Carson City Supervisors to proclaim June 2 'Fred Roper Day' in honor of Carson City businessman

The next Carson City Board of Supervisors meeting will be held on Thursday, June 2 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

On the agenda:
— A Proclamation honoring Carson City resident Fred Roper will be read, proclaiming June 2, 2022 to be Fred Roper Day.

Fred Roper is being honored for his distinguished 70-year career in home comfort, including his HVAC company, Roper’s Heating and Air Conditioning, which has employed hundreds of people throughout its 60 years in Carson City.

— June 15, 2022 will be proclaimed as World Elder Abuse Awareness Day.

— The month of June 2022 will be proclaimed to be National Pollinator Month.

— A discussion will be held regarding the Nevada Association of Counties’ (NACO) plan for the 82nd Session of the Nevada Legislature which will be held in 2023.

— A discussion and possible action will be held regarding the creation of a full-time, grant-funded bilingual Public Health Nurse position in the Carson City Health and Human Services department, for the departments of clinical services and epidemiology.

If the position is created, it will be 100 percent grant funded and will assist with COVID-19 education and vaccinations, and the prevention of other communicable diseases such as tuberculosis and sexually transmitted infections.

— A discussion and possible action will be held regarding a proposed acceptance of a grant in the amount of $70,148 for the purpose of tobacco education prevention within Carson City and Douglas, Lyon and Storey Counties. CCHHS has received the sub-award since June 2007.

— A discussion and possible action will be held regarding a proposed ratification of the acceptance of a grant totaling $276,098. Funding from this grant has been recurring since 2018, and is used to provide family planning and reproductive health services.

— A discussion and possible action will be held regarding a request for an increased purchase authority of $45,000 to purchase food for Carson City Jail inmates.

The Carson City jail must provide food to inmates which satisfies state law requirements for both nutritional value and minimum caloric intake.  The increase in purchase authority is being requested due to the increased cost of food.  The new total would be $272,600.

— A discussion and possible action will be held regarding a proposed $71,500 increase in purchase authority for the agreement between Washoe County and Carson City for forensic pathology services to the Carson City Sheriff’s Office and Coroner.

The agreement with Washoe County on behalf of WCRMEO is for the provision of forensic autopsies, medical examinations and medicolegal consultations to the CCSO on an as-needed basis. 

— A discussion and possible action will be held regarding pavement preservation for Carson City public facilities, and a determination that Sierra Nevada Construction, Inc. is the lowest responsive and responsible bidder.

This project consists of pavement preservation for parking lots at Mills Park and the Carson City Community Center, Aquatic Facility, Library, Courthouse and Sheriff’s Office, as well as restriping at the Multi-Purpose Athletic Center (MAC) parking lot. The not to exceed amount of $272,807.70 comprises the base bid amount of $104,354.50; additive alternate bid items 1, 2 and 3 for $143,652.50; plus a 10% contingency of $24,800.70. The engineer’s estimate was $275,000. This Project was approved as part of the Fiscal Year 2022 Capital Improvement Plan.

— A discussion and possible action will be held to determine that A&K Earth Movers. Inc. is the lowest responsive and responsible bidder for the West Parking Lot project at the MAC for a total not to exceed $492,800.

This project consists of demolition of the existing asphalt grindings temporary overflow parking area to be replaced by a new asphalt parking lot with landscaped planters as required by Carson City Municipal Code Design Standards and Americans with Disabilities Act-compliant sidewalks connecting into the existing sidewalk system at the rear of the building.

— A discussion and possible action will be held regarding an upgrade to the existing audio/video system for the District Court, Justice Court, and Juvenile Court for an amount not to exceed $162,359 to be funded from the Courts Restricted Funds.

Audio/visual systems were installed in the courtroom in 2018, and upgrades are needed to provide better sound coverage to the courtroom and for jury trials.

At approximately 5:30 PM on June 26, 2024 the Lyon County Sheriff’s Office, Central Command Patrol Squad responded to the Lahontan State Park Ranger Station at Lake Lahontan for a report of an adult male subject who had been shot multiple times. Upon arrival, deputies learned that the shooting took place at a residence in the 3900 block of Birch Street in Silver Springs.

The Pony Express returned to the capital city Wednesday, making its annual re-ride across the West. 
This year, as an even-numbered year, the re-ride began in St. Joseph Missouri on June 17 and will continue east into California.

Carson City Sheriff's Office deputies made four misdemeanor arrests since Monday.

Every year throughout our region, pets are found dead in cars due to heat exhaustion, including those with windows cracked.

With outside temperatures often in the 90s and above, internal car temperatures can reach anywhere from 114 degrees after 10 minutes, to 140 degrees after an hour. Cracking a window often does nothing at all as rolling down the windows has been shown to have little effect on the temperature inside a car, according to the Humane Society of the U.S.

UPDATE: The 'S' on the side of the hill in southeast Carson City that commemorates the Stewart Indian School, and has been there for decades, was vandalized over the weekend. It has since been restored.

Carson City Fire Department and sheriff's deputies were called Sunday evening to a possible structure fire and brush fire in the 1200 block of Mountain Park Drive off of Marian Avenue.

Today I started pruning out the water sprouts in my four crabapple trees. Some people might call these “suckers,” but suckers grow up from the bottom of the trunk and water sprouts grow in the upper parts of the tree. I have been training three of these trees into a somewhat flattened umbrella shape for almost 20 years. The water sprouts just ruin that effect. So, out they come.
