Carson City arrests: Two jailed for child endangerment in separate incidents
A 35-year-old Carson City man was arrested Saturday for two felony counts suspicion of child endangerment, suspicion of possession of a controlled substance and other charges, a sheriff’s deputy said.
Cirico Andrey Ruelas-Blanco was arrested 10:59 p.m. in the 900 block of Cascade Drive. He also faces misdemeanor charges of possession of drug paraphernalia and assault.
According to the arrest report, deputies were called to the area in reference to a domestic dispute in progress. Officers arrived and heard loud music, arguing, banging and crashing inside. The officer knocked on the door and the suspect, who had blood on his hands, answered.
The deputy could see pieces of a broken wood chair behind him on the floor. The officer told the man to come outside as he was being aggressive with a female that was next to him. He was handcuffed and detained, the arrest report states.
The officer asked him what happened. He stated the female was angry because he was playing music too loud in the garage. He told the officer he was drunk and did not want to turn off his music. He said he was angry and punched the door and broke the chair. He said he did not hit the female, the report states.
Another deputy spoke with the female who stated she was in fear for her safety by the way the man was acting. She said he used closed fists to break items inside the residence. Both of the man’s children were inside the residence and because they were scared, locked themselves in a back bedroom to hide from their father while he was yelling, screaming and breaking things, the arrest report states.
The man was placed into custody. While searching the man, a deputy found a meth pipe with white powder in his right front pant pocket. At jail, deputies located a small bag of a white powdery substance in the coin pocket of his right pant pocket. Bail: $11,774.
In other arrests:
— A 35-year-old Carson City man was arrested Sunday for two counts suspicion of felony child endangerment, misdemeanor DUI, failure to maintain a travel lane and driving with expired registration.
Elvis Noe Contreatras was arrested at 1:22 a.m. in the area of Highway 50 and Airport Road. According to the booking report, a deputy was on patrol and observed a sedan traveling in and out of its lane of travel.
The vehicle would leave its lane and make a very aggressive corrections back to its lane. It happened multiple times. The action of the vehicle caused the officer to believe the vehicle was going to crash. The officer activated his light and siren.
He made contact with the driver and observed two children in the back seat of the vehicle, ages 7 and 8. The driver had red, watery eyes and a strong odor of alcohol. He provided a preliminary breath test of .141 and was arrested for suspicion of DUI and child endangerment. Bail: $6,100.
— A 25-year-old Carson City woman, Amanda Lynn Conway, was arrested Sunday, 10:49 p.m. in the 500 block of North Carson Street for a felony parole and probation hold.
Also arrested was a 35-year-old man for suspicion of battery and a failure to appear warrant, both misdemeanors.
According to the arrest report, officers were called to a casino restaurant where two people had been identified as skipping out on their $19.88 food bill Friday. Conway was detained where officers learned of a felony warrant for her arrest.
Deputies arrived and saw the man had also been detained. They learned the male suspect allegedly pushed a casino security officer to the ground before being detained. The deputy observed the security officer had a small laceration on his left hand, ripped pants and small lacerations on both knees. Conway is being held without bail in lieu of a hearing. Bail for the 35-year-old man: $2,012.
— A 33-year-old Fernley man was arrested Saturday, 7:44 p.m. in the area of I-580 and Arrowhead for misdemeanor suspicion of DUI drugs and basic speeding. According to the arrest report, a deputy made a traffic stop on a Chevy SUV it confirmed with radar doing 86 mph in a 65 mph zone. The officer made contact with the driver and could smell an odor of marijuana and alcoholic beverage.
The man had slurred speech and red, watery eyes. The officer asked when he had smoked marijuana. The man replied about 3 hours priory. He agreed to standardized field sobriety tests and showed signs of impairment. He provided a preliminary breath test of .054. Bail: $1,294.
