Carson City Sheriff's arrest log: Deputies bust drug house, make felony arrest

Evidence of a marijuana growing operation was found Friday night in the bedroom of a minor inside a Longview Drive residence, a report from the Carson City Sheriff's Office said.

Carson City Sheriff's deputies made four arrests in the bust, located in the 1300 block of Longview Drive, including one on multiple felony charges.

Michelle Leanne Hill, 47, of Carson City was arrested Friday at 7:12 p.m. for felony maintaining a drug house and child neglect causing physical harm, the arrest report said.

Law enforcement was originally called to perform a child welfare check at the residence on report of possible child abuse.

The reporting party (RP) was the property landlord, who had conducted a rental check earlier in the day and suspected a young child in the home of being neglected, the report said.

The first deputy on scene observed activity in the house from an outside window as he waited for back-up to arrive. During this observation, the deputy noted a strong odor of marijuana emanating from the house and a heavy haze filling the air inside the house.

The deputy further observed a young boy, about age 6, moving very deliberately throughout the residence, and also appearing lethargic. The child was observed to be staring at a wall for at least four minutes, the report said, and appeared to be affected by the marijuana smoke.

Four other people were observed inside the home during observation, the report said, and all but one individual appeared to be under the age of 21.

Three of the younger individuals were further observed to be drinking alcohol and smoking marijuana from a bong. One young male was heard bragging to the others about bringing 100 pounds of marijuana from California, the report said.

When additional deputies arrived, law enforcement officers proceeded to knock on the front door and rang the doorbell of the residence for several minutes with no answer.

Finally, a young male subject answered the door and appeared under the influence, the report said, his person smelling strongly of alcohol and marijuana.

The male subject refused initial orders from deputies to exit the house, tensing his arms and back when he was being pulled back by deputies from the doorway, the report said.

He was controlled by deputies, though, and safely detained. Deputies then entered the home on the premise of the original call, the report said, and because of the evidence of marijuana in the presence of who appeared to be minor adults.

The remainder of the home's occupants were ordered to exit the residence, the report said, all but the minor child and a 20 year-old disabled man were detained.

The disabled man was located in a back bedroom during a protective sweep and assisted outside by deputies. Marijuana was observed in plain view from within a minor suspect's bedrooms, and alcohol was seen throughout the residence as well, the report said.

Deputies noted the residence smelled strongly of garbage, pet feces and urine.

Once a search warrant had been obtained, a thorough investigation of the home was conducted.

Around three pounds of marijuana was found in the closet of the minor suspect's bedroom, separated in two large plastic boxes along with netting, fluorescent lighting, containers, fertilizer and a marijuana grow magazine, the report said. Numerous bongs and pipes, several bottles of alcohol, and prescription tablets were found inside the room as well.

Inside an adjacent bathroom was found a digital scale, several rolled up dollar bills with white residue on them, razor blades, other marijuana paraphernalia, and lines of what appeared to be cocaine on the surface of an electronic tablet, the report said.

Inside another bedroom, occupied by other young adults, more alcohol bottles and marijuana was seen in plain view and within reach of children, the report said.

A search of Hill's bedroom found prescription drugs that did not have her name on the bottle.

Deputies located a very large pile of garbage inside the garage, measuring six feet tall, 10 feet wide by 10 feet deep. The trash pile had attracted numerous flies and was located just feet from where the disabled man slept inside a concrete laundry room, the report said.

Hill agreed to speak with deputies after being Mirandized, the report said. She told deputies she was unaware of the drugs and alcohol inside the minor suspect's room, where the small child also slept.

Hill was adamant about not knowing what was going in inside the bedroom, the report said, appearing disinterested and disconnected to the activities from within the room.

A records check on Hill confirmed two previous felony convictions in California. She was not registered in Nevada as a convicted felon, the report said.

Hill refused to permit deputies to question the young male suspect, who was determined to be a 17 year-old minor. But deputies did observe him to appear under the influence of alcohol and marijuana, the report said. A preliminary breath test (PBT) was consented to, though, showing breath alcohol content (BAC) of .055 percent.

A second young male suspect, age 18, smelled of alcohol and had been observed smoking marijuana during earlier observation from outside of the house, the report said.

This subject consented to a PBT showing BAC of .167 percent.

A young female suspect, age 19, and her younger sister, age 16, were also interviewed. The 19 year-old woman said she knew there was marijuana and alcohol inside the residence where she brought her sister, but told deputies she thought it was okay because her sibling has a medical marijuana card.

The 16 year-old girl was not charged, the report said. She did not smell of alcohol or marijuana and had denied using any substances.

The small six year-old child was also interviewed by deputies and a social worker with the Nevada Department of Child and Family Services. His eyes were noted to be bloodshot and he coughed throughout the interview, the report said.

