According to the arrest report, a deputy on patrol saw two occupied unlicensed vehicles parked on the side of the road at East Telegraph and Fall streets. One of the vehicles was an unlicensed green Ford Explorer occupied by an older white male. The other was a 1977 Dodge motorhome with all windows covered up with blankets. When the officer explained to the subject that camping on a public roadway is prohibited, the man became verbally uncooperative. The subject told the officer he was staying in the motorhome with another friend while helping the subject in the Ford until it was fixed, according to the arrest report.
