Carson City sheriff’s arrest log: Man jailed on felony associated with domestic battery

A 33-year-old Carson City man was arrested early Friday on a felony charge associated with domestic battery after allegedly preventing the victim from calling for help, a Carson City sheriff’s deputy said.

The suspect was arrested in the 1300 block of Jewell Ave. at 1:49 a.m. Carson Now has withheld the name of the man for the safety of the victim's children. According to the arrest report, deputies were called to a domestic disturbance call in the 900 block of Jackson Way and a female voice screaming. Dispatch received a phone call from the victim who advised she was battered by her ex husband and that he left in a Jeep.

Deputies arrived at the residence and met with the victim who said her ex-husband was invited over to bring her a cigarette and to talk. She advised the talk was going well they even remarked how they get along now they are divorced. When the topic came up about visitation with an older child, the victim said the man began yelling at her. She told him to leave the home and he would not leave. She picked up the phone to call the sheriff and the man took the phone away from her and canceled the outgoing call, the arrest report states.

The victim began screaming for help and repeatedly calling for help. She ran to the door and was yelling for help. She said the man told her to stop screaming and then grabbed the victim by her arm and drug her into the bathroom, covering her moth to keep her from yelling. She reached for her phone and he would not release the phone. She said he tried to crack the phone in half. The woman had red marks near her mouth and chin, blood from her mouth and a red bruise mark on her left arm.

A deputy telephoned the suspect and he agreed to meet with deputies. He advised he was invited to the address to talk and that he did take the woman’s phone because she was screaming. He said she was trying to call police and he did not want to get into trouble. he advised did hold her by the arm and may have shoved her with an open hand to keep her from going outside and screaming. He was taken to jail on charges of preventing a victim from reporting a crime, a felony and misdemeanor domestic battery. Bail: $8,137.

In other arrests:
— A 37-year-old Carson City woman, Jennifer Hann Harlow, was arrested Thursday, 9:59 p.m. in the 300 block of South Carson Meadows on a felony probation violation. According to the arrest report, deputies were dispatch to a residence after a report of a tenant at an apartment claimed that a male subject was yelling and acting violently in the parking lot.

Deputies arrived and saw two men in the parking lot. Both were carrying large alcohol bottles and one of the men appeared to be very intoxicated. The officer instructed him to drop the bottle and come out from behind the vehicle. The man complied. Officers conducted a pat down for weapons. He then began to tense his arms and threatened to punch the officer. He was placed into handcuffs. Both men were later released.

The deputy asked the man who he was visiting at the apartment complex. He said the name of the suspect who was standing in the apartment complex main doorway. The deputy spoke with her and determined she had been drinking. She submitted to a preliminary breath test that resulted with a .200 breath alcohol content. The woman was on parole and probation supervision with a “no alcohol” clause and was in violation of probation conditions. She was arrested.

— A 23-year-old Carson City woman was arrested Friday, 3:23 a.m. in the area of Winnie and Carson streets on misdemeanor suspicion of DUI and basic speeding, 40 mph in a 25 mph, a Carson City sheriff’s deputy said.

According to the arrest report, a deputy on patrol saw a vehicle going northbound on Carson Street. Radar confirmed the vehicle was going 40 mph in the 25 mph zone. The deputy stopped the vehicle and could smell a moderate odor of alcohol on the driver’s breath. She said she had two drinks prior to driving. The woman performed standardized field sobriety tests unsatisfactory. She submitted to a preliminary breath test and was over .08. She was arrested and taken to jail where she took evidentiary breath tests. Results were .205 and .205. She was booked on charges of speeding and DUI. Bail: $1,249.

— A 36-year-old Carson City man was arrested Thursday, 7:52 p.m. in the 4200 block of South Carson Street on suspicion of DUI. According to the arrest report, deputies were called to the area in reference to an vehicle accident.

On arrival officers saw a white van with severe damage to the front right side and was against a pole. A deputy made contact with the driver in the parking lot who said he heard a pop that came from the vehicle and that he lost control and crashed it into the pole. The deputy could smell alcohol on his breath. He was asked if he had been drinking. The man replied he had a double shot of Fireball whiskey at around 2:45 that afternoon, the arrest report states.

A witness told deputies they heard a crash outside and saw the van crash into the pole four times. The driver agreed to field sobriety tests and did not do those as explained and demonstrated. He consented to a preliminary breath test with a result that showed he was over the legal limit. He was arrested. At jail he consented to evidentiary breath tests, with results of .141 and .133, the arrest report states. Bail: $1,137.

— A 32-year-old Carson City man was arrested Thursday, 8:36 a.m. in the 2100 block of Carriage Crest on misdemeanor charges of petit larceny, driving on a suspended license, and two failure to appear traffic warrants. Bail: $4,699.

UPDATE: Carson City Sheriff's Office is investigating a credit card skimmer device discovered Thursday at an East Carson City business.

UPDATE 9:38PM: The fire on East Long Street was on the back patio of a two-story four-plex, according to Carson City Fire Department Battalion Chief Jon Pedrini. Damage was contained to the exterior patio and siding. There were no injuries. Three occupants were displaced.

When firefighters arrived, a neighbor and Carson City Sheriff's deputies had used garden hoses and fire extinguishers to knock much of it out, said Pedrini. The cause is under investigation.

The Tahoe Regional Planning Agency and Mountain Area Preservation reached a settlement agreement this week over a lawsuit brought by MAP against affordable housing policies approved by the TRPA Governing Board in December 2023. The litigation sought to block new land use policies in the highly protected Lake Tahoe Region that combined incentives for water quality, transportation, and workforce housing improvements, according to TRPA.
