Lyon County commissioners to address draft code of master plan Thursday
Lyon County Board of Commissioners will address changes to the draft code of its master plan when it meets Thursday.
The draft code has become a source of contention with some residents and Lyon County Manager Jeff Page is requesting the Board of Commissioners to provide him and staff direction as how they want to proceed.
The draft code is intended to implement the Lyon County Master Plan and will replace five titles of Lyon County Code (Titles 10 thru 14) into a comprehensive community development code.
Lyon County planners have been developing this draft for the past few years and conducting public hearings on the draft Code with the Lyon County Planning Commission for the past year and a half, according to a news release.
June 5, 2014 the Board of Commissioners directed the County Manager to develop a resolution creating an Advisory Board to review and recommend changes to the draft. June 19, 2014 the Board of Commissioners failed to approve the Resolution with a 2-2 vote as Commissioner Mortensen was not at the meeting.
The County Manager has placed the item back on the agenda for July 3, 2014 and if it fails he has placed another item for the Board to provide him and staff with direction.
The draft code has been the subject of debate as to its size, 500 plus pages, as well as some of the content. The County Manager advised the Board of Commissioners at the June 5, 2014 meeting that much of the language is repetitive as to prevent the reader/user from having to bounce around the code looking for answers.
He concurs that the draft changes and adds language that is different from current code but explained that the 2010 Master Plan is substantially different than the 1990 Master Plan. The County Manager also advised that the draft contains regulations that the Board may not want to implement but that is why he is requesting the Board to determine what public process they want implement.
The County Manager has explained that this is a draft document that has not been proposed for an ordinance. This draft will, in all probability, be the single most comprehensive legislation that the County has addressed in several decades and time should be taken to ensure that the public has the opportunity to provide their opinions and concerns before a final draft is presented to the Board for action to be may County Code.
