Nevada Parole and Probation to hold Halloween 'Operation Scarecrow' sex offender checks
State law officers will be out in force this Halloween in Carson City, Reno and Sparks conducting annual home visitation checks of registered sex offenders whose victims have involved children.
Called "Operation Scarecrow," the Nevada Department of Public Safety's Parole and Probation will provide enhanced safety for children and to give the public a greater sense of security during Oct. 31, 2016 Halloween evening, said Division Capt. David Helgerman.
The primary objective of this operation is to minimize the potential for contact between children and Division-supervised sex offenders whose crime involved a minor victim(s), said Helgerman.
These targeted offenders are given specific direction by Division officers well in advance by means of a written notice of “Sex Offender Restrictions for Halloween.”
Restrictions include that offenders may not distribute candy to children on Halloween, answer their doors for children on Halloween, display Halloween decorations or attend festivities associated with the holiday where children are present, said Helgerman.
During this operation officers will be conducting home visitations and surveillances to determine offender compliance and to detect any potential violations of the Halloween restrictions provided to them.
Officers will make as many contacts as possible on their targeted offenders. Enforcement action regarding encountered violations of supervision or Halloween restrictions will be determined on a case-by-case basis.
