Carson City Supervisors to discuss homelessness, sewer projects, legislative requests and more Thursday
The next Carson City Board of Supervisors meeting will be held Thursday, Aug. 15 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center located at 851 E. William St.
— The District Attorney’s Office will provide supervisors an explanation on the legal scope and nature of the recent Grants Pass ruling by the U.S. Supreme Court relating to homelessness, and how it may impact Carson City. Supervisors will discuss modifications to the city’s municipal code as a result of the ruling.
According to the staff report, in 2019, a ruling out of Boise upheld that an ordinance prohibiting homeless individuals from sleeping outside on public property violates the constitution. However, in June 2024, the U.S. Supreme Court overruled this decision on a case out of Grants Pass, Oreg. The Carson City Municipal Code includes several provisions regulating the use of public property, including the occupation of public property while sleeping. Supervisors will discuss additions or revisions to the municipal code in light of the recent ruling.
— Each Legislative Session, Carson City is able to submit one Bill Draft Request (BDR) to be considered by lawmakers. This session, the proposed BDR pertains to amending the Nevada Commission for the Reconstruction of the V&T Railway Act of 1993. The amendment will provide the Commission with an Executive Director, and obliges the Attorney General’s office to provide legal services for the Commission.

— The awarding of a sewer contract to Rapid Construction, Inc. will be discussed in the amount of $2,444,444.44 for the Southeast Sewer Conversion project, Phase 9A. The project will extend sanitary sewer to 32 homes in the southeast area of Carson City including residences along the streets of Snyder, Gentry, Ethel and Hudson.
— Supervisors will discuss eliminating the existing unclassified, full-time Recruitment Analyst position that is currently vacant and instead create an unclassified, full-time HR Manager position within the Human Resources Department.
— A transfer of the city’s 2024 Private Activity Bond Volume Cap to the Nevada Rural Housing Authority will be discussed for the operation of programs providing homeownership opportunities. State law allows the city to allocate a share of state money set aside for tax exempt loans to fund industrial development and affordable housing projects. The program provides lower-interest financing for eligible projects, and the Bond Cap can be transferred to another government agency. The city’s share of the cap is $3.63 million.
— The purchase of books and periodicals for the Carson City Library will be discussed. The Library General Fund has an annual budget of $183,340 and the Library Gift Fund has a budget of $4,500 to purchase books, periodicals and publications. The prior purchase authority of $100,000 for the purchase of books and periodicals from Baker & Taylor is being requested to increase by $20,000.
— The Carson City Department Health of Human Services is requesting authorization to purchase vaccines for a not to exceed amount of $71,328 for one contract, and $81,000 for another contract, both annual requests for purchase authority.
— An easement to NV Energy will be discussed at Lone Mountain Cemetery after city staff requested that NV Energy tend an electrical line onto the property for city projects at the cemetery, including the recent irrigation rehabilitation project. The easement will allow NV Energy the right to construct, install, remove, clear, cut or trim any obstruction or material including trees, vegetation and structures, from the surface or subsurface of the easement area as they deem necessary.
— Supervisors will discuss a proposed expansion of the city’s camera archive, which will allow support for up to 300 additional cameras and their recorded surveillance videos throughout the city. The purchase would cost $72,427 if approved.
— The Carson City Sheriff’s Office is requesting purchase authority to obtain 56 new tasers for an amount not to exceed $150,192.
— The Carson City Court system is recommending a three-year contract with Northern Nevada Legal Aid for court-appointed attorneys for children in cases involving abuse and neglect and termination of parental rights, as required by law. The amount would be $182,600 for the first year, $191,730 for the second year, and $201,316.50 for the third year.
— A third amendment to a lease agreement between the city, the airport and Cingular will be discussed. Since the lease began in 2001, there have been two amendments: one in 2012 and another earlier this year which allowed equipment modifications and the ability to operate additional frequencies within the area. The third amendment, if approved, will allow Cingular to install new microwave antenna equipment and operate additional frequencies in the area.