The child showed deputies several small lacerations and abrasions to his chest and back.

He was taken into the custody of Child Protective Services due to the condition of the home, the report said.

The disabled 20 year-old man could not be interviewed due to diminished mental capacity.

In all, four arrests were made at the residence, including Hill, the 17 year-old minor, the 18 year-old male and the 19 year-old female.

Besides the aforementioned felonies, Hill was also arrested for misdemeanor contributing to the delinquency of a minor as well as a pair of gross misdemeanors, possession of a prescription drug without a prescription and giving or leaving marijuana to persons under the age of 18.

She was booked into the Carson City Jail on $40,000 bail.

The 18 year-old man, a Carson City resident, was arrested on multiple misdemeanor charges, including contributing to the delinquency of a minor, possession or use of marijuana by a minor, drug paraphernalia possession, and minor consuming alcohol.

His bail was set at $1,000.

The 19 year-old woman, from Reno, was arrested on two misdemeanor charges, including contributing to the delinquency of a minor and minor consuming alcohol.

Her bail was set at $500.

In other arrests:

— A Carson City man was arrested Friday at 8:50 a.m. on the Interstate 580 northbound on-ramp at U.S. Highway 50 East, according to the report by a Carson City Sheriff's deputy.

During a routine traffic stop, a records check of the suspect confirmed a misdemeanor contempt of court warrant issued out of Douglas County.

The suspect was arrested and transported to the Carson City Jail for booking. Bail: $750.

— A 30 year-old Carson City man was arrested Friday at 12:13 p.m. in the 1300 block of Como Street for domestic violence, a Carson City Sheriff's deputy reported.

The victim reported that her husband had ripped a cell phone away from her during a verbal argument, the arrest report said, resulting in an injury to her finger with visible redness and swelling.

The suspect stated he took the phone away from her after she refused to show it to him. The suspect stated he was unaware of the injury to her finger, the report said.

The suspect was handcuffed and transported to the Carson City Jail for booking. Bail: $3,137.

— A 59 year-old Virginia City man was arrested Friday at 11:34 p.m. on the corner of William and Roop streets on misdemeanor driving under the influence (DUI), failure to maintain lane, and no proof of insurance, a Carson City Sheriff's deputy said.

The suspect's vehicle had been pulled over on William Street, where the right front tire was parked on the curb.

Upon making contact with the driver, the deputy observed him to have red, watery eyes and slurred speech.

The suspect submitted to a standardized field sobriety test (FST), which showed signs of impairment on all tests administered, according to the arrest report.

A PBT was also conducted, showing .187 percent BAC, the report said.

UPDATE: Due to increased fire weather conditions, NV Energy has upgraded a Public Safety Outage Management (PSOM) Watch to Warning status in Genoa, southwestern Carson City and Virginia City Highlands in northern Nevada for today, Nov. 13 and into tomorrow morning.
A PSOM warning means a de-energization is likely to prevent the possibility of sparking a wildfire.

NV Energy reports 2,636 customers without power Monday morning in Carson City. The outage was reported at 9:46 a.m. At this time there is not an estimated time of restoration. The cause is under investigation.

UPDATE 5PM: Fire crews will be mopping up the Callahan Fire overnight and into tomorrow. One primary residential structure was lost along with multiple outbuildings. UPDATE 12:55PM: The fire is estimated at approximately 100 acres; approximately 3,000 people have been impacted by evacuations. Rain is falling on the fire scene. Additional Strike Teams totaling 10-15 engines have begun arriving to assist on the fire, according to Eastern Sierra Fire and Ice, which tracks fires in the region.

Just before 11 a.m. on Monday, the Washoe County Alert system sent out an evacuation notice to residents in the Callahan Ranch area stating they should evacuate immediately.

The evacuation point is at South Valleys Library located at 15650A Wedge Pkwy, Reno.

Dayton Elementary students were treated Friday to a helicopter fly-in by the Nevada National Guard as part of the school's Veterans Day program.

A team from Nevada National Guard landed a helicopter on the soccer field after the school's Veterans Day assembly. Dayton Elementary is the only school in Lyon County that is a Purple Star School.

Veterans Day is Monday, Nov. 11 and is a federal holiday to honor all veterans who served in the United States Armed Forces. A number of events are planned in Carson City and surrounding counties.

Charle Abowd, a world renowned, award-winning chef and restaurateur but even more than that a philanthropist and community fixture for decades, died Saturday evening, according to longtime friends.

Abowd, 73, was a pioneer in farm to table dining, along with his wife Karen who co-owned Cafe at Adele's, he was a champion and supporter of music and the arts. He was a man who dedicated himself to lifting up others.
