action likely.

CARSON CITY – Nevada policy makers remain divided over the need to make a fundamental change to the public employees’ retirement system following the release last week of a report showing significant costs to move to a defined contribution plan.

Here is the Carson City road construction report for today, Monday, through Dec. 26.

Water utility improvements continue, and the following areas will be affected:

— Fairview Drive between Butti Way and 5th Street roundabout will be reduced to one lane with flaggers during daytime hours.  Expect minor delays.

— Butti Way between Airport Road and Fairview Drive will be reduced to one lane with flaggers during daytime hours. Expect minor delays.

The liberal blogs are all in a tizzy about how President Barack Obama "caved" to Republicans, agreeing to extend the Bush tax cuts for everyone, not just those making under $250,000 a year as he said he wanted.

Some are saying that Obama has been seriously damaged by this episode, looking weak and handing the narrative and momentum to the GOP, and that he might have a tough time getting reelected in 2012.

Rain has turned to snow tonight as a strong winter storm continues to bring a mix of precipitation to the Carson City area and heavy snow at Lake Tahoe.

A winter weather advisory is in effect until 10 a.m. Monday morning for the Carson City region, while a winter storm warning continues at Lake Tahoe until 4 p.m., according to the National Weather Service in Reno.

Carson City and Carson Valley regions can expect about 2 to 4 inches of snow overnight, while Tahoe is expected to receive several more feet, especially in areas above 7,000 feet.

Earlier Sunday wind and rain caused a number of problems, including downed trees and minor flooding.

At 4:25 p.m., a large tree crashed into two vehicles on Nelson Lane near Bunch Way in Carson City. Tree limbs are reportedly also resting on homes, according to police dispatch. Meanwhile high winds that whipped through the area earlier this afternoon brought down another large tree in the area of Sherman Lane.

Water ponding has been reported throughout town, both the east and west sides, and around Highway 50 near the old Scolari's. Roof leaks have even been reported at the Carson City Sheriff's Office at 911 Musser Street.

Back-to-back weather systems moving into the Carson City area today has prompted the National Weather Service in Reno to issue a winter weather advisory through 3 a.m. Monday morning.

CARSON CITY – The panel that oversees Nevada’s public employee retirement system was told today it would cost about $1.2 billion over the next two years to change from the current defined benefit plan to a defined contribution plan for new state and local government workers.

The following Carson City road information applies to the period of Dec. 13-19, 2010:

The Nevada Department of Transportation will continue working on a freeway landscaping project at the Fifth Street overpass over the freeway and at the Fairview Drive Interchange. Single lane closures are expected on the northbound on ramp from Fairview Drive to the Freeway. No delays are expected. Single lane closures with flaggers are also expected on Fairview Drive and on 5th Street in the vicinity of the Freeway, with minor delays expected.

Well worth the wait and tremendous cost savings to taxpayers, the Roop Street road construction project in Carson City will be celebrated on Thursday, Dec. 16 with a ribbon-cutting dedication ceremony.

After nearly a year's worth of "road closed" signs accompanied by a few already-late-for-work-motorists with finger-gesture and other anger management-related issues, the $4.1 million reconstruction and widening project will permanently reopen following the public ceremony at the corner of William and Corbett streets.

Looks like there’s finally an opening date set for Roop Street. They’ve been rebuilding the stretch of Roop between Washington Street and the Lone Mountain Cemetery ever since the early summer. This has caused big headaches for traffic around town, since that is one of the major north-south routes through that part of town. Although, they wisely waited until the Stewart Street extension was done, so at least there was an easy detour to get around all the construction. But it will still be good to get all the cones and detour signs down and be able to sail through.

The Roop Street widening project is continuing and is expected to be completed by the end of 2010. The following impacts are expected this week:
· Roop Street is closed from William Street to Stewart Street through the completion of the project.
· Long Street will be closed from Stewart Street to Marian Street. Traffic will be detoured via Stewart Street, Corbett Street, and Molly Drive.
· Beverly Street will be closed to through traffic at Roop Street.
· Traffic crossing Roop Street may do so at Corbett Street.

Carson City officials will hold a ribbon-cutting ceremony at 2:00 p.m. on Thursday, December 16, to reopen N. Roop Street following the completion of the reconstruction/widening project.

The ceremony will take place on N. Roop Street between William Street and Corbett Street. City officials will be joined by representatives of the Carson City Chamber of Commerce and representatives of the private sector firms which participated in the design and construction of the road. Following the ceremony, the traffic control barriers will be removed, and the road will be opened to public travel.

Carson High School officials and authorities continue to investigate rumors that surfaced among students earlier today of a planned shooting to take place on campus.

The Carson High School campus was on locked down shortly after noon today because the rumors had come from multiple students, authorities said. Released from school at the end of the day, students described the situation as confusing and frightening because they weren't told why they were forced into their classrooms with the doors locked.

An unemployed Carson City man faces a felony burglary charge after breaking into Blockbuster Video on East Williams Street last week and taking games and two consoles.

Ryne Mitchell Snoddy, 18, also faces a gross misdemeanor property destruction charge. Bail was set at $25,000.

The Carson City road report for the week includes some street closures for the annual Silver and Snowflake Festival on Thursday, the public works department reports.

The event and parade will take place from 5:30 to 8 p.m., and will include the following street closures:
— Carson Street from Robinson Street to Fifth Street
— West Musser Street from North Carson Street to North Nevada Street

The Nevada Highway Patrol remains busy today attending to a number of weather-related accidents between Carson City and Reno, Trooper Chuck Allen reports.

With a winter storm warning in effect until 4 p.m. today followed by a blast of cold weather through Wednesday, conditions on Northern Nevada roads remain icy and will likely continue that way through the holiday travel period.
