Carson City sheriff’s arrest log: Man jailed for felony domestic battery, other charges

A 35-year-old man was arrested early Sunday at a South Carson Street hotel on suspicion of felony domestic battery with strangulation and other charges after an incident earlier at a South Lake Tahoe lodge, a Carson City sheriff’s deputy said.

Jason Joaquin Villafranca of Canyon Lake, Texas was booked at 2:10 a.m. in the 3800 block of South Carson Street. He also faces charges of false imprisonment, a gross misdemeanor, and possession of stolen property.

According to the arrest report, deputies were dispatched to the hotel after an agency assist request by a South Lake Tahoe Police Department officer who advised there was probable cause to arrest Villafranca for domestic battery with strangulation and the other charges.

Deputies went to the room the man was staying and ordered him out. He was detained without incident and was taken to jail.

Deputies met with the South Lake Tahoe police officer who advised the suspect and victim are in a dating relationship and that the incident took place at the Lake Shore Lodge in South Lake Tahoe at 11:22 p.m. Saturday. The man was allegedly involved in a heated argument with the victim when he allegedly held the woman by the neck and strangled her, cutting off oxygen so that she could not breath, according to the arrest report.

The victim tried to flee out of a window but was grabbed by the suspect who threw her to the ground. The suspect took her cell phone, car keys and engagement ring, leaving South Lake Tahoe via taxi where he then checked into the Carson City hotel, the arrest report states. Bail: $18,637.

In other arrests: A 27-year-old Carson City man, Kyle Carpenter, was arrested Saturday, 5:06 p.m. in the area of Anderson and William streets on a felony charge of probation violation. He’s being held without bail in lieu of a hearing.

— A 33-year-old Carson City woman, Nicole Carrasco, was arrested Saturday, 4:08 p.m. in the 1800 block of East Long Street on a felony charge of failure to appear for sentencing, and misdemeanor warrants for contempt of court and failure to appear. She’s being held without bail in lieu of a hearing.

— A 27-year-old Stateline man was booked into jail Saturday, 9:19 a.m. on a misdemeanor criminal contempt warrant issued Dec. 15, 2014 out of Carson City Justice Court. Bail: $215.

— A 22-year-old Carson City man, Louis Rivera-Hernandez, was arrested Saturday, 1:18 a.m. in the area of Long and Roop streets on a felony charge of providing officers false identification to avoid prosecution, and a gross misdemeanor warrant for conspiracy to commit burglary.

According to the arrest report, deputies made a traffic stop on a vehicle that had its front headlight out. A deputy spoke with the driver and recognized a passenger in the car. The officer asked for the man’s name. He provided a false name and birthdate. Dispatch said they did not have information on the person.

Because the officer recognized the man from previous contacts dating back to 2013, he was able to correctly identify the man from pictures of his tattooed face from when he was previously booked in Carson City jail.
Dispatch advised the deputy of the gross misdemeanor warrant for burglary. He was arrested and charged with providing false identification, a felony, and the warrant. He’s being held without bail pending a hearing on the warrant charge and a $5,000 bail amount of the felony charge.

— A 23-year-old Carson City man was arrested Sunday, 5:14 a.m. in the 1200 block of South Stewart Street on a misdemeanor charge of DUI. The man provided evidentiary breath tests of .099 and .096. Bail: $1,137.

— Two men, ages 21 and 24, were arrested Friday, 6:09 p.m. at Smith’s grocery store in the 500 block of East William Street on charges of petit larceny. The men allegedly took two bottles of vodka and two cans of beer, valued at $64.84 and left without paying. Store security called police and stated he was attempting to stop the two men for shoplifting.

One of the suspects was detained and escorted by store security. Officers found the other man in the parking lot and arrested him. The 24-year-old man also faces misdemeanor charges of possession of drug paraphernalia and destruction of property after one of the bottles of vodka had been damaged. His bail is: $2,111. The 21-year-old man was charged with petit larceny with a bail amount of $337.

— A 25-year-old Mound House woman, Chelsea Cribbins, was arrested Friday, 6:20 p.m. in the 3800 block of Highway 50 East on a felony failure to appear warrant. She is being held without bail in lieu of a hearing.

— A 64-year-old California woman was arrested Friday, 10:35 p.m. in the 2700 block of South Carson Street on suspicion of misdemeanor domestic battery. According to the arrest report, deputies were dispatched to Motel 6 at 9:50 p.m. The reporting witness called 911 and said his girlfriend had locked him out of his motel room.

Officers arrived and found the man banging on the door to the room. Both he and the suspect were highly intoxicated. The man told officers they were truck drivers spending the night. The man told officers he went out with friends and came home and the door was locked. The officer observed the woman to be intoxicated and passed out on the bed. Both told the officers they would go to sleep and there would be no further problems.

At around 10:25 p.m. dispatch informed officers the man had called the front desk stating the woman was hitting him. Officers arrived and the man stated the woman began to hit him in the face. Officers observed swelling to the upper left side of the man’s lip that was not there when they arrived the first time. The woman was taken into custody on suspicion of domestic battery and refused to give a preliminary breath test. Bail: $3,137.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.

Carson City’s former Board of Supervisor and business owner Stan Jones was posthumously awarded Thursday the Historic Preservation Award for his long time work for downtown Carson City.

The Nevada Law Enforcement Officers Memorial is today, Thursday, May 2 at the Nevada State Capitol in Carson City. The memorial brings hundreds to the capitol grounds. The ceremony begins at 1 p.m.

Douglas County Sheriff's Office arrested three for their alleged involvement in business thefts last month on Topsy Lane south of Carson City.

The national issue of suicide — particularly among veterans — touched many people who attended the Walk for Hope on Wednesday morning at Western Nevada College in Carson City.

More than 48 Carson High School Future Business Leaders of America students attended the state conference in Sparks, Nev. this past week. In total, 38 of those students earned 74 “Top-10” placements in 30 separate events. Additionally, three CHS FBLA students took state with first-place finishes and 15 of them qualified for the National Business Leadership Conference in Orlando, Fla. this coming June.
