Felony drug trafficking warrant leads to arrests by Carson City sheriff's SET officers

A 40-year-old man was arrested Wednesday by the Carson City Sheriff's Office Special Enforcement Team for a felony drug trafficking warrant, possession of a controlled substance and other offenses.

John Logan Christopher was arrested at 9:37 a.m. in the area of William and Humboldt streets. He was also arrested for suspicion of possession of a dangerous drug without a prescription, a gross misdemeanor and misdemeanor possession of drug paraphernalia.

A second person, Jose Luna, associated with a search warrant at a Village Drive residence, was also arrested for suspicion of possession of a controlled substance. Two others were also arrested. A 39-year-old Carson City woman was booked for gross misdemeanor suspicion of possession of a dangerous weapon (brass knuckles) and misdemeanor ex-felon failing to register. Another person was booked for being an ex-felon failing to register, a misdemeanor offense.

According to the arrest report, Carson City Sheriff's SET received information that Christoper had a confirmed warrant for drug trafficking. Investigators learned a search warrant was granted for his residence and vehicles associated to the residence.

At around 9:20 a.m. A SET officer attempted to make a vehicle stop with the driver being Christopher. He continued slowly westbound on William Street, not stopping at an intersection, and continuing to Humboldt Street where the vehicle then made a complete stop. He was arrested for the confirmed warrant.

A K9 was deployed which alerted positive on the vehicle. Deputies searched the driver's side door panel and hidden in the panel was a large amount of clear plastic baggies and a clear baggie that contained suspected methamphetamine, a glass pipe with burnt residue, and a folded piece of paper with a blue tablet that was confirmed to be Oxycodone, the arrest report states.

A search of the trunk area was done where a bag of meth was found that was later weighed to be 5.4 grams. Bail for Christopher: $46,137.

With a warrant granted, deputies searched the Village Drive residence, which was known to be a drug house, the booking report states. Investigators had seen heavy traffic at the location with subjects coming and going from the location.

Deputies made contact with Jose Luna, who gave a consent to search, where a clear plastic baggie with meth residue was recovered, the report states. Luna was arrested for suspicion of possession of a controlled substance. Bail: $2,500.

A 39-year-old Carson City woman was also arrested at the Village Drive address and booked for gross misdemeanor suspicion of possession of a dangerous weapon (brass knuckles) and misdemeanor ex-felon failing to register. Bail: $2,742.

A fourth person at the Village Drive address, a 51-year-old man, was arrested for suspicion of being an ex-felon failing to register, a misdemeanor offense, after officers learned he had been living at the residence for more than three months and had not registered. Bail: $197.

In other arrests:
— A 67-year-old Carson City woman, Paula Lynn Chandler, was arrested Wednesday for suspicion of felony third DUI in seven years, and misdemeanor hit and run causing property damage.

According to the arrest report, deputies responded to the area of Fifth Street and Fairview in reference to a reckless driver who was being followed by a witness, after being nearly hit in the roundabout.

The witness advised the vehicle hit a yield sign, hit a curb, and almost entered the walking path. The witness advised the vehicle in question had a flat tire and continued to the 1300 block of Continental Drive.

Upon arrival, the officer observed the vehicle parked on Continental Drive. The officer approached the vehicle and noticed a female driver in the driver's seat, who identified herself. She began to look around the inside of the car and was having a difficult time finding her license and paperwork.

The officer observed the woman had something in her mouth, in which she told the officer it was gauze. She said she had just left the dentist office where she had her tooth pulled. She told the officer she was not under any anesthesia, but was taking oxycodone for recent back surgery, the arrest report states.

The woman asked the officer if she could get out of the vehicle to look on the passenger side for her paperwork. The officer observed her movements were slow and she appeared to be in pain, and advised she usually walks with a cane due to back injury. The arrest report noted it took the woman around 20 minutes to find the paperwork and license.

The officer told the woman he was concerned she was intoxicated and driving. The officer asked if she was willing to submit to standardized field sobriety tests. The woman agreed. She advised she was taking Gabapentien and oxycodone, noting she has had a knee replacement, the report states. During the field sobriety tests she showed signs of impairment during the Horizontal Gaze Nystagmus Test and the walk and turn. The officer did not attempt the one leg stand test.

The officer arrested the woman for suspected DUI drugs. While the officer was taking her to jail, she randomly admitted to taking one too many oxycodone bills, the report states. She said she did it because she knew it was going to hurt at the dentist.

A blood draw was taken and booked as evidence. A routine record check through dispatch showed a felony arrest for DUI within the last 7 years. The officer arrested her for suspicion of DUI third within 7 years and hit and run causing property damage. Bail: $20,637.

— A 58-year old Mound House man, Ben Douglas McOsker, was arrested on two felony warrants and suspicion of multiple misdemeanor offenses.

According to the arrest report, a Carson City Sheriff's Office deputy with the Special Enforcement Team witnessed a vehicle traveling eastbound on Pheasant. The officer did a registration check and learned the vehicle was suspended per DMV records.

The officer followed the truck and witnessed that it failed to stop behind the limit line at the intersections of Latigo and Quinn streets, as well as Quinn and Spring streets. The officer initiated a traffic stop. The man identified himself by name, date of birth and social security. The officer asked the man for his license, registration and proof of insurance. He stated he did not have a valid license as it had expired, the report states.

The man stated he had just purchased the vehicle and had the title for it. He stated he did not have insurance in the vehicle but that his girlfriend had it. The officer asked if his girlfriend could send him a photo of proof of insurance. He stated he couldn't do that as he did not have his phone with him, the report states.

While speaking the man appeared nervous, and had shaky hands as he quickly sorted through paperwork, and was looking over his shoulders, the arrest report states. The officer asked the man to step out of the vehicle. The man complied and followed instructions by walking to the sidewalk, the report states.

The officer asked the man if he could search his person and clothing. The man replied yes. The man was asked if he was a convicted felon. The man stated he had been convicted of multiple felonies, including drug trafficking, the arrest report states. The man was detained. The officer conducted a wants and warrant check and was advised the man had a suspended driver's license due to failure to pay on traffic citations, the report states.

Dispatch further advised he had two active felony arrest warrants out of Carson City Justice Court. Both warrants had a no-bail hold and were signed by a judge. Dispatch advised the man had three felony convictions and is not registered with Carson City or Lyon County as being an ex felon. He stated he is a transient but has an address on Tracy Way, where he stated he had been staying for a while, the report states.

He was taken into custody without incident on the following offenses: A failure to appear warrant, a violation of conditions after bail warrant, both felonies. And the following misdemeanor offenses: Failure to obey a traffic control devision, suspended registration, suspended license, no proof of insurance and being an ex felony failing to register. He's being held without bail for the warrants in lieu of a hearing.

— A 62-year-old Carson City man, Marvin Craig, was arrested Wednesday, 1:43 p.m. at a Gibson Avenue address for suspicion of failing to register as a sex offender.

According to the arrest report, a deputy was dispatched to the address for a report of an unregistered sex offender. Dispatch advised they received a phone call from a Riverside, Calif., probation officer who advised one of their probationers, identified as Marvin Craig, had been living in Carson City for some time and is required to register as a sex offender and has not.

A deputy made contact with Craig and asked him how long he had lived in Carson City and he stated approximately 45 days. The officer advised he was required to register as a sex offender which he has not done, the report states. Carson City Civil department advised they did not have any paperwork documenting that the man registered within the last 45 day he lived in Carson City. He was arrested for suspicion of failure to register as a sex offender. Bail: $5,000.
