Carson City Sheriff's arrest log: Deputies make felony drug, DUI arrests

A Carson City woman was arrested Friday at 5:58 a.m. in the 2100 block of East William Street on suspicion of felony third-offense driving under the influence, a Carson City Sheriff's deputy said.

A man was shoveling snow in a nearby parking lot when he allegedly observed Melissa Parriette back into his truck with her car. There was minor and matching damage to both vehicles, the arrest report stated.

According to the arrest report, Parriette smelled strongly of an alcoholic beverage.

She agreed to perform field sobriety tests, but was unable to answer any of the questions in the questionnaire.

When reminded of the questions she became upset and “began to yell at me,” a Sheriff's deputy reported.

The deputy said she, “Tried to provide a PBT (preliminary breath test) sample, but she would only inhale, not exhale as instructed.”

“She inhaled until she needed to physically exhale, and the PBT straw was still in her mouth,” the deputy said, adding that he then activated the device and with a partial sample, the machine returned a result of 0.225 percent BAC. Bail: $20,000.

In other arrests:

— A 53-year old Washoe Valley woman was arrested Friday at 6:24 p.m. near the intersection of Park and Carson Street on two counts of felony possession of a controlled substance, gross misdemeanor possession of prescription drug without prescription and misdemeanor possession of drug paraphernalia, a Carson City Sheriff's deputy said.

A Sheriff’s Office deputy conducted a traffic stop on a driver observed not to be wearing a seat-belt, the arrest report states.

As the deputy spoke with the driver and the suspect, Angel Lee Webster, he noticed she appeared nervous.

“Her hands were shaking as she retrieved her identification from her wallet,” the deputy said.

As another deputy arrived to take over the citation process, the other prepared for a canine search. The deputy asked the two to exit the vehicle and asked the driver if he had any weapons, drugs or paraphernalia in the vehicle.

The driver stated he did not, and he did not consent to a vehicle search, the arrest report said.

The K9 officer, Ivo, then conducted a free-air-sniff search around the vehicle and alerted to the presence of drugs.

When the deputy searched the vehicle, an open bottle of vodka was located in the center console and a silver mirror with white substance on the surface was found in the cup holder.

A baggie was also found containing approximately 0.2 grams of suspected methamphetamine, three clonazepam pills, two alprazolam pills and six diethylpropion hydrochloride tablets. A prescription for the prescription medication was not present, the arrest report states.

The deputy searched Webster’s purse and found a suspected methamphetamine pipe. There was burn residue and a trace amount of methamphetamine in the pipe, the deputy said.

The driver denied possession of the drug related items and Webster admitted the items were hers. The driver was released for a traffic violation and Webster was taken into custody and transported to the jail. Total bail: $8,637.

— A 39-year-old transient man was arrested Friday at 11:14 p.m. in the 500 block of N. Carson Street for felony possession of a controlled substance, gross misdemeanor attempting to destroy/conceal evidence and misdemeanor possession of drug paraphernalia, resisting a public officer and breach of peace, a Carson City Sheriff's deputy said.

According to the arrest report, a man later identified as Randy Pirizo was allegedly smoking something from a pipe suspected to be methamphetamine in an open bathroom stall at a downtown establishment.

A customer told security of the incident and two security officers observed Pirizo in the restroom stall themselves, and alerting authorities.

Two Sheriff's deputies approached the suspect. One said, “Sheriff’s Office, you are being detained,” and gave Pirizo the command to give him his hands as the deputy took control of them.

Pirizo tensed up his right arm, pulled away and tried to enter his right jacket pocket. The other deputy came in to assist and a scuffle ensued as Pirizo continued to pull away and reach into his pockets, the report said.

A deputy was able to apply a handcuff to his left hand, but briefly lost control of Pirizo’s right hand. The deputy then bent Pirizo over at the waist and pushed him toward the ground. The other performed a leg sweep and they took Pirizo to the ground, the report said.

Pirizo continued to resist from the ground, attempting to stand up until the deputies managed to pin him to the ground and apply the other handcuff.

The deputies were uninjured, but Pirizo sustained a small laceration to his nose and complained of head pain. Carson City Fire/Rescue was called and provided minor treatment.

Pirizo was transported to the hospital for additional treatment, as he complained of head and facial pain, the report said.

In Pirizo’s right jacket pocket was two glass methamphetamine pipes. A security officer provided deputies with a wad of tissue paper containing approximately 0.2 grams of suspected methamphetamine.

The security officer stated Pirizo discarded it during the altercation. Total bail: $7,151.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

Dayton Elementary School in Lyon County was honored Wednesday along 13 other schools including Carson High in Carson City as a Nevada Purple Star School.

Schools receiving the designation have committed to supporting the educational and social-emotional needs of military-connected children and their families.
